The news article describes a lecture given by William Wooding Starmer at the Albert Hall Nottingham proposing a bell tower with 47 bell carillon be built as a war memorial in Nottingham, England.
Handwritten on the front including the sender's information, the date, and the words "The Times. June 1920" in ink and the word "Taylor?" in pencil. On the back written in ink is the recipient's contact information and stamp marks from the Board of Education and postage cancellation. The postage stamp has been removed

It provides an overall history on the confiscation of bells throughout Europe with details on Belgium bells damaged or stolen by Nazi Germany during the occupation of Belgium.
The booklet is in good condition, some discoloration due to age.
