Synthetic Subordinate Complex Sentence Structures in the Language of Azerbaijani Folklore Materials

The article researches the history and sociological substantiation of ELF (English as Lingua Franca) in Azerbaijan. The author indicates the unique historical role of mercantile activities in extending the borders of EFL. It is also stated that the English language would be on a narrow scale long before ELF was used in Azerbaijan. The paper argues that scientific and linguistic literature supports the idea that English as a Foreign Language (EFL) served as an extension for ELF usage. At the same time, some linguists make a controversial statement that the reason English is spreading around the world at the moment is because of its utility as a lingua franca. It also analyses the distinct stages of ELF use in Azerbaijan and illustrates the historical facts necessitating the vast in-country spread and usage of ELF. Following the in-depth analyses of ELF, the paper makes some new remarks: 1) There are at least two varieties of English and simplified (we may call it mere or simple English); 2) Global English existed long before English existed; 3) Until people speak English to their kids, it is usually called ELF; 4) ELF is more extensive; 5) Simple English is more intensive by its nature, and so on.The author argues that the content and concept of ELF's usage is more significant than the concept of simple or mere English usage because the former assumes much-embracing features rather than the "simple English choice". That means, unlike English, ELF has the following specific qualities: 1) It is not spontaneous but strictly purposeful and pragmatic (but are these not for the sake of any foreign language use); 2) It emerges and develops in close connection with "communication needs"; 3) It includes further behaviour of communicators, whether to use or abandon it; 4) It has a distinct cause-and-effect chain in the socio-political and economic situation in the areas of its usage; 5) It does not come from family nurture and instructions but is taken for the needs of its urgency; 6) Side forces (external, socio-political) can strengthen its usage and extension. However, its "impetus" is always needs-based; 7) ELF is more practical rather than English instructional; 8) English is a transitory stage in its transference into ELF when it assumes a global character; 9) ELF serves as a source of enrichment of English vocabulary, at least by its international varieties, dialects, and terminological usages; 10) English and EFL are ontologically interrelated, though different in formalities and designation.Another essential feature of the article is ELF's study on the sociological level in Azerbaijan by conducting the respondents of the different musts. While analysing the experiment results, it became clear that 40 % of people aged 25-35 in Azerbaijan prefer EFL in education and science, which is less than twice for the community aged 35-45. On the contrary, 43 % of 35-45-year-old community members preferred ELF in business and management. It proves that apart from the language peculiarities, its extracurricular features also play a leading role in determining the choice of ELF. The article's findings are new to the specialities in the relevant fields

The article covers the study of juvenile justice reforms in the Republic of Azerbaijan by international commitments. The report aims to substantiate the development of legislative proposals and recommendations on implementing international standards. The scientific and practical importance of the research consists of the potential to leverage results in improving the legislative activity and including separate definitions of scientific archival. As a result of the reforms, many international juvenile justice standards have been implemented in the national legislation. But even though Azerbaijani legislation meets international standards, some provisions require further detailed regulation. Such provisions include questioning minors, conditions of questioning, observation of confidentiality at all stages of the administration of justice, and application of the diversion. The author proposes the inclusion of provisions on release from criminal liability minors and delays from serving punishment to juveniles in connection with the application of diversion in criminal procedure legislation of the Republic of Azerbaijan, ensuring appropriate conditions for the interrogation of minors, confidentiality in the criminal justice phases, including the announcement and the execution of judgement periods. The author tends to favour the extensive use of delay in serving punishment to juveniles and considers that the minor's best interests are also required to continue his studies, professional training activities, etc. The requirements of the Code of Criminal Procedure of the Republic of Azerbaijan (from now on the CCP) on explanation of rights and responsibilities to party and other participants in criminal proceedings, as appropriate to their level of intelligence, life experience, education and other circumstances, recognition of the right to re-explanation, apply to the questioning of a minor. Considering the special training of personnel working with minors, the requirements are essential in administering justice

    Get PDF
The article analyses the origin of international terms used in Azerbaijani. As in other world languages, international terms play a unique role in the terminological layer of Azerbaijani. International terms have appeared throughout history in the terminological system of many languages, including the Azerbaijani vocabulary. The legal process of moving terminological units from one language system to another continues. Research conducted on the terminological lexicon of the Azerbaijani language shows that international terms of various origins differ quantitatively. The vocabulary of the Azerbaijani included terms from Arabic (Arabic origin) and European languages (English, French, German, Italian, Spanish and others). Until the years of independence, the intermediary role in the transfer of terms belonged to the Russian language. Among the terms that have passed into our language in modern times, borrowings from European languages predominate. In the article, hybrid terms created based on lexical units of different languages were simultaneously analyzed using examples. Here are statistical indicators of the origin of international terms in the Azerbaijani

    Get PDF
The research addresses the prevalent issue of inadequate water and wastewater treatment in Nigeria. Over the years, advanced countries have developed substantial and robust systems for the treatment of water and wastewater, which ensures the preservation and sustenance of societal health and mitigates against the negative impacts that untreated and unregulated wastewater could cause to the environment, including water pollution, transmission of illnesses, destruction of ecosystems etc. The study examines the historical and most recent water treatment methods, which entail boiling and more advanced techniques such as Membrane Filtration, Ultraviolet Disinfection and Reverse Osmosis. Also, an overview of the potential threats to water treatment, including poor power supply, poor infrastructure, poor waste management system, Poverty, Policy Issues, and corruption, was conducted. With the advent of technology, treatment methods such as biological and chemical treatments have been instituted. For example, Biological Treatment entails using bacteria to destroy contaminants in water, leveraging the natural ability of microorganisms to survive in unseemly harsh conditions. The paper explores the economic analysis of waste management strategies in Nigeria, stating the costs, benefits and challenges faced. While implementing these strategies can be costly due to a lack of infrastructural and institutional capacity, it benefits societal health protection and promotes environmental sustainability in the long run. Stakeholder engagement, such as supporting water and wastewater treatment technology implementation and setting up local committees. That can help educate and ensure proper disposal of waste and wastewater by homeowners, industries and local businesses, which is discussed as an essential factor in providing adequate water reforms. The research examines important organisations in Nigeria responsible for conducting research, developing policies, enforcing environmental laws, and developing national guidelines and standards. These organisations include the Federal Ministry of Water Resources, the National Water Resources Institute, River Basin Development Authorities, the Federal Environmental Protection Agency, the Federal Ministry of Environment and the National Environmental Rules and Regulations Enforcement Agency. We examined the relationship between climate change, water and wastewater treatment, discussing the effects of climate change on water resources, including irregular rainfall patterns, decreasing ice sheets, increasing sea levels, floods and droughts. The efforts of the Nigerian government to combat climate change, such as the introduction of the national climate change policy and the enactment of the Climate Change Act 2021, were highlighted. The study also highlights the need for comprehensive strategies and cooperation to achieve long-term climate goals and promote climate-resilient economic development. We looked into the socioeconomic impact of effluent discharge and socioeconomic factors related to climate change in Nigeria. It reveals how wastewater affects agricultural activities such as fishing and farming and negatively impacts aquatic life, farmers and consumers. Discussions revolved around societal rights and obligations stated in the Nigerian Constitution regarding the government's responsibility to provide access to Healthcare, shelter, food, employment, and education. Recommendations were made, emphasising the need for properly designed and operated water treatment systems, prioritising water management, the importance of considering local conditions and the use of appropriate technology in ensuring the success of projects. Financial support from international organisations is essential. However, local commitment is likewise crucial for long-term sustainability

This paper describes the development of a criticality assessment of corroded metallic pipelines using the JetRacer Kit. Considering the difficulty of accessing pipelines from the inside, the developed program launched on a robotic platform allows for diagnostics. Replacing damaged sections of pipelines after scanning can increase the longevity of operation. The video stream is segmented using the method of separating colour characteristics of corrosion at different stages of its progression and tested on the system at several investigated corrosion areas inside the pipelines. The process of segmentation of corrosion into three levels, high, medium, and low, is described. Each damage level is visualized using the corresponding colours: red, orange, and yellow. In addition, the corrosion concentration for each level was grouped into selected rectangles. Damage assessment is based on the segmented number of found image pixels. The work results can be helpful for services engaged in diagnosing pipelines. This paper describes the development of a criticality assessment of corroded metallic pipelines using the JetRacer Kit.
