    Implementation of Electronic Transactions of Notary's Deeds in Improving Legal Certainty and Data Security

    This research aims to determine the regulation of electronic transactions in Notarial deeds (Notary Study in West Lombok). This type of research combines normative legal elements, which are then supported by adding data or empirical elements. Notaries, Temporary Notary Officials, Substitute Notaries, and MPDs carry out electronic notarial deed arrangements, and after 25 years, the Notary must submit their protocol to the MPD. The UUJN/UUJN-P does not regulate whether notary protocol storage is limited to paper media (conventional) or allows for digital storage using electronic media by a notary. This is because the Notary's protocol is considered a state archive, and the Archives Law governs the permissibility of storing archives using electronic media. Implementing notarial deeds via electronic means to increase legal certainty and data security, namely by storing Notarial protocols digitally using electronic media not regulated in UUJN/UUJN-P, legal responsibilities arising from violations or unlawful acts apply to legal provisions. In general, whether civil, criminal, or administrative, to the Notary concerned. Another responsibility of the Notary who holds the protocol is to keep the parties' data confidential in connection with legal acts outlined in the form of an authentic deed

    Production and Optimization of Standard Emulsion Paint Using Titanium Dioxide and Kaolin as Prime Pigment via Response Surface Methodology

    The rising exchange rate between the naira and the US dollar has recently increased importation costs, making raw materials for emulsion paint production, like most commodities, more expensive. From those above, it becomes imperative to look inward for substitutes or supplements for some of these costly raw materials to bring down the cost of production without compromising the quality of products. In emulsion paints, the prime pigment is the second most expensive component. For instance, prime pigment (titanium dioxide) costs about 110 times higher than its local equivalent (kaolin). To reduce the production cost of emulsion paints, a study of the production and optimization of emulsion paints using mixtures of titanium dioxide (TiO2) and kaolin as the primary pigment and polyvinyl acetate (PVA) as a binder was carried out using the Central Composite Design (CCD) software using the Surface Response Methodology (RSM) method. The paints were produced in a benchtop multifunctional batch mixer and analyzed using standard procedures. Results revealed that the best process variables using the CCD were TiO2 (0.5 kg), kaolin (0.1 kg), and PVA (1.4 l), in addition to other paint ingredients, which are kept constant. The best paint sample (Run 5) produced had the following characteristics: viscosity (943 cP), pigment-to-binder ratio, PBR (3.65), and cost of production (₦ 10,108.00 per 20 l). On optimization, the optimum process variables were TiO2 (0.5 kg), kaolin (0.1 kg), and PVA (1.28 l), in addition to other paint ingredients, which are kept constant. The Optimised/Validated paint produced had the following characteristics: viscosity (978 cP), pigment-to-binder ratio, PBR (3.98), and cost of production (₦ 9,616.00 per 20 l). Therefore, there was a 19.53 % reduction in the cost of production without compromising the quality of the paint produced. Instead, the hybridized pigment sample attained a slight increase in viscosity of 3.58%, which still met the standard specification set by the Nigerian Industrial Standard (NIS)

    This research analyses the management of providing quality PAUD in the Pembina Ampenan State Kindergarten and the Semai Harapan Bangsa Kindergarten in Mataram City. The management of providing quality PAUD in this research focuses on the quality management of the learning process and management of partnerships with parents at the Pembina Ampenan State Kindergarten and the Semai Harapan Bangsa Kindergarten, Mataram City. Management consists of planning, organizing, implementing, and supervising. This study used qualitative research methods. Researchers collected data through interviews, observation, and documentation using primary and secondary sources. The data analysis techniques are collection, condensation, data presentation, and conclusion drawing. Meanwhile, data validity checking techniques use credibility, transferability, dependability, and confirmability tests. The results of the research show that: 1) Quality management of the learning process at Pembina Ampenan State Kindergarten and Semai Harapan Bangsa Kindergarten is carried out according to the stages of planning, organizing, implementing, and supervising effective learning planning, early childhood learning and learning assessment. 2) Partnership management with parents at the Pembina Ampenan State Kindergarten and the Semai Harapan Bangsa Kindergarten is carried out according to the stages of planning, organizing, implementing, and supervising the communication forum and parent class

    This research aims to reveal the efforts of the Head of TK N Pembina Cakranegara in implementing the PAUD to SD Transition Program. The method used is descriptive qualitative. Based on the results of this research, it is known that the efforts of the Head of Kindergarten N Pembina Cakranegara are in building children's literacy, numeracy and foundation skills by building teacher understanding regarding these abilities, then preparing activity plans, introducing Litnum stimulation techniques and appropriate foundation abilities to parents of students, implementing the program by teachers and Kindergarten Heads, and monitoring by School Heads.     The article examines the peculiarities of law and legal security in modern Ukrainian realities. It is determined that law is a mechanism which, through the application of legal norms of which it is a part, should ensure the effective functioning of democracy and democracy in the state and the functioning and further development of the social system. It is established that the Ukrainian legal system is undergoing a reconstruction phase, in which administrative and legal mechanisms are being transformed into mechanisms of self-regulation and self-organisation. The author establishes that essential factors of law stability are correct definition and certainty of each element, completeness and absence of contradictions. It is established that the basis of the concept of legal security is the conditions, sources, methods and mechanisms of negative impact (falsification of legal provisions, conflicts of provisions, legal gaps, inadequate implementation procedures, neglect of the effect of provisions, substitution of concepts, corruption, etc. The author determines that legal security is a component of national security. Its content consists of the implementation of national interests in all areas of national security, protection of national interests in the security sector, as well as legal regulation of legal relations and legal protection of the creation of state and non-state institutions with the necessary and sufficient conditions for the effective functioning of law and legal order as a crucial regulator of social relations. It is noted that legal security is one of the constant needs caused by the natural conditions of life of a person, society and mankind. It should also be considered a universal human value designed to ensure a person's existence as a public good. The author identifies the factors that significantly impact the institutionalisation process of an individual's legal security.У статті досліджено особливості права та правової безпеки в сучасних українських реаліях. Визначено, що право є механізмом, який шляхом застосування правових норм, частиною яких воно є, має забезпечити ефективне функціонування демократії та народовладдя зокрема в державі, а також функціонування та подальший розвиток суспільної системи. З’ясовано, що нині українська правова система перебуває у фазі реконструкції, у якій адміністративно-правові механізми перетворюються на механізми саморегулювання та самоорганізації. Встановлено, що важливими чинниками стабільності права є правильна визначеність і визначеність кожного елемента, повнота і відсутність протиріч. З’ясовано, що основу концепції правової безпеки становлять умови, джерела, способи, механізми негативного впливу (фальсифікація правових норм, колізії норм, виникнення правових прогалин, неадекватні процедури реалізації, нехтування дією норм, підміна понять, корупція тощо) на правову систему. Визначено, що правова безпека є складовою національної безпеки, її зміст полягає в реалізації національних інтересів у всіх сферах забезпечення національної безпеки, захисті національних інтересів у сфері безпеки, а також правовому регулюванні правовідносин та правовому захисті створення державних і недержавних інститутів з необхідними і достатніми умовами для ефективного функціонування права і правового порядку як вирішального регулятора суспільних відносин. Зазначено, що правова безпека є однією з постійних потреб, зумовлених природними умовами життя людини, суспільства та людства, а також повинна розглядатися як універсальна людська цінність, покликана забезпечити існування людини як суспільного блага. Виокремлено чинники, які мають суттєвий вплив на процес інституціоналізації правової безпеки особи.У статті досліджено особливості права та правової безпеки в сучасних українських реаліях. Визначено, що право є механізмом, який шляхом застосування правових норм, частиною яких воно є, має забезпечити ефективне функціонування демократії та народовладдя зокрема в державі, а також функціонування та подальший розвиток суспільної системи.     Seizure of Corruption Proceeds Through Non-Conviction-Based Asset Forfeiture as a Means of Recovering State Losses From Corruption Crimes

    Corruption in Indonesia drains state finances, stifles national development, and harms public welfare. The Non-Conviction Asset Forfeiture (NCB AF) mechanism has been seen as a strategic way to recover lost state funds without waiting for criminal cases to conclude, providing a means to tackle this issue effectively. This study explores how NCB AF works and its importance in speeding up the recovery of state losses. The research uses a normative juridical approach focusing on legislation and concepts and finds that NCB AF effectively reduces state losses and improves asset recovery. However, strict regulations must support this mechanism to protect legal rights and prevent misuse of power. The study highlights the need for more precise rules to ensure NCB AF's success in Indonesia

    Development of MOLAH GATI Information System in Digital-Based School Administration

    This study aims to develop the Molah Gati Information System in Digital-Based School Administration using the local account and Google Workspace for Education. This study uses the Research and Development level 3 method with the ADDIE model. The research stages start from the analysis, design, development, implementation, and product evaluation stages. This study developed 10 digital-based school administration features, and the application expert validity test results obtained an Aiken V validity coefficient value of 0.94, which is a very good category. The Aiken V validity coefficient value was obtained at 0.91, with a very good category for the material expert validity test. The feasibility trial by users shows that the Molah Gati information system is very feasible to use in digital-based school administration, with a feasibility percentage value reaching 90.7%

    On Transliteration of Chinese Anthroponyms and Toponyms Into Azerbaijani and Establishment of Guidelines

    Accurate translation facilitates seamless communication. Personal and geographical names are frequently used in communication, necessitating a uniform standard for transliterating anthroponyms and toponyms from the source to the target language. The Republic of Azerbaijan achieved independence nearly three decades ago. Despite extensive efforts in various fields throughout time, problems with transliteration persist. In 2013, a state program on using Azerbaijani was launched, including a clause on formulating guidelines for mutual transliteration between Azerbaijani and other languages. Over the last decade, transliteration tables for toponyms in Azerbaijani-Russian and Azerbaijani-English languages have been compiled, and publications utilising materials in both languages have been released. However, the absence of research concerning the Chinese language has led to considerable problems in the translation process and daily interaction. Currently, there are no established criteria for transliterating Chinese anthroponyms and toponyms into Azerbaijani, and some transliterations have phonetic inaccuracies. In this article, transliterations of certain Chinese anthroponyms and toponyms found on the AZERTAC (The Azerbaijan State News Agency) portal were examined and criticised, and guidelines for transliterating Chinese anthroponyms and toponyms into Azerbaijani were also proposed. Translating Chinese characters into other languages is not undemanding, and finding a comprehensive solution within the confines of a single article poses a challenging endeavour. This article laid the initial scientific foundation for creating Chinese-Azerbaijani transliteration tables

    Preeclampsia and the Associated Risk Factors Among Pregnant Women in Indonesia: a Literature Review

    Nationally, the maternal mortality rate in Indonesia has dropped from 305 deaths per 100,000 live births to 189 deaths for 100,000 living births. The top three causes of maternal death are preeclampsia. Preeclampsia in pregnancy is the leading cause of death of 37%. This study was conducted to determine factors associated with preeclampsia among pregnant women in Indonesia. This scoping review method has the following inclusion criteria: scientific journals published most recently from January 2023 to December 2023. The research found 15 studies to fulfil the inclusion criteria determined by the author and topic discussion. Risk factors for preeclampsia among pregnant women were identified: parity, distance between pregnancies, pregnancy age, history of abortion, education, income, knowledge, prior history of illness, contraceptive use, ANC visit, nutritional status, and Body Mass Index (BMI). This research can be used as a reference for health promotion related to preeclampsia risk factors for intervention to prevent preeclampsia in pregnant women who are at risk of developing the disease and putting the lives of the mother and the fetus she is carrying at risk

    Juridical Analysis of Electronic-Based Use Rights Certificates: Study at Mataram City National Land Agency Office, Indonesia

    This research aims to determine the arrangements and mechanisms for registering electronic-based certificates of use and the strength of electronic-based certificates of use as proof of control of land rights. The type of research used is normative and empirical, using statutory, conceptual and sociological approaches. The source of legal materials used is secondary data consisting of primary, secondary and tertiary legal materials and primary data. The analysis used is using interpretation. Based on the research results, it is known that the regulation of electronic use proper certificate registration has been recognized in various laws and regulations, especially in the ATR/BPN Ministerial Regulation No 3 of 2023 and the mechanism registration of electronic use proper certificates regulated in Article 7 to Article 21. The legal force of an electronic use adequate certificate can be used as legal evidence by Article 147 of Law Number 6 of 2023, where the binding force of an electronic certificate is an electronic signature by Article 11 Law No 19 of 2016
