European Charter of Local Self-Government and its Implementation in Azerbaijan: Assessing Legal Compliance and Institutional Adaptation
The European Charter of Local Self-Government (ECLSG) is a cornerstone for local governance, emphasising principles such as autonomy, financial independence, and democratic processes. This article assessed the implementation of the ECLSG in Azerbaijan, focusing on legal compliance and institutional adaptation. This study aimed to assess Azerbaijan's level of compliance with the principles established in the ECLSG and to evaluate the extent to which its institutions have been modified to align with the charter's benchmarks. A qualitative research methodology relying on document analysis, legal reviews, and expert interviews was employed in the study. The analysis included a review of pertinent legal documents, reports, and scholarly articles to evaluate the degree of legal adherence and institutional flexibility in Azerbaijan. The findings indicated Azerbaijan has shown advancements in implementing the ECLSG, especially in decentralisation and forming local self-governing entities. However, there are still obstacles to guaranteeing complete legal adherence, including issues related to the autonomy of local governments, boundary protection, and financial resources. The European Charter of Local Self-Government is vital in promoting local democracy and self-government in Europe. It emphasises the autonomy of local authorities and democratic processes at the local level. In Azerbaijan, implementing the ECLSG has led to significant institutional changes, including establishing municipal councils and executive bodies. However, challenges remain, such as limited autonomy, inadequate funding, and shortcomings in the electoral process. Addressing these challenges is crucial for Azerbaijan to comply with the charter and improve local governance fully. The findings suggest that while Azerbaijan has taken steps to align its legal framework with the ECLSG, further reforms are needed to enhance local self-government. Addressing challenges such as central government interference, boundary adjustments, and budget limitations will be essential in achieving complete adherence to the charter and strengthening local governance in Azerbaijan
The Interpretation of Peucicap Culture from the Perspective of Breastfeeding Mothers in Aceh, Indonesia
This research investigates the cultural significance of "Peucicap" in the eyes of breastfeeding mothers in the Aceh Province. Peucicap is a distinctive Acehnese tradition involving the introduction of various flavours of food to newborns. This qualitative study involves breastfeeding mothers as participants and utilises in-depth interviews and group discussions to gather data. The research was conducted on Sabang Island from January to September. The results of the data analysis reveal diverse understandings and viewpoints among breastfeeding mothers regarding the meaning of Peucicap. Some mothers view Peucicap as an initial effort to introduce their babies to various food flavours, including sour, salty, and sweet, to enrich their taste senses from an early age. However, some interpretations focus on the traditional and cultural aspects of Peucicap, where this practice is considered an ancestral heritage that must be preserved. In some cases, there is disagreement regarding how Peucicap may affect exclusive breastfeeding, with some breastfeeding mothers expressing concerns that this tradition may interfere with the recommended breastfeeding practices according to health guidelines. These findings illustrate the complexity of integrating local cultural values with global health guidelines in infant care. Furthermore, they underscore the importance of a deeper understanding of culture's role in breastfeeding mothers' decision-making processes concerning infant nutrition and breastfeeding practices. This research provides valuable insights into how breastfeeding mothers in Aceh perceive and interpret the Peucicap culture and how this tradition continues to preserve cultural identity and ancestral heritage amidst changing global health environments

Characterization and Evaluation of Gum Arabic Coated Sand as Proppants for Hydraulic Fracturing Applications
Luwa sand was characterized and used to design a proppant for reservoir stimulation/hydraulic fracturing applications. This involves describing the sand in terms of its physicochemical properties, including Sieve analysis, proppant sphericity and roundness measurement, acid solubility measurement, turbidity test, bulk density measurement, proppant crush-resistance test and loss on ignition test (LOI). Additional tests on hardness and elemental (XRF) were also conducted. X-ray fluorescence analysis of the sand indicates that the sand contains higher percentages of Aluminium oxide (Al2O3) than Silicon oxide (SiO2). The hardness test on the Mohs scale confirmed the sand materials as topaz, i.e. not purely corundum (a crystalline form of aluminium oxide) or purely quartz with a hardness value of 8. This value is more complex than silicon oxide, with a hardness value of 7, and less than corundum, with a hardness value of 9. The Luwa sand is uniformly graded; more than 90% of the sand falls within the specified particle range of 20/40 mesh size. The 20/40 mesh-designed proppant shows favourable qualities for consideration as a proppant. However, the sand exhibits low crush resistance at pressures of 3000 psi and, therefore, cannot be applied in reservoirs with closure stress of up to 3000 psi. Because of the low crush strength of Luwa sand, gum Arabic resin was used to coat the sand for improved mechanical and chemical stability. The new resin-coated sand was further tested for crush resistance and acid solubility. The result shows a significant improvement in the crush resistance above 3000 psi with less than 5% fines generated. Generally, the uncoated sand produces less than 10% fines at stresses less than 3000 psi and is considered to have a 2 K value, while the resin-coated proppant generates 10% fines above 6000 psi. The resin coated can be classified as having a 5K value and can be applied in reservoirs with closure stress of up to 5000 psi or less
