Navigating Conflicting Interests: The Role of Gender Competent Management for Effective Gender Equality Plans
The Horizon Europe mandate requiring Gender Equality Plans (GEPs) for funding eligibility has initiated a veritable wave of documented initiatives across research performing organisations (RPOs). While this development signifies a progressive step towards institutional gender equality, there is a growing concern that these plans may become mere formalities without proper resource allocation and genuine commitment from leadership. Research has demonstrated that management commitment, support, and active involvement are crucial for successful GEP implementation. Additionally, the effective implementation of GEPs depends on the collaboration between gender‐competent management and gender expertise to navigate and reconcile conflicting interests and expectations. However, the current discourse lacks a precise definition of gender‐competent management and gender expertise and an in‐depth exploration of their interaction to facilitate a sustainable structural change within RPOs. This article addresses a critical gap in the literature: how gender‐competent management and gender expertise interact to implement effective GEPs and overcome institutional tensions. Derived from a reflexive approach grounded in a full policy cycle, we propose a detailed definition of gender‐competent management and gender expertise. Using examples from EU‐funded projects, we illustrate how these elements contribute to resolving conflicting expectations and structural barriers to equality. Finally, we offer recommendations based on our analysis to guide future GEP implementation contributing to sustainable structural change

The aim of the article is to identify changes in urban public policies aimed at building urban resilience. The coexistence and interdependence of global challenges result in the increasing complexity of the urban systems. One of the most desired competencies is resilience, which increases adaptive and regenerative abilities and supports sustainable development. The text is an attempt to define a model of managing a resilient city, based on literature studies and an analysis of features and factors conducive to building resilience. The starting point for the research is the thesis that building urban resilience should be based on four pillars: leadership, society, economy and environment, and the key to success is not only having the appropriate resources, but also the ability to integrate them. Resilient cities need multidisciplinary and deliberative leadership that understands the flexible nature of the system and adapts a reflective management model based on knowledge and self-improvement. Development programming requires reevaluation and paying more attention to the territorial dimension of the economy, circular processes, protection of the natural environment, and the social role of cities. The article is also an attempt to answer the question about the type of integrators existing between individual resources and how they are configured. The final result of the article are conclusions and recommendations on the directions of urban policies supporting the creation of resilient and sustainable cities
Ensuring News Quality in Platformized News Ecosystems: Shortcomings and Recommendations for an Epistemic Governance
Social media platforms are fundamentally disrupting public communication in two ways. First, non-journalistic actors, such as social media influencers, now have easier access to audiences, increasing the range of epistemic authorities. Second, established news outlets are increasingly reliant on platforms, pressuring them to adapt to the demands of social media. This platformization threatens the quality of public communication and citizens' realization of their epistemic rights. Drawing on these concerns, this article offers a holistic approach to systematically analyze and practically govern epistemic threats to news quality in the platform-driven hybrid news ecosystem by developing a comprehensive three-stage framework that distinguishes between the production, distribution, and reception of news quality. News quality needs not only to be produced (input) but also to be made visible on platforms (throughput) and processed by audiences (output) in order to contribute to an informed public discourse. Focusing on the EU, the article then discusses current regulatory shortcomings and the need for additional measures to safeguard news quality along its three dimensions
Spatial network analysis
The impact of current changes in technology, society, and the environment demand innovative research approaches that can accurately capture the increasing complexity of modern geographic data. To this end, this article provides an introduction to the use and implementation of spatial network analysis for the study of systems where geography matters. Presented as a computational notebook, the article offers practical, hands-on learning resources in R, assuming no prior knowledge from readers. Using a network of road links between African cities as case study, readers will be guided through key concepts and applications of spatial network analysis. The article highlights the relevance of network thinking in addressing contemporary geographic challenges
Georgian-Russian Relations: A Shift from Influence to Ideological Convergence
Since the Russo-Georgian war in 2008, formal diplomatic relations between Georgia and Russia have been suspended, yet economic, cultural, and humanitarian ties persist and have even strengthened since Russia's 2022 invasion of Ukraine. This article examines the key areas of converging interests between Russian and Georgian political elites, the potential for restored diplomatic relations, and the implications for Georgia and the South Caucasus. The Kremlin exerts leverage over Georgian politics through security, economic, ideological, and religious factors. Georgia's economic dependence on Russia has grown, with increasing exports to Russia and a surge in Russian business registrations in Georgia. The Georgian Dream (GD) party's ideological alignment with Russia, including the adoption of legislation mirroring Russian laws, further enables Russian influence. While normalization of relations is signaled by Moscow, contingent on Georgia's recognition of South Ossetia and Abkhazia as independent entities, the possibility of deeper alignment remains uncertain. The West's strategy is crucial to prevent Georgia from drifting further into Russia's sphere of influence and to protect the region's rule-based systems
Die Situation und ihre factual elements: Struktursensible Interaktionsforschung und ihre Anschlüsse an Adele Clarkes Situationsanalyse
Der Artikel zielt darauf ab, eine Verbindung zwischen der Situationsanalyse von Adele Clarke und der interpretativen Forschung in konkreten räumlichen Interaktionssituationen herzustellen. Dabei wird davon ausgegangen, dass die Situationsanalyse zugunsten eines Fokus auf kollektivem Handeln, Face-to-face-Interaktionen konzeptionell unterberücksichtigt lässt. Unter Rückgriff auf die interpretative Subjektivierungsforschung sowie die sogenannte Wiener Schule der interpretativen Sozialforschung mit ihrem Fokus auf strukturelle Bedingungen und systemische Effekte, möchte dieser Artikel diese konzeptionelle Lücke der Situationsanalyse schließen und Anschlüsse an deutschsprachige Debatten herstellen. Es wird vorgeschlagen, von einer struktursensiblen Interaktionsforschung zu sprechen. In dem Artikel werden die Potenziale eines solchen Ansatzes für die Situationsanalyse diskutiert. Als Bindeglied dient dabei der Situationsbegriff von Thomas/Thomas (1970 [1928]), der auf die factual elements einer Situation fokussiert. Durch diese Herangehensweise können sowohl Wahlverwandtschaften und Affinitäten als auch Komplementaritäten der verschiedenen Ansätze deutlich gemacht werden

In der Stellungnahme unterstreicht das Institut das grund- und menschenrechtlich verankerte Recht auf Familie und empfiehlt dem Gesetzgeber, von der geplanten Aussetzung des Familiennachzugs zu subsidiär Schutzberechtigten abzusehen. Bereits die gegenwärtige Kontingentregelung führt dazu, dass die betroffenen Familien über mehrere Jahre getrennt voneinander leben müssen. Kritisch sieht das Insitut zudem die fehlende gesetzliche Verankerung humanitärer Härtefallgründe und die Stichtagsregelung

Um den Landesbeirat als Partizipationsorgan entsprechend den Vorgaben der UN-Behindertenrechtskonvention auszugestalten und eine bessere Beratung der Politik durch Menschen mit Behinderungen zu ermöglichen, empfiehlt die Monitoring-Stelle den Landesbeirat zu reformieren. Die Empfehlungen sind in diesem Dokument aufgeführt
"Sag mir, wer du bist" - Identität als Schlüssel zum Recht: Hürden für die Identitätsklärung aus menschenrechtlicher Perspektive
Die Menschenrechte verpflichten Staaten dazu, allen Menschen den Zugang zu einer geklärten Identität zu ermöglichen. Dennoch gelingt es zahlreichen Menschen in Deutschland nicht, ihre Identität ausreichend nachzuweisen. In der Folge bleibt ihnen der Zugang zu vielen Menschenrechten versperrt. Die Analyse zeigt auf, welche Hürden in der Praxis eine Klärung der Identität erschweren oder unmöglich machen, und spricht Empfehlungen an Bund und Länder aus, um diese Hürden zu beseitigen
