    Acute effects of static stretching on postural control during a maximum forward-leaning task in young and older adults

    BackgroundStatic stretching (SS) is effective in increasing flexibility and neuromuscular function, leading to changes in postural control.ObjectiveThis study aimed to examine the acute effects of SS on ankle plantar flexors and dynamic postural control during a maximum forward-leaning task in young and older adults.MethodsTwenty-eight university students and 22 community-dwelling older adults were included in this study. The participants performed 5 sets of 1-min SS for the ankle plantar flexors of both legs with standing on a stretching board. Ankle dorsiflexion range of motion (ROM) and center of pressure (COP) during the maximum forward-leaning task, the COP area, and the anterior limit of stability were assessed before and after SS.ResultsSS increased ankle dorsiflexion ROM, COP velocity, and anterior limit of stability, whereas changes in the COP area were not significant after SS. Furthermore, there were no differences in the changes in postural control between young and older adults, whereas ROM increase was greater in older adults than in young adults.ConclusionsThese findings suggest that SS can improve postural control and can serve as a simple, low-risk intervention to reduce the risk of falls in older, at-risk adult populations

    A New Forum-Creation for Tax and Development? : Developing Countries' Challenge for Establishing UN Framework Convention on International Tax Cooperation

    This paper provides a preliminary analysis on how the resolution calling for the creation of a United Nations Framework Convention on Tax Cooperation (UNFCTC) was adopted in 2023, by reviewing the historical background of politics for ‘tax and development’. First, the paper provides the background of the resolution in the context of recent development of international tax governance and insists the meaning of the resolution should be considered in the historical context of ‘forum-seeking’ for the tax and development. Second, it analyzes the political process of early forum-seeking on 'tax and development' since the 1920s and illustrates how the challenge ended unsuccessfully. It also examines the contested discussions over the 'tax and development' agenda in the 1990s and clarifies that forum-seeking by the UN failed and led to the narrow 'tax and development' termed by the OECD. The paper then concludes that the UN resolution was realized by the developing countries demanding a forum to discuss the issue of 'tax and development', for which no major forum had existed for a long time
