    abstract: The interaction between England and Scotland is complicated and continually changing. Scottish writer Sir Walter Scott examines this long-standing relationship through his various writings. Scott conveys a presence that is both acutely aware of the damages enacted upon Scotland by various English political efforts, and sensitive to the delicate relationship that the two regions had begun to form during his lifetime. Through a critical analysis of Scott's novel, Rob Roy, one can see the various strategies Scott used to balance the need to address prior controversies within the relationship, and the petition to move beyond the prior conflict and develop a mutual understanding of each culture. Through this, Scott is able to regenerate a sense of Scottish nationalism for his people, and encourage improved relations within the British Isles

    How micro-evolution can guide macro-evolution: multi-scale search via evolved modular variation

    A divide-and-conquer approach to problem solving can in principle be far more efficient than tackling a problem as a monolithic whole. This type of approach is most appropriate when problems have the type of modular organisation known as near-decomposability, as implicit in many natural and engineered systems. Existing methods create higher scale composite units from non-random combinations of lower-scale units that reflect sub-problem optima. The use of composite units affords search at a higher scale that, when applied recursively, can ultimately lead to optimal top-level solutions. But for this approach to be efficient, we must decompose a problem in a manner that respects its intrinsic modular structure, information which is in general unavailable a priori. Thus, identifying and subsequently exploiting the structure recursively is vital in providing fully automatic problem decomposition.In this thesis, we define a family of algorithms that probabilistically adapt the scale of decomposition they use to reflect the structure in a problem. By doing so, they can provide optimisation that is provably superior to any single scale of search in nearly decomposable problems. Our proposed framework couples two adaptive processes: a rapid, fine-scale search that guides a slower adaptation of the decomposition. This results in a scaling up of the units used in the rapid search, now operating at a macro-scale. We find that separating the timescales for the fine-scale search and the adaptation of the decomposition is crucial for this kind of scalable optimisation. Using a simple and general class of problems that have no systematic structure, we demonstrate how our approach can nevertheless exploit the incidental structure present. Furthermore, we use idealised cases that have simple modular structure to demonstrate how our method scales as ?(N log N) (where N is the problem size), despite the fact that single-scale search methods scale as ? (2 ?N) – and support this distinction analytically.Although our approach is algorithmically superior to single-scale search, the underlying principles that it is constructed from are simple and can operate using only localised feedback. We discuss intriguing parallels between our approach and the significance of associative evolution for ecosystem adaptation. Our results suggest that macro-evolutionary processes might not be merely extended micro-evolution, but that the action of evolutionary processes upon several scales is fundamentally different from the conventional view of (micro-)evolution at a single scale

    'Immediate Passage: The Narrative of Joel H. Brown' is an original work of fiction. The protagonist and narrator, Joel Brown, is preparing to set sail for a singlehanded circumnavigation. As he readies his boat and counts down the days until his departure, he reflects on his previous experience at sea, what he expects to see out there, and why he is even going in the first place. The story ends with his departure. It is set in the present day. The novel is supported by an analysis of the choices of form and style in first person sea voyage narratives, showing general trends and authorial choices in the areas of veracity, structure, point of view, voice, tense, direct speech, and the use of maritime language. A glossary of maritime words is provided as an appendix

    Het Ruimtelijk Structuurplan Vlaanderen betekende een mijlpaal in het ruimtelijk beleid in Vlaanderen. Meer dan 10 jaar na de goedkeuring en een aantal tussentijdse herzieningen drong een grondige beleidsevaluatie van het RSV zich echter op. Deze evaluatie werd uitgevoerd in opdracht van de Vlaamse administratie van Ruimtelijke Ordening, Woonbeleid en Onroerend erfgoed (RWO) door een consortium onder leiding van het Instituut voor de Overheid. Andere leden van het evaluatieteam waren SumResearch, Hogeschool voor Wetenschap en Kunst (Departement Sint-Lucas) en Radboud Universiteit Nijmegen (Nijmegen School of Management). Het rapport richt zich op vijf centrale vragen: In welke mate zijn de in het RSV vooropgestelde trendbreuken gerealiseerd? Is het ruimtelijk instrumentarium in staat geweest de gewenste ruimtelijke beleidsdoelstellingen te realiseren? Hebben de doelstellingen van het RSV doorgewerkt in andere beleidsplannen en in welke mate heeft dit ertoe bijgedragen dat de integrerende en coördinerende rol van ruimtelijke ordening werd gerealiseerd? Hebben andere beleidsniveaus bijgedragen tot het realiseren van de ruimtelijke beleidsdoelstellingen? Hoe kan het maatschappelijk draagvlak voor het ruimtelijke ordeningsbeleid geoptimaliseerd worden? Om deze vragen te beantwoorden werd door het evaluatieteam steeds hetzelfde stramien gevolgd: Welke effecten en veranderingen werden beoogd? Waar wilde de Vlaamse overheid met het beleid op inspelen? Welke acties werden ondernomen, welke instrumenten werden toegepast? Wat waren remmende of stimulerende factoren voor het realiseren van de geplande acties en gewenste beleidsresultaten in de praktijk? Op basis van de analyse werden tot slot een reeks beleidsaanbevelingen geformuleerd, die kunnen helpen om in de toekomst het ruimtelijk beleid efficiënter en effectiever te maken. Concreet geeft het rapport zo input voor de ontwikkeling van een nieuw ruimtelijk beleidsplan. Het rapport is dan ook verplichte lectuur voor iedereen die gevat of gedreven is door het ruimtelijke beleid in Vlaanderen, over alle bestuurslagen heen.status: Publishe
