Community Visitors annual report 2013-2014
The report includes identification of important issues which cross the three Community Visitor Program streams: Disability Services, Residential Services, and, Mental Health.
Introduction
Community Visitors are independent volunteers who safeguard the interests of people with a disability. The findings have been drawn from 5079 visits by 443 volunteer Community Visitors across the state.
The Community Visitors Program is part of the Victorian Office of the Public Advocate. The program is organised into three streams to reflect the type of services visited:
• Residential Services: visits are made to people who reside in supported residential services (SRS) and require additional support
• Mental Health: visits are made to consumers and residents in mental health facilities providing 24-hour nursing care
• Disability Services: visits are conducted to institutions and community-based facilities for people with disability
The Community Reinvestment Act and geography: How well do CRA exams cover the geographical areas that banks serve?
Congress passed the Community Reinvestment Act (CRA) as a means of requiring banks to serve the communities in which they are chartered to do business. When CRA was enacted in 1977, banks financed their loans from deposits. They made loans locally to the populations served by their branches. Today, the connection between lending, deposit-taking, and branches remains in many cases, but some notable banks have severed it. Lending is also financed by so-called secondary market institutions including Fannie Mae, Freddie Mac, and private sector investors. Therefore, banks are not as dependent on deposits as a source of financing and can make loans more easily in geographical areas where they do not have branches. In order to assess the impact of assessment area procedures on CRA exams, NCRC examined the exams of the largest 100 banks, by asset size, in the country. This sample is not scientific or random but it is likely nonetheless to be revealing in terms of scrutinizing the impacts of exam procedure on exam rigor. While the focus is on geographical areas, the study will also look at treatment of affiliates and summarize other attributes of the exams of the largest banks in the country
Community informatics and sustainability: Why social capital matters
This paper adopts a holistic approach to explain why social capital matters for effective implementation, widespread uptake, greater social inclusion, and the sustainability of CI initiatives. It describes a theoretical framework drawn from diffusion of innovation, community development and social capital theories. The framework emphasises the interplay between physical infrastructure (including hard technologies and their location in the community), soft technologies (including capacity building, education, training and awareness raising), social infrastructure (including local networks and community organisations) and social capital (including trust and reciprocity, strong sense of community, shared vision, and outcomes from participation in local and external networks)
