    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    Potensi dan Kendala Sistem Resi Gudang (SRG) untuk Mendukung Pembiayaan Usaha Pertanian di Indonesia

    EnglishPrice fall of agricultural commodities usually taking place during harvest season adversely affect the farmers. The government addresses this issue through launching the Warehouse Receipt System (SRG). This paper critically reviews potencies and constraints of WRS in supporting agricultural finance and its improvement measures. Theoretically, SRG provides potential benefits, especially in financial support, stabilizing price fluctuation, increasing farmers’ income, credit mobilization, improving product quality, etc. However, SRG implementation in the agricultural sector encounters a number of constraints, such as high transaction costs, inconsistency of quantity and quality of agricultural products, lack of bank support, and weak farmers’ institutions. Since the farmers’ institutions are not well organized yet, SRG procedures seem very complicated and need simplification. In addition, SRG promotion and more conducive government policy are also necessary to optimize this credit scheme. IndonesianFenomena jatuh harga komoditas pertanian, terutama saat panen raya, seringkali merugikan petani. Untuk mengatasi permasalahan ini sekaligus membantu pembiayaan usaha pertanian pemerintah telah menggulirkan skim pembiayaan dengan Sistem Resi Gudang (SRG). Tulisan ini bertujuan melakukan tinjauan secara kritis terkait potensi dan kendala penerapan SRG untuk pembiayaan sektor pertanian. Hasil studi menunjukkan adanya potensi yang dapat dimanfaatkan dari pelaksanaan SRG utamanya dalam mendukung pembiayaan, minimalisasi fluktuasi harga, peningkatan pendapatan petani, mobilisasi kredit, perbaikan mutu produk dan sebagainya. Namun, implementasi SRG di sektor pertanian masih dihadapkan sejumlah kendala diantaranya besarnya biaya transaksi, inkonsistensi kuantitas dan kualitas produk pertanian, minimnya dukungan lembaga perbankan, serta masih lemahnya kelembagaan petani. Dengan kelembagaan petani belum tertata secara baik, aturan SRG masih dipandang terlalu rumit sehingga diperlukan penyederhanaan prosedur agar SRG dapat dimanfaatkan oleh petani. Disamping itu, sosialisasi keberadaan SRG serta dukungan kebijakan pemerintah yang kondusif akan menjadi faktor penting sehingga SRG dapat diimplementasikan lebih optimal

    EnglishThe objective the paper is to elaborate some aspects those related to wetland conversion in Java. Although the wetland conversion data are various, it is predicted that not less than 40,000 ha per year of wetland in Java are converted to non agricultural uses. This phenomenon could threaten food security because Java is well known as the main rice producing area in Indonesia. This study shows that Java still contributes significantly to national rice production, i.e., on average more than 50 percent per year. Nevertheless, the long term wetland conversion can create a serious problem, especially in the matter of rice self sufficiency, if it is not well managed immediately. To anticipate the effects of wetland conversion, the government has implemented an area extensification program on wetland outside Java. Furthermore, the government has released many rules to protect agricultural land in Java from conversion to non agricultural uses. However, implementation those rules are not effective.IndonesianMakalah ini bertujuan melihat beberapa aspek yang berkaitan dengan alih fungsi lahan sawah di Pulau Jawa. Terjadinya alih fungsi lahan dikhawatirkan dapat mengganggu produksi pangan di Indonesia, karena selama ini Pulau Jawa menjadi andalan dalam produksi beras nasional. Diperkirakan tidak kurang dari 40.000 ha per tahun lahan sawah terkonversi ke penggunaan non sawah. Hasil studi menunjukkan bahwa Pulau Jawa masih tetap menjadi lumbung padi nasional, terbukti dari kontribusinya yang selalu lebih besar dari 50 persen. Namun, dalam jangka panjang konversi lahan sawah di Pulau Jawa dapat mengancam kecukupan pangan di Indonesia. Untuk mengantisipasinya pemerintah telah mengambil langkah dengan program pencetakan lahan sawah di luar Jawa. Di samping itu juga telah diterbitkan berbagai peraturan/perundang-undangan untuk melindungi lahan pertanian, walaupun implementasinya belum berjalan dengan efektif

    Peran Perbankan Nasional dalam Pembiayaan Sektor Pertanian di Indonesia

    EnglishAgricultural sector has a very strategic role in the national development. Nevertheless, the agricultural sector still deals with some problems, e.g. lack of capital for farmers and agricultural business. National banks, theoretically, have a significant potential for agricultural financing because of their core business as the financial intermediary institution. However, the facts show that national banking credit to the agricultural sector is still limited, that is less than 6 percent. This paper aims to review potential, role and the constraint of  national banks in financing the agricultural sector. The study shows that the lack of financing in the agricultural sector by national banks caused by high risk in the agricultural sector, complicated term in credit proposal, poor management of agricultural businesses due to its micro-small scale, and limited competence of bank in the field of agricultural finance. The government tries to increase agricultural finance through increasing budget allocation to this sector, improving effectiveness of state budget funds, or formulating an alternative financing scheme in accordance with the characteristics of agriculture.  IndonesianSektor pertanian memainkan peran sangat strategis dalam pembangunan nasional. Walaupun demikian, sektor pertanian masih dihadapkan pada beberapa permasalahan, diantaranya kurangnya permodalan petani dan pelaku usaha pertanian. Perbankan nasional, secara teori memiliki potensi besar sebagai pendukung pembiayaan pertanian karena secara legal formal  merupakan lembaga intermediasi keuangan. Namun, fakta menunjukkan penyaluran kredit perbankan nasional ke sektor pertanian masih sangat kecil yaitu di bawah 6 persen. Tulisan ini bertujuan melakukan review terhadap potensi dan peran serta berbagai permasalahan  yang dihadapi perbankan nasional dalam pembiayaan di sektor pertanian. Hasil studi menunjukkan bahwa minimnya pembiayaan di sektor pertanian oleh perbankan disebabkan beberapa hal, diantaranya: risiko pembiayaan yang tinggi, persyaratan yang ketat dalam pengajuan kredit, kelemahan manajemen usaha pertanian yang umumnya berskala mikro-kecil, serta keterbatasan kompetensi perbankan di bidang pertanian. Pemerintah telah berupaya untuk meningkatkan pembiayaan ke sektor pertanian, diantaranya dengan memperbesar  alokasi anggaran ke sektor pertanian, peningkatan efektivitas dana APBN, mendorong perbankan lebih ekpansif dalam pembiayaan pertanian, maupun merumuskan skim pembiayaan alternatif yang sesuai dengan karakteristik pertanian

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
