Public-private partnerships practice in the infrastructure development: The case study of Richmond-Airport-Vancouver (RAV) rail line development in Vancouver, British Columbia, Canada.
In Canada, public-private partnerships (PPPs) are applied in many sectors such as infrastructure, healthcare, education, welfare, technology, environment, criminal justice (Bain 2010: 13; Siemiatycki 2006: 137; Urio 2010: 5). Regarding the PPPs application in infrastructure sector in Canada, the government employs Design Built Transfer Operate (DBFO) scheme of PPPs to build Richmond-Airport-Vancouver (RAV) rail line (Siemiatycki 2006: 138). It was evident from the Siemiatycki’s case (2006) that RAV rail line project using DBFO model of PPPs has not provided a transparent information regarding the initial processes. Unemployment is a common phenomenon in every country around the world regardless it is a developing or developed one. In fact, most of the top OECD countries such as the UK, US, and Australia encounter the decrease in employment demand (Burtless 2002: 115). According to Bell and Quiggin (2013: 7), unemployment occurs as the result of the economy failure in generating ample jobs to filling the work demands. Moreover, International Labor Organization (1982: 4) states that “persons temporarily absent from their jobs with no formal job attachment who were currently available for work and seeking work should be regarded as unemployed in accordance with the standard definition of unemployment.” Therefore, unemployment arises when people who accessible for the job are looking for remunerated work
The Australian electoral system and the possibility of the application of women quotas in Australia.
The election, as a part of the political activities, is an important fragment in the democracy process. Through this process, the societies offer the authority to their representatives. On behalf of the citizens, the representatives then attempt to fulfill the public expectation through a political institution such as Parliament. Women are more unlikely to participate actively in election processes due to the culture constraints and the election system itself. It is also known that men dominate these political activities. However, in 1894, for the first time, women in South Australia had been given a right to participate in lower house elections (Singleton 2013: 282; Sawer, Tremblay, and Trimble 2006: 27; Ward and Stewart 2009: 216; Lees 1995: 34). Then, in 1902, women have been given the right to involve in the elections (Kaminsky and White 2007: 191) both Senate and House elections (Sawer, Tremblay, and Trimble 2006: 27). It, therefore, allows women to participate in political life including the run for parliament. Nevertheless, there was no single female candidate had been elected until 1943 (Parliament of Australia: Senate 1999, cited in Kaminsky and White 2007: 191). Based on the data which were provided by Kaminsky and White (2007: 192), in 2004 Senate election there were 22 female senators while there were 37 women in House of Representatives in 2002 House election. This fact has raised the question regarding the women representation in parliament. Should Australia actively try to increase the number of women in parliament? If so, how should it go about doing this
Corruption and Legitimacy
The term of legitimacy is always central in the political discussion around the globe. The contested explanations about legitimacy regarding the types and the way it is obtained are widely discussed and analyzed including the causes of the crisis of legitimacy and how to maintain the legitimacy. Nevertheless, legitimacy will be in critical if the governed start to probe whether that conferring power is exercised in the right way or not. One of the prominent causes of crises legitimacy is corruption. The venal actors in the legitimate states are often assumed to deteriorate the legitimacy of the countries. This essay, therefore, aims to discuss the impact of corruption toward states’ legitimacy. The discussion of this essay is conducted through library research of some relevant journals and related publications. It evident that corruption affects the political legitimacy which acts as a foundation of political authority.Keywords: legitimacy; corruption; governance; political authority
Cash Transfer as an effective policy to compensate for cost-of-living increases in Indonesia
The rationale behind cash transfer is to provide a practical aid for poor people who experience unprecedented price increase which is the one of the effects of the policy on decreasing fuel subsidies. Before turning to the details of the cash transfer, however, it is necessary to unfold the underlying reasons for the policy on reducing the fuel subsidies. This policy might be the one of the most infamous policies in Indonesia, yet it is inevitable. This essay, therefore, attempts to discuss the policy of cash transfer in Indonesia. Employing a literature-based research method, this study aims to answer the issues revolve around this policy in Indonesia and propose some recommendations where it is necessary
MENTORING BEASISWA DAN STUDI LANJUT SECARA ONLINE MELALUI PROGRAM SEKOLAH BEASISWA STRAYA UNTUK PELAMAR BEASISWA PASCASARJANA TUJUAN DALAM DAN LUAR NEGERI
Abstrak: Mentoring beasiswa ini bertujuan untuk memberikan pendampingan yang intensif dan berkelanjutan kepada para pemburu beasiswa. Mentoring ini sangat dibutuhkan sebagai wadah untuk berbagi informasi dan mempersiapkan aplikasi beasiswa. Program ini dilaksanakan secara online dengan menggunakan grup WhatsApp dan didukung dengan aplikasi zoom. Secara umum program ini meliputi tahap persiapan, pelaksanaan dan evaluasi. Pada tahap persiapan, tim menyiapkan kurikulum dan membuka pendaftaran. Pada tahap pelaksanaan, dilakukan diskusi dan konsultasi. Sementara itu, pada tahap penilaian dilakukan evaluasi untuk mengetahui sejauh mana tingkat keberhasilannya. Hasil akhir dari program ini menunjukkan bahwa sebagian besar peserta mengalami kendala pada sertifikat bahasa Inggris (TOEFL/IELTS). Hanya sebagaian dari mereka saja yang bisa melamar beasiswa tujuan luar negeri karena memiliki skor TOEFL/IELTS yang cukup. Oleh karena itu, ketersediaan skor TOEFL/IELTS ini menjadi faktor penting yang menetukan pilihan beasiswa. Sebagian besar dari peserta yang berhasil mengirim aplikasi beasiswa memilih beasiswa NTB. Hal ini dikarenakan beasiswa NTB meminta syarat TOEFL/IELTS yang standarnya relatif lebih rendah dibanding beasiswa yang lain. Abstract: This program aims to provide an intensive assistance for scholarship hunters. A mentoring is needed to share information and to prepare the scholarship application. The program is conducted through WhatsApp and supported with zoom. The program is mainly divided into three steps namely preparation, execution and evaluation. Preparation includes the work of curriculum development, socialization and recruitment. Execution of the program includes discussion and consultation, while evaluation involves the process of assessing the progress. The result of this program indicates that most of the participants do not have sufficient TOEFL/IELTS score as the language requirement to apply scholarship. Some of them have such great score to apply scholarship to study abroad and the rest of them are eligible to apply national scholarship. The availability of English language certificate influence their preferences in apply scholarship. Most of them apply for Beasiswa NTB (scholarship provided by Government of West Nusa Tenggara) which require a moderate score of English certificate
