Richtlijn ontwerp kunstwerken: ROK 1.0
No full textDe Richtlijnen Ontwerp Kunstwerken (ROK) is een Kader binnen de Werkwijzer Aanleg van RWS. Het is een verzameling van generieke eisen waaraan het ontwerp en de uitvoering van een nieuw te bouwen kunstwerk moet voldoen. De ROK geldt ook voor nieuwe onderdelen van bestaande kunstwerken, wanneer deze onderdelen worden vervangen, of voor verbredingen wanneer kunstwerken worden uitgebreid. Het ontwerpen van kunstwerken is een creatief proces dat in alle vrijheid plaats moet vinden. Het product wat hierbij ontstaat, moet echter wel betrouwbaar, duurzaam en functioneel zijn. Om dit aan te tonen zijn eisen en randvoorwaarden nodig. Het overgrote deel van deze eisen is opgenomen in de Eurocodes met bijbehorende Nationale Bijlagen. In aanvulling hierop heeft RWS nog een aantal specifieke eisen, omdat de EC-eisen niet streng genoeg zijn, of omdat ze niet voorkomen in de EC\u92s + NB\u92s. Ook bieden de EC\u92s + NB\u92s soms keuzemogelijkheden die via deze ROK worden ingevuld. De ROK beoogd alle richtlijnen te omvatten voor de kunstwerkcategorieën die in paragrafen 1.4 en 1.5 zijn gedefinieerd. Voor de ordening van de eisen is de structuur van de Eurocode gevolgd. De EC\u92s met NB\u92s bevatten de eisen voor Constructieve Veiligheid en Duurzaamheid. Er zijn geen EC-delen beschikbaar voor de KW-categorieën tunnels, natte kunstwerken, beweegbare bruggen, geluidsschermen en verkeerskundige draagconstructies. Hoewel veel van de constructie-onderdelen van deze kunstwerken berekend kunnen worden met de EC\u92s, zijn er specifieke grondslagen, belastingen en materiaaleisen nodig zijn om betrouwbare kunstwerken te realiseren. Hierin is voorzien door in de ROK specifieke eisen op te nemen per categorie. Voor het ontwerp van nieuw te bouwen kunstwerken zijn ook de Europese uitvoeringsnormen van belang. Deze zijn genoemd bij de aanvullingen op EC 2 Betonconstructies, EC 3 Staalconstructies en EC 7 Geotechnisch Ontwerp. In deze ROK zijn als aanvulling op de EC\u92s ook andere richtlijnen genoemd, zoals CUR-rapporten, CROW-richtlijnen, e.d. en eigen RWS-richtlijnen. Daarnaast zijn er RWS-richtlijnen in het laatste hoofdstuk genoemd. Deze richtlijnen zijn ook nodig bij het ontwerpen van kunstwerken, maar gaan over andere zaken dan de constructieve veiligheid en de duurzaamheid. Omdat het voor het ontwerpproces nuttig is, bevat de ROK soms ook handreikingen en Best Practices. In de ROK gaat het over het ontwerp van de kunstwerken, met eventuele mechanische uitrustingen, en niet over het ontwerp van de afmetingen die vanuit functionele eisen nodig zijn. Ook het ontwerp van installaties, die toegevoegd moeten worden vanwege de functionele eisen, zijn geen onderwerp van deze ROK. Indien een ontwerp wordt overwogen dat aan afwijkende, gelijkwaardige eisen voldoet, dient hiervoor vooraf toestemming te worden verkregen van de beheercommissie van de ROK

Effect of VUV Radiation on Surface Modification of Polystyrene Exposed to Atmospheric Pressure Plasma Jet
No full textPrecise tailoring of surface properties by gaseous plasma treatments remains a key scientific challenge, especially when adequate surface wettability should be laterally distributed, and sharp interfaces between hydrophobic and hydrophilic areas are desirable. The evolution of surface wettability and functional groups on polystyrene (PS) upon treatment with argon plasma jet was monitored by water contact angles and X-ray photoelectron spectroscopy (XPS). An array of water droplets was deposited on PS samples treated either directly by the plasma jet or only VUV radiation arising from the plasma. Rather sharp interfaces between the activated and not-affected regions were observed in both cases. The functionalization with highly-oxidized carbon functional groups, as determined by high-resolution C1s XPS spectra, was by far more efficient using the VUV radiation only. In contrast, the optimal wettability was achieved using direct plasma treatment. The results were explained by different mechanisms involved in the interaction of radiation and reactive plasma species with the polymer surface
The Formation of Japan-ROK Security Relations
No full textThis open access book argues that Japan-ROK security relations were formed in the process of adjusting the threat perception gap and policy conflict between the two countries. Conventional analyses using a “cooperation or conflict” dichotomy are too limited to capture the complex coordination of interests that security relations entail. In comparison, this book focuses on how, as they interacted on security concerns, Japan and the ROK had different threat perceptions and foreign policy orientations that resulted in friction over the means and methods of responses and shines a light on the changes apparent in the adjustment process. The author aims to elucidate how Japan and the ROK approached security cooperation over the period from the late 1960s to the mid-1970s. As Japan and the ROK looked to reconcile the differing political positions involved in these security and détente requirements, they explored and began to show new developments in bilateral security cooperation. This book provides a new perspective on Japan-ROK security relations and through this lens a broader view of international relations in East Asia. It also proves useful in understanding bilateral cooperation in the security field following the normalization of diplomatic relations between the two countries
Evolution of polish E-commerce - main trends and perspectives
No full textThe aim of this paper is to present main phases of Polish e-commerce development and to show its major trends. The author also tries to predict future directions of its development. The whole e-commerce process of development is divided into five phases. The first part of the paper presents the beginnings of Polish e-commerce. Then the following stages of development are discussed with presentation of some key figures e.g. percentage of individuals who ordered goods or services over the Internet. E-auctions phenomenon is analyzed and it’s influence on market is shown. WEB 2.0 philosophy in e-commerce is shortly described. Internet price comparison services are another occurrence which is analysed and specialization versus diversification of offer in Internet shops is discussed. The author shows the examples of Polish e-shops which changed their range of assortment. The last part of the paper shows future perspectives of Polish e-commerce and discusses probable ways of development into internationalization.e-commerce, Internet shop, Internet market
The reliable promise of middle power fighters: The ROK military's COIN success in Vietnam and Iraq
No full textabstract: Counterinsurgency (COIN) is a long process that even great powers struggle with. Nevertheless, South Korea as a middle power was successful with COINs in Vietnam and Iraq. What were the drivers for the Republic of Korea (ROK) military's success? This dissertation maintains that the unusual nature of missions coupled with political/socio-cultural advantages are sufficient conditions for success of the middle power COIN. COIN missions are seen as unusual to middle powers. A rare mission stimulates military forces to fight harder because they recognize this mission as an opportunity to increase their national prestige. COIN mission success is also more probable for middle powers because their forces make the best of their country's political/socio-cultural advantages. The ROK military's COINs are optimal cases to test these hypotheses. The ROK military's COIN in Vietnam was an extremely rare mission, which increased its enthusiasm. This enthusiasm was converted into appropriate capabilities. By identifying battleground dynamics, the ROK forces initially chose an enemy-oriented approach based upon the method of company-led tactical base, and then later introduced a population-led method. South Korea's political/socio-cultural advantages also contributed to its military success in Vietnam. The Confucius culture that South Koreans and Vietnamese shared allowed the ROK forces to win the hearts and minds of the Vietnamese population. The mission in Iraq was also a rare and important one for national prestige. Accordingly, South Korean forces were equipped with pride and were enthusiastic about missions in Arbil. They changed their organization from a rigid one to a more flexible one by strengthening civil-military units. The ROK military possessed the ability to choose a population-centric approach. South Korea's political and cultural climate also served as an advantage to accomplish COIN in Iraq. The culture of Jung allowed ROK soldiers to sincerely help the local Iraqis. This project contributes to developing a theory of the middle power COIN. The findings also generate security policy implications of how to deal with contingent situations led by the collapse of the North Korean regime and how to redefine the ROK military strategy for the future.Dissertation/ThesisPh.D. Political Science 201
