Eastern Europe's experience with banking reform : is there a role for banks in the transition?
Are there lessons to be learned about how Eastern European countries have dealt with problems in their banking systems? What role have these countries assigned to banks during the transition? How have they used banks in dealing with the enterprise problem? The author addresses these questions by analyzing experience in Bulgaria, Hungary, Poland, Romania, and the former Czech and Slovak Federal Republic. Most of these countries have made substantial progress in restructuring their banking systems, but few have used their banking systems to improve the allocation of credit and hence stimulate the supply response. The author finds the following. The problem is not whether banks hold nonperforming loans but how banks can avoid accumulating more nonperforming loans. The underlying problem is how to close loss-making and nonviable enterprises. The countries that have encouraged the establishment of new private banks, that have introduced regulation and supervision, and that have tried to make banks more competitive have been more successful at improving the allocation of credit and achieving more control over loss-making enterprises. Banks must focus on assessing risk - and for this, capital, private ownership, and adequate regulation are crucial. How quickly banks achieve independence in credit decisions depends on how fast new governance structures can be introduced. In this, the five countries have been less successful. The objectives of bank recapitulation should be to prevent banks from accumulating more nonperforming loans (that is, dealing with the enterprise problem) and to give them the governance structure that would prevent them from incurring new nonperforming loans. This requires introducing a system of risk and reward - by making banks comply with capital adequacy requirements, by privatizing a critical number of banks, and by introducing strong regulation and supervision. Government should see that banks provide efficient payment systems, the basis for trust in banking systems. Introducing adequate regulation and supervision has been difficult as it requires knowing what the banks'role should be. Evidence strongly supports the need to recapitalize and privatize a critical number of banks. Authorities cannot rely on banks to exert control on enterprises early in the transition. A weak group inverse for rectangular matrices
[EN] In this paper, we extend the notion of weak group inverse to rectangular matrices (called WweightedWGinverse) by using the weighted core EP inverse recently investigated. This new generalized inverse also generalizes the well-known weighted group inverse given by Cline and Greville. Grenzgänge. Zu (männlichen) Ausbrüchen aus emotionaler Routine im Romanwerk von Stephan Thome
Der Aufsatz ist zwei Romanen des deutschen Schriftstellers Stephan Thome gewidmet. Den Kristallisationspunkt der teils melancholischen, teils witzig pointierten Narrationen bilden sowohl in Grenzgang (2009) als auch in Fliehkräfte (2012) die verzweifelten, mehr oder minder geglückten Versuche männlicher Protagonisten, sich aus emotionaler Routine zu befreien, die in Zeiten des Abgesangs auf habituelle Männlichkeitsnormen, in unterschiedlicher Ausprägung dem männlichen Subjekt als ein notdürftiger Schutzbau für ‚sein geschundenes Ego‘ dient. Den Ausgangspunkt bilden die soziokulturell angelegten Studien, die die These widerlegen, dass das Spektrum männlicher Emotionen sich auf die Unterdrückung der Gefühle und die Disziplinierung pathologischer Leidenschaften beschränke.The article is devoted to two novels of the German writer Stephen Thome: Grenzgang (2009) and Fliehkräfte (2012). The essential element of those partly melancholic, partly witty narratives are desperate, more or less successful attempts to free the literary heroes from emotional routine which – after the fall of habitual norms of masculinity – manifests itself as a makeshift shelter for the ‚plagued ego‘ of the male subject. The point of departure in relation to those deliberations are sociological and cultural works which debunk the thesis that the spectrum of male emotions limits itself to suppressing emotions as well as to disciplining pathological desires.Artykuł poświęcony jest dwóm powieściom niemieckiego pisarza Stephana Thome: Grenzgang (2009) oraz Fliehkräfte (2012). Punktem ciężkości tych po części melancholijnych, po części dowcipnych narracji są desperackie, mniej lub bardziej udane próby uwolnienia się bohaterów z emocjonalnej rutyny, która po upadku habitualnych norm męskości przejawia się jako prowizoryczny schron dla ‚udręczonego ego‘ męskiego podmiotu. Punktem wyjścia rozważań są prace socjologiczne i kulturoznawcze, które obalają tezę, jakoby spektrum męskich emocji ograniczało się do tłumienia uczuć i dyscyplinowania patologicznych namiętności.
 
On a new generalized inverse for matrices of an arbitrary index
[EN] The purpose of this paper is to introduce a new generalized inverse, called DMP inverse, associated with a square complex matrix using its Drazin and Moore-Penrose inverses. DMP inverse extends the notion of core inverse, introduced by Baksalary and Trenkler for matrices of index at most 1 in (Baksalary and Trenkler (2010) [1]) to matrices of an arbitrary index.
