The model of implementation of controlling innovative activities into the practice of industrial enterprises management
The aim of the article. The aim of the article is the development of the methodical approach to implementation of controlling innovative activities into the practice of industrial enterprises management.
The results of the analysis. The author justifies a need for application of controlling innovative activities (CIA) at industrial enterprises. The methodical approach to implementation of CIA into the practice of industrial enterprises management, which basis on the double contour scheme of acceptance and realization of administrative decisions in the field of innovative activity has been developed. The author concludes that this process should consist of five stages. A detailed effectiveness evaluation of management systems with identifying of an ability to realize an innovative capacity and providing of the appropriate level of profitability should be conduct on the first stage (making the decision about a need for CIA implementation). The second stage is identifying the foundations for CIA: mission, objectives, principles and functions. The third stage of CIA implementation is the improvement of the systems of acceptance and realization of administrative decisions in the field of innovative activity based on controlling. It includes making essential changes in a work of organization and information systems of the functioning of Ukrainian innovation active enterprises. The fourth stage involves the adaptation of the personnel of the other departments to work under the conditionals of CIA using; selection of personnel for providing of the effective functioning of CIA in the company and making changes into the organizational structure of the company, involving the CIA using. The fifth stage of CIA implementation consists of two components. The first one provides control and analysis of the implemented measures of improvement of organizational and informational components of the acceptance and realization of administrative decisions in CIA. The second one is a launching of feedback mechanism at the enterprise. The author has given complex of proposals and recommendations for each stage of CIA implementation into the practice of industrial enterprises management that can improve the functioning of innovation active enterprises.
Conclusions and directions of further researches. The study demonstrated forming systems of innovation management based on the double contour scheme of acceptance and realization of administrative decisions with CIA using makes it possible to:
- clearly define the limit of influence and the degree of responsibility of each workplace for the goal of the company;
- optimal dispense management efforts of a management system of the company in two contour of responsibility – acceptance and realization of administrative decisions.
Controlling innovative activities, as the main element of the proposed control scheme of management will contribute to minimizing the number of intuitive administrative decisions, accordingly increasing the proportion of rational administrative decisions.
When complex of application controlling tools are complexly used, the effective information field is created. It helps to make administrative decisions, which promote enterprise development under a difficult competitive environment of modern technological changes.
The effective using of recommended model of CIA implementation into a practice of Ukrainian industrial enterprises managing cannot be without a development of principle and job description of the direction and members of the department (service) controlling
Preconditions for volunteers’ participation in social and economic development of communities
The aim of the article. The aim of the article is the research of volunteerism as a resource for improving the efficiency of local government functioning.
The results of the analysis. To improve the welfare of the community, local authorities often lack not only resources, but time to implement all intentions. On the other hand, the needs of community are quite diverse and there is not possibility to envisage all their possible variants. This situation is a significant barrier to improving of population welfare, its satisfaction of the environment. One solution to this problem is the use of volunteerism to implement plans of local authorities and civil society initiatives.
Social activity in our country is at the level of leading West European countries, not far behind only the index of Great Britain. This fact testifies to the great potential of domestic civil society, which is still not fully structured, but is already ready for action.
Studies have shown that more than half of Ukrainian ready free of charge to engage in cleaning and organizing the territory of the community, help the needy orphans and disabled, as well as participate in planting of greenery of the settlement. The most controversial Ukrainians relate to their participation in law enforcement. Almost half of them do not agree to participate in it under any circumstances. Instead fifth of the Ukrainian society is ready to engage in such activities even free of charge. Approximately the same part of Ukrainians is ready free of charge to organize leisure and rest for others. About three-quarters of the population of Ukraine are categorically opposed or undecided about their participation in the activities of local self-governments, as well as associations of owners of joint apartment houses (condominiums). Citizens of Ukraine are ready and participate actively in solving national and social problems, but do not want to solve local problems as volunteers, not willing to take responsibility for solving their own municipal problems.
A survey of residents of towns and villages, which was conducted by the authors in the strategic planning of cities and towns, found that in 2007-2014 years at least one third of the adult members of the community believe in own possibility for solving the problems of cities.
In such a situation, local authorities should learn to establish effective cooperation with volunteers’ formal and informal organizations to create mechanisms that would help to attract volunteers into the process of solving social and technical problems, implementation of local development programs. The high rating of trust in volunteers during their participation in the work of local self-governments, public communal institutions will increase confidence in the local authorities and therefore assist in their work.
Conclusions and directions of further researches. On the basis of the undertaken study, it is possible to conclude that the regulatory framework volunteering in Ukraine began to be formed relatively recently. However, the rapid development of this activity in recent years in Ukraine should encourage local authorities to look for their own ways to attract this resource to local development, not waiting until all issues of the participation of volunteers in solving local problems will be well-regulated legislatively.
The paper identified a number of preconditions (positive experience of volunteerism at the national and local levels; willingness of population of Ukraine to carry on volunteer activity even in the terms of worsening of their material position; positive attitude of the society toward participating of volunteers in making decision in relation to optimization of government authorities’ activities in different spheres; real necessity to take responsibility for the problems solving of own community) that encourage the intensification of the participation of volunteers in supporting social and economic development of local communities. Controlling the evolution in modern theory and practice of domestic enterprises management
The aim of the article. The purpose of work is analysis of existent controlling conceptions through the prism of their application in domestic enterprises practical activity.The results of the analysis. In the article on the basis of comparative analysis the estimation of differences is carried out between the conceptual going near determination of essence, place and role of controlling, in the modern terms of domestic economy transformation. Parameters and descriptions of key elements of controlling conception are certain by a gnosiological analysis. The conceptual directions list of controlling development is in-process extended. Attention is accented on the increase of decentralization role and self-government in the modern management system. A place and role of controlling in a modern management is specified. The concept controlling, as interfunctional direction of administrative activity and instrument of unifying management function got subsequent development.Conclusions and directions of further researches. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
