Processes of urban regeneration, new town development and strategic planning in globalizing cities are challenges extremely influential in the contemporary age. The urbanization rate in China already lies above 50% and will further increase rapidly in the future, this is the reason why the goals established by the Shanghai Master Plan (1999-2020) approved by the State Council of China in 2001, expect to achieve “zero” growth of the total urban built area, in order to regenerate Shanghai as an eco-city (or smart city). The development of Export Processing Zones EPZs, Free Trade Zones FTZs, Bonded Logistic Parks BLPs as well as other kind of industrial parks pushed the rapid economic growth of Chinese cities starting in the end of the Twenty century. The Jinqiao EPZ in Pudong New Area has been considered by the State Council in 2006 as the most economically successful industrial park in Shanghai. Despite the economic goals already achieved, there are some hidden catalyst effects produced by these EPZs on the development of urban villages. The study is aimed to identify what are the key factors leading to the de-urbanization process and unnecessary thwart of land use of the Xin Hong Village which represents the outcome of the massive industrialization of the Jinqiao EPZ: a brownfield which nowadays requires an urban regeneration process. The research questions behind the implementation of this study are two. The first one expects to identify the key-factors swayed by massive industrial development that played a role in defining the outcome of an urban village transformation as a brownfield. The research methods applied are the analysis of government’s tools, programs and plans together with the citizen participation phase carried out through interviews directly on the field of analysis. The expectations and targets defined for the development of the Jinqiao EPZ and the goals achieved as well as the current threats permit to clarify how the de-urbanization process took place and allow the identification of seven key-factors. Once described the factors and forces behind the constant decline of this neighborhood, the second research question is aimed to discover the most suitable urban regeneration strategies which are going to interrupt the de-urbanization process shaping the Xin Hong Village evolution so far. The research methods applied in this case are once again the analysis of government’s tools and citizens’ expectations, which allow the identification of strategies and desires for the future regeneration, together with the application of three planning theories introduced by Paul Davidoff, Randall G. Holcombe and Aaron Wildavsky. The balance between government’s will and citizens’ expectations has been drawn on the base of renewed planning theories which permit the identification of six strategies. The study ends with the definition of an Advocacy Plan and a related urban regeneration project for the future transformation of the Xin Hong Village

Near-capacity code design for entanglement-assisted classical communication over quantum depolarizing channels

We have conceived a near-capacity code design for entanglement-assisted classical communication over the quantum depolarizing channel. The proposed system relies on efficient near-capacity classical code designs for approaching the entanglement-assisted classical capacity of a quantum depolarizing channel. It incorporates an Irregular Convolutional Code (IRCC), a Unity Rate Code (URC) and a soft-decision aided Superdense Code (SD), which is hence referred to as an IRCC-URC-SD arrangement. Furthermore, the entanglement-assisted classical capacity of an N-qubit superdense code transmitted over a depolarizing channel is invoked for benchmarking. It is demonstrated that the proposed system operates within 0.4 dB of the achievable noise limit for both 2-qubit as well as 3-qubit SD schemes. More specifically, our design exhibits a deviation of only 0.062 and 0.031 classical bits per channel use from the corresponding 2-qubit and 3-qubit capacity limits, respectively. The proposed system is also benchmarked against the classical convolutional and turbo codes

The economic downturn that struck Europe in 2008 led Public Administrations (PAs) to pursue their institutional objectives in a severe financial hardship. In this context, the Pre-Commercial Procurement (PCP) has been promoted by European Union in order to facilitate the fulfillment of Member States’ demand for innovation. Particularly, Italy and Lombardy Region decided to adopt this model within the application of the operative regional program POR-FESR 2014-2020, declined in its seven priority axes, to enhance the innovation grade in the local area. This innovative European instrument, in fact, allows PAs to tender the research and development (R&D) phases for a technology that can answer to their needs of innovation, and local companies of the sector, that participate in tenders, to secure a priority market share through the future commercialization of the R&D results. In the first place, a regulatory framework of the PCP functioning is given, in order to detect the strengths and the critical issues that characterize this instrument. At a later stage, the abovementioned features were researched within two practical application of the PCP procedures. The first was directly implemented, and slavishly documented, by the author at the Istituto Nazionale dei Tumori di Milano. Here, the chief of the Epato-gastro-pancreatic Oncology Surgery asked for an innovative Augmented Reality device for the integrated collection and visualization of all the relevant information concerning a certain patient during a specific surgical procedure. The second, instead, was carried out by the ASST di Pavia and, thanks to the information collected during an interview with the main actor of the procedure, could be used as a control-case. As a result, it was possible to identify the PCP as the correct instrument to produce highly innovative outcomes for the PAs and, contextually, to trigger the local companies’ growth. However, the lack of inherent literature and Community guidelines and the inexperience of the parties involved, still represent a huge barrier to an efficient implementation of the procedure. At the end, particular attention was given to the total transfer of intellectual property rights form PAs to contractors, since it represents a controversial issue for the public structures involved
