    Silvofishery merupakan penananman tanaman mangrove di areal tambak. Komoditas yang dipilih pada tambak silvofishery diantaranya Udang Windu, Bandeng dan Kepiting Bakau. Tujuan dari penelitian ini adalah untuk mencari sistem polikultur terbaik berdasarkan nilai NPV menggunakan simulasi model dinamik dan memberikan informasi tentang pengaruh perubahan harga ataupun produksi terhadap komoditi terpilih pada silvofishery. Hasil dari penelitian menunjukkan bahwa Udang Windu dan Kepiting Bakau merupakan sistem polikultur terbaik dan layak untuk dijalankan, memiliki nilai NPV sebesar Rp 58.448.550/Ha/Tahun dengan waktu pengembalian investasi selama 2 tahun. Sementara itu, sistem monokultur Udang Windu memiliki nilai NPV sebesar Rp 11.054.386 dengan waktu pengembalian investasi selama 4 tahun dan polikultur Bandeng dan Udang Windu memiliki nilai NPV sebesar Rp 1.857.609/Ha/Tahun dengan waktu pengembalian investasi selama 17 tahun. Pengaruh kenaikan biaya variabel dibawah 90,40% masih memungkinkan kombinasi Udang Windu dan Kepiting Bakau layak untuk dijalankan. Penurunan harga jual komoditi Udang Windu dan Kepiting Bakau sebesar 28% dan 57% menyebabkan nilai NPV pada seluruh tahun bernilai negatif sehingga usaha tambak silvofishery system polikultur Udang Windu dan Kepiting Bakau tidak layak untuk dijalankan.Skripsi Sarjan

    This paper examines Decision Number 1369/Pid.Sus/2018/PN.Jkt.Pst dated December 18, 2018. The research method used is normative juridical with a statutory approach and a case approach in the form of court decisions that have permanent legal force. The results of the study show that criminal responsibility for perpetrators of money politics is in addition to criminal penalties, election candidates who will later be elected as members of the legislature or President and Vice President can also be removed from their positions if they are proven to have committed money politics, then against sanctions that can be given to parties. All types of political sanctions can be imposed, except for the death penalty, imprisonment, and confinement, in addition, these sanctions can only be imposed on the management or organs of the political party. The judge's basis for consideration in Decision Number 1369/Pid.Sus/2018/PN.Jkt.Pst is not correct, because it does not reflect justice in society and is not appropriate because it does not reflect justice in society and is not in accordance with the Election Law Article 523 paragraph (1 ), even though a judge with judicial power and independence can give a heavier sentence, where the perpetrator of a crime is a candidate for a public official and a public figure, thus in the opinion of the author, a decision by only considering the law is not enough (certainty) because judges must also consider the sense of justice and the benefit of society.Keywords: Criminal Responsibility, Money Politics

    Pengaturan Anti-SLAPP Sebagai Perwujudan Perlindungan Hukum Partisipasi Publik

    In writing this final project, the author raises issues related to Anti-SLAPP Legal Arrangements. The choice of the theme was motivated by the widespread occurrence of human rights violations such as silencing the public in expressing their voices and even actions that should not be punished by filingastrategic lawsuit to the Court or commonly known asastrategic lawsuit against public participation (SLAPP). This can be seen in various real cases, such as the case of Eva Susanti Bande aka Eva, the case of Ahmad Busiin, Sugiyanto, and Abdullah (three Alasbuluh residents), the Onrizal case, the Heti case, et. al (Kenanga residents), and others. Based on the description above, the author examines in more depth by raising the formulation of the problem, as follows: (1) What are the conditions and legal arrangements for Anti-SLAPP in Indonesia? (2) What are the recommendations for the legal regulation model regarding Anti-SLAPP that can be applied in Indonesia? Then the writing of this final project usesanormative juridical method withastatutory approach (status approach),acomparative approach (comparative approach), andaconceptual approach (conceptual approach). The legal material obtained by the author will be analyzed and interpreted with various interpretations of the legal norms that have been systematized and classified. Then, it is studied and compared with the theories and legal principles put forward by experts to be analyzed normatively. From the results of the research using the methods described above, the authors obtain answers to the existing problems that the State of Indonesia normatively has legal arrangements regarding Anti-SLAPP, namely Article 66 of the PPLH Law and SK KMA Number: 36/KMA/SK/II/2013 concerning Enforcement of Guidelines for Handling Environmental Cases. However, the two legal arrangements have not been able to comprehensively accommodate Anti-SLAPP. In addition, there are still conflicts between regulations, especially the substance of Article 66 of the PPLH Law and Article 162 of the Minerba Law. This can beagap for actions that do not deserve to be punished or prosecuted by human rights defenders and/or the public. This is different from the United States of America (California) and the Philippines which have comprehensively accommodated both in terms of substance and mechanism for handling cases identified as SLAPP actions. The mechanism used by the two countries isaspecial motion to strike and a summary hearing by giving penalties in the form of punitive or exemplary damages. In other words, the State of Indonesia should be able to reflect by absorbing existing regulations by improving articles and/or implementingaspecial motion to strike or summary hearing in the form of aGovernment Regulation to support understanding and implementation of the Anti-SLAPP concept as well as the realization of the principle of fast, simple justice, and low cost

    Dynamic System for Silvofishery Pond Feasibility in North Sumatera, Indonesia

    Silvofishery is the planting of mangroves in pond area. The commodities selected for silvofishery ponds include tiger shrimp, milkfish, and mangrove crab. The purpose of this research was to find the best silvofishery system based on the average net present value (NPV) using a dynamic model simulation and provide information about the effect of price changes or production of selected commodities on silvofishery. The results of this research showed that tiger shrimp and mud crab are the best and most feasible combinations for silvofishery, having an average NPV of 755.71/ha/year.Meanwhile,silvofisheryusingtigershrimphasanaverageNPVof755.71/ha/year. Meanwhile, silvofishery using tiger shrimp has an average NPV of 332.28/ha/year, and the silvofishery combination of milkfish and tiger shrimp has an average NPV of $-216.45/ha/year. The effect of price increases the variable cost price by 63.3%, which indicates that the silvofishery combination of tiger shrimp and mud crab is still feasible to run. The decline in the selling price of the commodities of tiger shrimps and mud crab by 70% and 50%, respectively, makes this combination still feasible to operate. On the other hand, the surrounding community’s level of consumption greatly affects the level of sale of the silvofishery commodity. Environmental management must also be practiced as best as possible to maintain the functioning of the environment around the ponds to avoid major losses, and periodic maintenance must be done by managers to achieve the production targets.
