    Letters and cables contain correspondence between Mr S. Sadanand (editor and founder of Free Press Journal), and P.R.S. Mani. Contents relate to articles written by P.R.S. Mani and Free Press Journal editorial policy, particularly in relation to identifying authors (with bylines as was then the American practice – Sadanand refuses Mani’s request for such identification) and to setting up a consolidated news office in Singapore. Mani is confirmed as FPJ correspondent for Malaya and Singapore. 1 Apr 46: Approval of Mani’s initial information on rice offer. Five cables (unspecified dates) Sadanand to Mani: requesting confirmation of rice offer. Convey’s Nehru’s request for Mani to locate Indian Major in British Army, Inderjit Singh, missing believed killed 25 October 1945. Sadanand asks Mani to organize PM Sjahrir to make direct official statement to confirm rice offer either to Indian Government (ie British) or to Mani himself. 11 May 46: praise for Mani’s rice negotiations and scoop but refusal of Mani’s request for byline identification of himself as author. ‘Unacknowledging names of correspondents part of our cardinal policy’. 1 Aug 1946, Sadanand to Mani via Singapore Office, re organization and setting up of new Singapore office.</p

    Conference proceedings titled (Restricted) Conference on Indonesia, Documents, Vol. I, New Delhi, January 1949; conference proceedings titled (Confidential) Conference on Indonesia, Documents, Vol. II, New Delhi, January 1949; compact disc annotated “Pt3 1949, P.R.S. Mani scans from National Archives India, one set of advice to Indian govt – Part 3 – re 1943 Indonesian-Dutch negotiations”; conference proceedings titled Round Table Conference, results as accepted in the second plenary meeting held on 2 November 1949 in the “Ridderzaal” at the Hague; correspondence Mr. Dayal, 26-29 Jan 1949 Conferences called by Prime Minister Nehru. During this period P.R.S. Mani was the Press Attaché for the Indian Consul-General based in Jakarta. After a very brief 4.5 page opening (probably written by Mani, see below) Series 22.1 and 22.2 are a collection of documents relating to the Indonesian/Dutch conflict, gathered and arranged chronologically, for background to the Indian Government for the Conference On Indonesia, January 1949. We would know little about the process of compiling these documents except for Series 22.4, which contains brief memos dated 26 January 1949, firstly from H. Dayal – the UN Special Negotiator at this Conference which are then endorsed by Krishna (KPS) Menon, (27 and 28 January) and GS Bajpai (28 January). Dayal praises Mani highly, pointing out he not only researched, selected and compiled the documents but undertook ‘other duties’ as well, with ‘keeness and drive’ which ensured the Conference worked as well as it did. Mani was recalled from his role as Press Attaché to the Indian Consul in Jakarta to assist with a new conference in New Delhi in June 1949. Series 22.3 is comprised of Mani’s contributions to this second conference. There is a 13 page analysis written and signed by PRS Mani, summarizing conditions in Indonesia between January 28, 1949 and May 7, 1949. Series 22.3 is a series of individual .jpgs, scanned from the holdings of the National Archives of India, held in New Delhi, and reproduced here with permission. Series 22.4 is a printed volume of the documents used in the third conference on Indonesia, held in November 1949 and in the Hague. Mani was not identified as an author in this round of Briefing documents to the Indians at the conference, but it is endorsed on its cover: ‘To my best friend Mani, and with kindest regards’. The signature is not legible but the cover is dated 1 January 1950.</p

    Programming of rural space sanation. Author planning mechanisms for sustainable shaping of rural areas

    In the first part of the paper, the authors diagnose problems of spatial planning process in Poland being the result of the implementation of effective law. They identify how practice affected by this law generates land use conditions in the rural space. Common situation is that there is apparent lack of integration of planning and strategic documents affecting spatial policies within one territorial unit (commune) and their execution. This deficiency along with inefficient regulations are exploited and in conjunction with other phenomena like increased and uncontrolled development pressure (e.g. by property owners), particularization of prioritization in issuing administrative decisions related to land use, predatory economy of agricultural land, produce unsatisfactory qualities of the built environment. Also, social participation in spatial planning system is often limited and doesn’t meet specific objectives. In the second part, the authors use case studies in order to propose the method applied, as a part of research and related experiment, to the planning process. This study is immersed in particular, practical experience. The method encompasses: scenario-based approach (as part of the P.R.S. method), monitoring and evaluation of spatial policy in communes, introduction of multi-criteria analyses. These mechanisms allow for allowing to identify and understand the conditions and background of activities for spatial policy and aim to improve planning documents. In the summary, the authors construct a list of recommendations regarding programming of rural development planning. They emphasize the need for a stronger integration of spatial regulation on different levels of management of planning process. They postulate to amplify the integration of planning documents even if it means some degree of reorientation of initially stipulated hierarchy. One of key issues is the introduction of constant and continuous monitoring of spatial policy, preceding decision-making. The solution could be seen as a multi-criteria assessment of spatial conditions and directions, development studies should be based on. Public participation is depicted also as integrated and permeate community share in decision-making focused on clearly defined objectives, countering the conflicts arising from particularism of inhabitants. Authors attempt to define their interpretation of holistic approach to planning studies and documents using broad perspective, with recognition of necessity to acknowledge the uniqueness of every area or site, resulting in respecting different characteristics by relevant establishing of different planning objectives.W pierwszej części artykułu autorzy diagnozują problemy procesu planowania przestrzennego w Polsce wynikające z obowiązującego systemu prawnego oraz identyfikują ich efekty w przestrzeni wiejskiej.     Accelerating implant RF safety assessment using a low-rank inverse update method

    Purpose: Patients who have medical metallic implants, e.g. orthopaedic implants and pacemakers, often cannot undergo an MRI exam. One of the largest risks is tissue heating due to the radio frequency (RF) fields. The RF safety assessment of implants is computationally demanding. This is due to the large dimensions of the transmit coil compared to the very detailed geometry of an implant. Methods: In this work, we explore a faster computational method for the RF safety assessment of implants that exploits the small geometry. The method requires the RF field without an implant as a basis and calculates the perturbation that the implant induces. The inputs for this method are the incident fields and a library matrix that contains the RF field response of every edge an implant can occupy. Through a low-rank inverse update, using the Sherman–Woodbury–Morrison matrix identity, the EM response of arbitrary implants can be computed within seconds. We compare the solution from full-wave simulations with the results from the presented method, for two implant geometries. Results: From the comparison, we found that the resulting electric and magnetic fields are numerically equivalent (maximum error of 1.35%). However, the computation was between 171 to 2478 times faster than the corresponding GPU accelerated full-wave simulation. Conclusions: The presented method enables for rapid and efficient evaluation of the RF fields near implants and might enable situation-specific scanning conditions.Microwave Sensing, Signals & SystemsSignal Processing System

    Controle das decisões jurídicas pela técnica do auto-precedente: lógica deôntica paraconsistente aplicada em sistemas especialistas legais

    Tese (doutorado) - Universidade Federal de Santa Catarina, Centro de Ciências Jurídicas, Programa de Pós-Graduação em Direito, Florianópolis, 2008.O estágio em que se encontra debate filosófico-jurídico da atualidade ainda se mantém na polêmica entre o positivismo jurídico (postura voluntarista) e os anti-positivismos (posturas racionalistas), em que o positivismo jurídico realça o papel descritivo da atividade do jurista, que ao encarar o Direito como sistema deve tratar de reconhecer o Direito validamente contido no interior de dito sistema e enfrentar seus problemas de redundância, de lacunas, de contradições, de vagueza, de ambigüidade de suas normas e assim por diante; ao passo que as teorias anti-positivistas com maior destaque na atualidade destacam o caráter argumentativo do Direito e esperam fornecer critérios para a otimização na tomada de decisões jurídicas, critérios esses que podem conter inclusive valorações morais. A presente tese não toma partido em favor de uma ou outra posição nessa polêmica, e não o faz porque a aplicação da lógica ao Direito, objeto central da discussão, prescinde de comprometimento com qualquer que seja a teoria do Direito analisada, haja vista que a lógica é de tal modo abstrata que pode estar a serviço de todas elas, como ferramenta de auxílio para o tratamento racional dos problemas que surgirem no interior dessas teorias. Preocupa-se, isto sim, com um aspecto singular da atividade jurídica, que é a utilização da técnica do precedente como regra de razão que exclui ou, ao menos, ajuda a atenuar a discricionariedade na interpretação e aplicação do Direito, técnica essa que pode ser aperfeiçoada com a aplicação de sistemas especialistas legais a partir da proposta e criação de modelos informáticos baseados em lógicas paraconsistentes, independentemente da teoria do Direito que se adote. Diante da crise por que passa a razão desde o início do século XX e as conseqüências dessa crise sobre a filosofia da ciência, constata-se que essa crise foi bastante frutífera para a teoria do conhecimento, sendo que desse contexto se extrai o marco metodológico da tese, em especial a adoção da idéia de verdade pragmática e o acolhimento do método axiomático para lidar com os problemas jurídicos. Sob esse enfoque, trilha-se o caminho percorrido pela história da filosofia do Direito tendo-se como baliza o problema da justiça a fim de que os problemas jurídicos a que se propõe oferecer guias para solução sejam explicitados. Descreve-se, então, o posicionamento teórico das correntes do pensamento jurídico que, ao tratarem da relação entre Direito e moral, apresentaram diversas propostas, desde a forma assumida pelo positivismo jurídico contemporâneo, que admite a discricionariedade e insiste na separação entre Direito e moral; passando pelos formuladores de teorias da argumentação que pretendem fornecer critérios objetivos de verificabilidade de correção de decisões; e chegando mesmo à proposta de que sempre deverá ser possível, em todos os casos, a tomada de uma decisão justa. A partir daí se introduz a idéia de universalização das decisões como um bom critério formal e objetivo de justiça; e dentro dele se lança a idéia de auto-precedente, isto é, a doutrina ou os critérios adotados pelo próprio juiz ou tribunal para a resolução de casos anteriores, em que o respeito ao precedente supõe, nessa concepção, uma exigência de autocongruência, procedimento esse que, em princípio, dirige-se ao passado como fidelidade a casos anteriores, mas que se remete também # e principalmente # ao futuro, neste caso como consciência de que um bom critério de resolução será o que deverá ser aplicado também para resolver casos posteriores, ou seja, o critério que se possa pretender que se transforme em precedente. Para a realização da tarefa acima mencionada, propõe-se a utilização da lógica formal como ferramenta. Para tanto, inicialmente se apresentam aspectos históricos da disciplina da lógica, em especial a criação das lógicas paraconsistentes por Newton da Costa; após o que se parte para a demonstração da possibilidade de aplicação da lógica formal ao Direito; e, por fim, indica-se a aplicação de cálculos lógicos paraconsistentes na construção de sistemas especialistas legais que sirvam como instrumento de controle de racionalidade de auxílio ao intérprete na tomada de suas decisões jurídicas

    Tailoring The Sea-Clam Wave Energy Device To Meet Community Needs

    The SEA-Clam has been shown to be a viable, economic wave energy converter at a rating of 10 MW as part of a 2 GW station. With the present installed over-capacity of the UK grid, the development of wave energy devices is more sensibly approached by supplying remote communities. This paper illustrates that the cost of electricity from the SEA-Clam, at 4-8 p/kWh, is not particularly sensitive to device rating. Thus it is viable, on fuel cost savings alone, to tailor the SEA-Clam device to meet community needs, even down to average annual power outputs of 100 kW. A proposed development programme to construct and operate a 650 kW rated prototype should, within the next three and a half years, provide a shop window for world wide development of wave energy.
