TAC Chair's Report to CGIAR International Centers Week, October 1999
Report by TAC Chair Don Winkelmann to the CGIAR meeting in October 1999 on the activities of TAC since the CGIAR 1999 Mid Term Meeting, including topics covered at TAC 77 in September 1999.Winkelmann covered the status of external reviews of ICARDA, IWMI, and WARDA, and the study of plant breeding methodologies. He reported on progress with a revision of the statement on CGIAR priorities and strategies. The review of center financing plans for 2000 showed a continued shortfall in resources allocated to germplasm improvement, and trends in some commodities and sectors, notably water and livestock, away from levels endorsed by the Group. Winkelmann reported also on TAC's implementation of its plan to monitor the major environments within which the CGIAR operates through panels of experts. The first panel dealing with the basic science and technology underlying integrated natural resource management would be convened at TAC 78

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.
