Get PDFThis study aims to determine the extent of the capacity of the Community and
Village Empowerment Service in strengthening data transparency in the Village Financial
System (Siskuid). The method used in this study is a qualitative approach, while data sources
were obtained from the Community and Village Empowerment Service of Jember Regency. The
data were collected through interviews, observation, and documentation. The results of his
research are the capacity of the Community and Village Empowerment Service in strengthening
data transparency in the village financial system in Jember Regency. There are several aspects
including; processes, human resources, strategy, and organizational structure. The efforts of the
Jember District Government's Community and Village Empowerment Service in using artificial
intelligence to strengthen data transparency in the Village Financial System are somewhat weak.
From the perspective of their institutional capacity, their improvement in the Village Financial
System Program based on data transparency is also categorized as poor even though all villages

No full textThis study aims to describe the implementation or implementation of regulations on RT / RW as a Village Community Institution in Sukorejo Village, Sumber Wringin District, Bondowoso Regency in accordance with Regional Regulation Bondowoso No. 13 of 2014 concerning Guidelines for the Establishment of Village Community Institutions. The locations of focus of attention in this study were the Office of Community and Village Empowerment of Bondowoso Regency, and Sekorejo Village, Sumber Wringin Subdistrict, Bondowoso Regency in charge of the Neighborhood and Neighborhood Unit (RT / RW) within the Regional and Village Governments. This research method uses a qualitative approach. The technique of determining the sample of this study using Purposive Sampling is the sample taken based on certain priorities and considerations. Data collection techniques through interviews, observation, and documentation. The data used are primary data and secondary data. This study refers to a theory based on the opinion of Edwads III (1980: 10) that the implementation includes communication factors, resources, dispositions and bureaucratic structures. The results of research or data findings, both primary and secondary data, it can be stated that the Implementation of the RT / RW Formation Policy as a Social Institution in Bondowoso Regency especially the Community Empowerment Office and Bondowoso Regency and Sukorejo Village Sumber Wringin District Bondowoso Regency is still less than the maximum, due to the Government Regional and Village Governments have not been able to fully carry out well the four aspects used as benchmarks in the Implementation of the Policy on the Establishment of RT / RW as Village Community Institutions

running and managing the ongoing government. The form of public services is divided into
various forms and each has its own target as an effort to enforce the government process and
control the administration.The community as the recipient of public services is also the party
who is obliged to not only receive services, but also to implement and comply with the rules set
by the government as a government regulator.The form of public service itself is dynamic
enough to adapt to the conditions and needs that develop in the community. The online
population administration process and program as implemented by Dispendukcapil Jember in
the Lahbako application network is one example of the implementation of public services in the
population administration sector which has experienced adjustments and changes due to
several factors that occur in the community itself. Ambulu sub-district is a quite interesting
locus, apart from heterogeneity but also various other factors that make the implementation of
the LAHBAKO application network in the sub-district has a different and interesting value.

No full textElectronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember’sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually.
