Education and Security: Design and Evaluation Tools for Deliberate Disease Risks Mitigation
This thesis addresses the role of education to mitigate the risks of deliberate disease, including biological weapons. Specifically, it aims to analyse how education was constructed as a potential instrument to mitigate specific security risks; if and how education could impact on risks; and how effectiveness of education as a risk mitigation measure could be improved. The research framework combines concepts of security, risk and education within a general constructionist approach. Securitization is used to analyse attempts to construct education as a tool to mitigate specific security risks; risk assessment is used to identify and characterize risk scenarios and potential for risks mitigation; and instructional design and evaluation models are used for the design and evaluation of education. The thesis contends that education has been constructed as a mitigation tool for what were presented as urgent security risks of deliberate disease. Nine attempted securitization moves are identified and assessed. Improved competences identified in four thematic areas, and built with education, can mitigate risks in specific scenarios via impacting factors that primarily influence risk likelihood. The thesis presents several examples of achieved learning objectives, and tools that can be useful to evaluate behavioural and risk impacts, though empirical results on these levels here are still scarce. Design and evaluation tools, illustrated through a large amount of original and pre-existing data from a range of countries and contexts, are presented that can improve effectiveness of education as a deliberate disease risks mitigation measure
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Neopragmatism and the Dual-Use Issue: A Topology of Visions
In the wake of the 2001 anthrax attacks in the US, States Parties to the Biological and Toxin Weapons Convention started to discuss the potential malign application of biological research and technology. This thesis examines how this issue of dual-use has been developed, discussed, and how solutions have been proposed. In order to do so, the thesis follows a neopragmatist approach. As a neopragmatist methodology is largely underdeveloped, the thesis explores some of the key aspects of neopragmatism, specifically its openness to various methods and theories, by directly applying it to the topic. As a result of this approach, the thesis starts with exploratory empirical research, which follows Bruno Latour’s Actor Network Theory. This research reviews how the problem of dual-use has been discussed in three communities: politics and security, ethics, and science. One of the results is that dual-use has primarily been discussed in the security community while the other two were only marginally involved. The proposed solution to the problem by the security community is to place the burden of responsibility on the scientific community. The second part of the thesis then uses theory, Niklas Luhmann’s social systems theory and Martin Heidegger’s work on questioning technology, to critically challenge this solution developed in the security community. The thesis concludes by identifying approaches to help deal with the dual-use issue. It also examines how the adoption of a neopragmatist methodology has influenced and guided the thesis
Chemical control. Exploring mechanisms for the regulation of riot control agents, incapacitants and related means of delivery.
A holistic arms control (HAC) analytical framework was employed to explore the full range of mechanisms that could potentially be utilised to effectively regulate the development, stockpiling, transfer or use of riot control agents (RCAs), incapacitants and related means of delivery. From this analysis it is clear that the Chemical Weapons Convention (CWC) and its attendant regime are the most appropriate and probably the most receptive mechanisms, at least in the short term, for the discussion of these concerns and the development of appropriate policy responses.
However, the response of CWC States Parties to these issues is by no means certain and parallel processes should be established to explore alternative regulatory mechanisms with the Biological and Toxin Weapons Convention, UN drugs conventions, international and regional human rights instruments, international humanitarian law, and transfer controls potentially yielding positive results in the next five to ten year period. Other regimes that may well prove important in the longer term include: the international criminal court and other international criminal law entities; the UN Secretary General¿s investigation mechanism and other ad hoc UN investigatory mechanisms.
A comprehensive HAC strategy for the regulation of RCAs, incapacitants and related means of delivery will also require active involvement of informed and activist civil society in societal verification; development and promotion of norms prohibiting the involvement of scientific and medical communities in weaponisation programmes intended for malign application; and far greater active engagement of such expert communities in relevant State and international policy development processes
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Biological Warfare Against Crops
NoUntil now little attention has been paid to the development of military capabilities designed to target food crops with biological warfare agents. This book represents the first substantive study of state-run activities in this field. It shows that all biological warfare programs have included a component concerned with the development of anti-crop agents and munitions. Current concern over the proliferation of biological weapons is placed in the context of the initiative to strengthen the Biological and Toxin Weapons Convention. The author concludes that the risks posed by this form of warfare can be minimized by the implementation of regimes concerning the peaceful use and control of plant pathogens that pose a risk to human health and the environment
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
