Efektivitas ombudsman Republik Indonesia Perwakilan Prov. Jawa Tengah
The effectiveness of Ombusdman Republik Indonesia (ORI) Perwakilan Provinsi Jawa Tengah is important to measure deeply (In this research,qualitatively) so, we can see he benefits of the existence of this organization. This research also viewed the factors that influence the effectiveness of ORI Perwakilan Provinsi Jawa Tengah. To accomplish this purpose, this research used a qualitative methode and see three divisions exhaustively, there are, The Completion Report Division, The Prevention Division and The Control Division. This research also see the factors that influence the success of that divisions, such as technology used as well as supporting facilities and infrastructure, planning and programs, the employees,the availability and allocation of funds.and also bureaucratic process. The results of this research described that ORI Perwakilan Provinsi Jawa Tengah is still ineffective. The Completion Report Divison only could completed the easy or low cases. Meanwhile, in complicated cases took a long time. The Prevension Division still has limited activites target so, this organization is still unpopular in all circles especially in Central Java. The Control Division is not exhaustive to do the direct supervision to each regency/ city in Central Java. The positive factors that influence the effectiveness of this organization are the technlogy and infrastructure,although it is limited but it can support, planning and progams that have been neatly.Meanwhile,lack of employees, lack of funds,and the complexity of Regional Government Bureaucracy becomes a negative factor that hindering the effectiveness of this organization

Pelayanan kesehatan hewan ternak di Kabupaten Tanggamus Provinsi Lampung
sangat tidak ideal. Jumlah penyuluh yang sangat terbatas, membuat persoalan menjadi
semakin sulit karena kelompok tani ternak belum memiliki kemampuan menangani
persoalan kesehatan te
rnak. Banyak ternak sakit yang tidak ditangani dengan baik berakhir
dengan kematian, banyak bayi ternak lahir tanpa bantuan petugas kesehatan ternak,
beberapa mati dan yang lain bermasalah. Perlakuan terhadap ternak masih konvensional
dan jangkauan wilayah
layanan ternak sangat luas. Terobosan Kahuripan berawal dari
Desa Pematang Nebak, Kecamatan Bulok, Kabupaten Tanggamus. Inovasi layanan ini
merupakan produk dari kemitraan antara
kelompok tani ternak dan pusat kesehatan hewan
pada posyandu ternak. Setelah
ada Posyandu Ternak, permasalahan diatasi bersama oleh
petugas posyandu, kelompok tani ternak, puskeswan, dan pemangku kepentingan.
Hasilnya, tingkat kematian hewan cenderung menurun. Inovasi ini mengalami hambatan

REGIONALISASI, KERJASAMA DAN KOLABORASI DALAM INTERGOVERNMENTAL MANAGEMENT
Constructing the future model of the intergovernmental management institution be oriented towards a comprehensive program, scope of the cooperation should be wide-ranging, i.e. include economic and non-economic cooperation (public service). Format of the institution should be more towards intergovernmental management (IGM) rather than intergovernmental relation (IGR). Organizational structure should be multi echelon such as Executive Board supported by operational subordinates like Regional Management with organizational instruments, organizational character which is more functional rather than hierarchic, cooperation institution should be developed gradually from sectoral towards a comprehensive cooperation, membership should be flexible, with a commonly accepted principles and funds should be shared equally and fairly among all participating members.Collaboration concept better than cooperation.

Lonjakan besaran ADD yang sangat fantastis dari Rp 3.990.000.000,- menjadi Rp 26.600.000.000,- di Kabupaten konawe utara membutuhkan manajemen pengelolaan keuangan desa yang matang. Bagaimanakah kondisi kelembagaan masyarakat pengelola dana menjadi focus penelitian ini.Berdasarkan kondisi tersebut, penelitian ini hendak menjawab:(i) bagaimana Model penyerapan aspirasi Program ADD di Kabupaten Konawe Utara dan (ii) apa hambatan utama pada pelaksanaan khususnya dalam penyerapan aspirasi masyarakat Program ADD di Kabupaten Konawe Utara. Pendekatan kualitatif dengan teknik FGD dan wawancara mendalam digunakan sebagai metode penelitian. Hasil utama menunjukkan bahwa kelemahan kelembagaan desa masih menjadi penyebab tidak optimalnya penyerapan aspirasi masyarakat.
