    abstract: The Arizona Department of Administration administers a purchasing cooperative program that allows members to purchase goods and services from state-wide contracts. Statute authorizes the Department to establish a program fee that covers the costs of administering the purchasing cooperative program. However, the program’s fee revenue has exceeded the program’s administrative costs. Not only has the Department used program fee revenue to administer the purchasing cooperative program, it has also used this revenue to pay for most of the cost of the state electronic procurement system, ProcureAZ, and to pay the salaries and benefits of more than half of the Department’s procurement staff. Therefore, the Department needs to better align the program fee with program costs. In addition, the Department needs to improve the collection of program fee revenue and continue to strengthen its cash-handling controls over the processing of program fee revenue.Report (Arizona.     Arizona Families F.I.R.S.T. (Families in Recovery Succeeding Together) was established in 2000 to address adverse conditions related to substance abuse among child welfare-involved families in which allegations of child maltreatment were determined to be associated with parental substance abuse. The program provides to these families a variety of treatment and supportive services, which are designed to reduce or eliminate abuse of and dependence on alcohol and other substances.     In 1999, the Arizona State Legislature passed a comprehensive school-tobacco law that prohibits tobacco products on school grounds, inside school buildings, in school parking lots or playing fields, in school buses or vehicles and at off-campus school-sponsored events. The law applies to any K-12 public, charter or private school. Violation of the law is a petty offense. To document the extent to which Arizona public schools are in compliance with this legislation, the Arizona Cancer Center conducted the Arizona School Policy Survey as a project of the Tobacco Education and Prevention Program of the Arizona Department of Health Services.
