IMPLEMENTASI SISTEM ZONASI PENERIMAAN SISWA SMA DI KABUPATEN BELITUNG TIMUR
This study aims to address the problems of the zoning system on the admission of high school students in East Belitung Regency in the 2018-2019 school year. How is the implementation of the zoning system carried out by the Bangka Belitung Provincial Education Office, the factors that hinder the implementation of zoning, and its impact on education services and quality in East Belitung Regency. The method used in this research is descriptive with an inductive approach. This research describes and explains the situation or reality that actually happened at the research location systematically, factually and accurately. General conclusions based on data or factors that are specific to the problem at hand. The operational concept in this research is based on Grindle's implementation theory (1980: 11), which has dimensions and content of the implementation context. The results show that in terms of content and context in general school principals, teachers, parents and students mostly or 75.17% agree with the Zoning system as stated in the statement, 16.51% feel doubtful and 7.94% disagree. The inhibiting factors for the implementation of the zoning system for high school student admission in East Belitung Regency are: uneven socialization of the zoning system, mindset of teachers, parents, students who have not shifted from the old conditions, there is no accurate guidance and uneven problems. The impact of the zoning system on the quality of education has not yet been seen because it has not yet produced graduates.
Keywords: zoning system, student acceptance, east belitung.Penelitian ini bertujuan mengetengahkan permasalahan sistem zonasi pada penerimaan siswa SMA di Kabupaten Belitung Timur pada tahun ajaran 2018-2019. Bagaimana implementasi sistem zonasi yang dilakukan Dinas Pendidikan Provinsi Bangka Belitung, faktor-faktor yang menghambat pelaksanaan zonasi, dan dampaknya terhadap pelayanan dan kualitas pendidikan di Kabupaten Belitung Timur. Metode yang digunakan dalam penelitian ini deskriptif dengan pendekatan induktif. Penelitian ini menggambarkan dan menguraikan keadaan atau kenyataan yang sebenarnya terjadi di lokasi penelitian secara sistematis, faktual dan akurat. Kesimpulan umum berdasar atas data atau faktor-faktor yang besifat khusus dari masalah yang dihadapi. Operasional konsep dalam penelitian ini berdasarkan teori implementasi Grindle (1980 : 11), yang berdimensi konten dan konteks implementasi. Hasilnya menunjukkan bahwa secara konten dan konteks pada umumnya kepala sekolah, guru, orang tua dan siswa sebagian besar atau 75,17% setuju terhadap sistem Zonasi yang tertuang dalam pernyataan, 16,51% merasa ragu-ragu dan 7,94% tidak setuju. Faktor-faktor penghambat implementasi sistem zonasi penerimaan siswa SMA di Kabupaten Belitung Timur adalah : sosialisasi sistem zonasi yang belum merata, pola pikir/mindset guru, orangtua, siswa yang belum bergeser dari kondisi lama, belum adanya panduan akurat dan tidak meratanya permasalahan. Dampak sistem zonasi terhadap kualitas pendidikan belum tampak karena belum menghasilakan lulusan.

The uniqueness of SMA Plus Muthahhari Bandung in character education through the development of spiritual intelligence of students
This study aims to reveal data about the uniqueness of SMA Plus Muthahhari Bandung in the implementation of character education through the development of students' spiritual intelligence. This research is considered important for finding an effective student character education system. This is bearing in mind that character education in schools in general has not shown maximum results, and even tends to fail when viewed from the rampant deviant or immoral behavior of students and society as an educational output. This study used a descriptive qualitative method; therefore, the researcher became the main instrument by using interview techniques, observation and documentation studies. To test the validity of the data, data, technique and time triangulation was carried out. While the informants involved school principals, vice principals, teachers, and students. The results of the research show that there is a uniqueness in the implementation of character education through the development of students' spiritual intelligence consistently by all school members and integrated into various school programs. These findings are expected to inspire other schools and related parties in planning and implementing student character education program
PENDIDIKAN POLITIK OLEH PARTAI POLITIK DALAM MENINGKATKAN KUALITAS MASYARAKAT PADA PEMILU YANG CERDAS, OBJEKTIF, DAN BERMORAL DI KABUPATEN SUMEDANG
Pelaksanaan Pilpres tahun 2024 banyak kecurangan yang dilakukan oleh Partai Politik yang berakibat pada masyarakat belum rasional dan bermoral dalam menentukan pilihan. Hal ini tidak mencerminkan demokrasi yang baik, bahkan terjadi pembedohan politik pada masyarakat. Penelitian ini bertujuan untuk menganalisis Pendidikan Politik oleh Partai Politik dalam Meningkatkan Kualitas Masyarakat pada Pemilu Yang Cerdas, Objektif, dan Bermoral di Kabupaten Sumedang. Pendekatan yang digunakan kualitatif dengan metode statistika deskriptif dengan teknik survey. Teknik analisis datanya menggunakan analisis kuatitatif deskriptif univariat. Hasil penelitian menunjukkan bahwa pendidikan politik yang dilakukan partai politik kepada masyarakat berdasarkan lima indikator pendidikan politik menurut Prasad (2015) maka hasil survey memperoleh rata-rata 38,31% berada pada kategori di bawah sedang atau cenderung kurang baik. Pencapaian tersebut belum menunjukkan kondisi yang diharapkan untuk mendukung penyelenggaraan Pemilu yang berkualitas dengan dukungan partisipasi masyarakat yang cerdas dan bermoral. Rekomendasi hasil penelitian yaitu: 1) Kiranya diperlukan adanya standarisasi kurikulum atau isi program pendidikan politik bagi masyarakat yang dapat dilaksakan oleh pihak yang berwenang atau ditetapkan oleh undang-undang; dan 2) Kiranya perlu dibentuk lembaga independen yang dapat menjalankan fungsi pendidikan politik bagi masyarakat berlandaskan pada nilai-nilai moralitas serta terbebas dari vested interest sehingga lebih objektif.

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Analysis of Legal Instruments and Policy Implementation for Improving Regional Asset Management in Riau Province
This study aims to comprehensively identify the main problems in the implementation of regional asset management in Riau Province, investigate their root causes, and propose policy strategies to align practice with applicable legal provisions. To pursue these aims, this research utilizes an empirical legal approach combined with a descriptive qualitative method. The empirical legal approach allows the researchers to observe and interpret how laws and regulations, particularly Government Regulation Number 27 of 2014, Minister of Home Affairs Regulation Number 47 of 2021, and related regulations, are implemented in practice. The study was conducted in three stages: first, analyzing the BMD management cycle; second, identifying key issues through Pareto analysis; and third, employing SWOT analysis to assess internal and external factors affecting implementation. The main data were collected from observation, document review, and in-depth interviews with heads of regional apparatus organizations. The results show persistent problems at all stages of asset management, from planning, administration, utilization, and supervision, due to weak legal compliance, poor IT infrastructure, incomplete ownership documents, and a shortage of human resources and training. To address these issues, strengthening regulations, optimizing information systems, and developing policy strategies are recommended to enable more effective, efficient, and accountable Regional Asset management in Riau Province
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
