WeGov toolbox - politicians engage with citizens
The WeGov5 toolbox is a website for policy makers that provide tools and techniques to engage with citizens on well-established social networking sites (SNS). Three different analysis components allow users and comments to be identified with respect to a particular topic: (i) the topic opinion analysis creates groups of words that represent the topics within a discussion; (ii) the user activity analysis predicts which posts are going to generate more attention; (iii) and the user behavior analysis classifies users according to their behavior and interactions within the SN
The Spoken Wikipedia Corpora
The Spoken Wikipedia project unites volunteer readers of Wikipedia articles. Hundreds of spoken articles in multiple languages are available to users who are – for one reason or another – unable or unwilling to consume the written version of the article. Our resource, the Spoken Wikipedia Corpus, consolidates the Spoken Wikipediae, adding text segmentation, normalization, time-alignment and further annotations, making it accessible for research and fostering new ways of interacting with the material.

Determining citizens’ opinions about stories in the news media
We describe a method whereby a governmental policy maker can discover citizens’ reaction to news stories. This is particularly relevant in the political world, where governments’ policy statements are reported by the news media and discussed by citizens. The work here addresses two main questions: whereabouts are citizens discussing a news story, and what are they saying? Our strategy to answer the first question is to find news articles pertaining to the policy statements, then perform internet searches for references to the news articles’ headlines and URLs. We have created a software tool that schedules repeating Google searches for the news articles and collects the results in a database, enabling the user to aggregate and analyse them to produce ranked tables of sites that reference the news articles. Using data mining techniques we can analyse data so that resultant ranking reflects an overall aggregate score, taking into account multiple datasets, and this shows the most relevant places on the internet where the story is discussed. To answer the second question, we introduce the WeGov toolbox as a tool for analysing citizens’ comments and behaviour pertaining to news stories. We first use the tool for identifying social network discussions, using different strategies for Facebook and Twitter. We apply different analysis components to analyse the data to distil the essence of the social network users’ comments, to determine influential users and identify important comments

Engaging politicians with citizens on social networking sites: the WeGov Toolbox
Governmental policy makers can use social networking sites to better engage with citizens. On the one hand social networking sites are well accepted by citizens and a familiar environment where discussions are already taking place and social networking sites are also more important for politicians. Thus, a need for information retrieval (the policy maker gathering information), dissemination (the policy maker broadcasting information) and two-way dialog between the policy maker and citizens over these platforms. The idea is to connect both the policy makers and the citizens. In fact social media is a mass medium and it’s difficult to sieve through multitudes of comments to get to the crux of a debate. The authors’ approach to address this is to use automatic analysis components to summarise and categorize text. To be able to place successful tools that can be used in the policy maker’s everyday life within the design process is important. This paper describes the phase of combining the policy makers’ requirements with the technical feasibility to develop a software prototype, where the analysis tools can be validated within the domain of policy makers and policymaking. This paper sets up the environment for evaluating this approach and to address the question of usefulness with respect to a dialogue with citizen
Paradox of proximity – trust and provenance within the context of social networks and policy
With social networks evolving and integrating within traditional policy domains, the question arises - do we have in our hands a tool for genuine participation, transparency and dialogue, or are the concerns surrounding privacy, trust, provenance and localization still haunting and shaping the arena? In this paper, we discuss this very question via the illustrative lens of the WeGov Project. We start by providing a critical rethinking of e-governance within the context of social media. We then move onto an in depth look at the WeGov project, its toolkit, end-user engagement strategies and methodologies. Finally we draw from our findings some critical insights into the impacts on and implications of such technologies for the policy-making environment. We conclude with a set of recommendations for future work in this area as well as a summary of key lessons learnt within this innovative initiativ
Educación Artística Comunitaria en Finlandia: entrevista a Timo Jokela
Este artículo presenta un estudio sobre la educación artística comunitaria en la Universidad de Laponia en Finlandia. En primer lugar se analizan las líneas principales de este modelo formativo y de su plan de estudios. En segundo lugar se presenta una entrevista con Timo Jokela, Decano de la Facultad de Arte y Diseño de la Universidad de Laponia y director del Departamento de Educación Artística en esa misma Facultad. En la entrevista Timo Jokela habla de las relaciones entre arte, medio ambiente, comunidad y educación partiendo de su propia experiencia como artista y centrado en el contexto finlandés. También sobre los aspectos sociales, culturales, artísticos y educativos que están implícitos en el modelo de educación artística comunitaria que se pone en práctica, como itinerario formativo, en la Universidad de Laponia.
This article presents a study on community-based art education at the University of Lapland in Finland. First, the main guidelines of this training model and its curriculum are analysed. Second, the author includes an interview with Timo Jokela, Dean of the Faculty of Art and Design of The University of Lapland in Finland and Director of the Department of Art Education at the same faculty. In the interview Timo Jokela draws upon his own experience as an artist in Finland to talk about the relationships between art, the environment, community and education. He also talks about the social, cultural, artistic and educational aspects, which are central to the community-based art education scheme in place at The University of Lapland
