POLITIK ANGGARAN EKSEKUTIF DAN LEGISLATIF PADA PEMBAHASAN APBD KABUPATEN BURU SELATAN 2015
ABSTRAK Untuk menjawab permasalahan tersebut maka harus dilakukan analisis secara komprehensif untuk menemukan fakta-fakta yang terjadi di lapangan. Sehingga metode yang digunakan dalam penelitian ini adalah Deskriptif kualitatif. Studi deskriptif kualitatif ini berfungsi untuk menjelaskan dan membaca pola relasi antara eksekutif dan legislatif dalam melakukan tahapan-tahapan pembahasan APBD. Teknik pengumpulan data yang digunakan ada beberapa yaitu observasi, wawancara, dokumentasi dan menggunakan bahan-bahan yang terkait. Pendekatan yang digunakan yaitu data primer dan sekunder. Sumber data primer adalah sumber data yang diperoleh langsung dari responden atau objek yang diteliti, sedangkan sumber data sekunder adalah sumber data yang diperoleh melalui dokumen-dokumen tertulis, arsip maupun yang lainnya pada instansi atau lembaga yang berhubungan dengan penelitian. Dalam menentukan hasil penelitian tentang pola relasi yang terjadi maka menggunakan teori pola interkasi dalam kekuasaan model stone yang yaitu Model interaksi Decisional, model interkasi Anticipated Reaction, Interaksi Nondecisional Making, Interaksi Sytemic. Dan teori model ROCCIPI (Rule, Capacity, Comunication, interest, process, ideologi). Kata Kunci: Relasi Eksekutif-Legislatif, Legislasi Daera
Pola Relasi Eksekutif Dan Legislatif Pada Penyusunan Legislasi Daerah (Studi Di Pembahasan APBD Kabupaten Buru Selatan 2015)
Pembahasan APBD merupakan proses yang sangat kompleks. Hal ini Nampak meski telah ada aturan yang mengatur tentang mekanisme pembahasan anggaran namun tetap saja di dalamnya sarat dengan pola relasi kepentingan para elit Eksekuti dan Legislatif. oleh karenya menjadi penting untuk dilakukan studi tentang (1) pola relasi Eksekutif dan Legislatif pada proses pembuatan APBD Kabupaten Buru Selatan. (2) Faktor-faktor apa saja yang mempengaruhi Pola Relasi Eksekutif dan Legislatif pada pembahasan APBD Kabupaten Buru Selatan Tahun 2015 oleh karenya menjadi penting untuk dilakukan studi tentang (1) pola relasi Eksekutif dan Legislatif pada proses pembuatan APBD Kabupaten Buru Selatan. (2) Faktor-faktor apa saja yang mempengaruhi Pola Relasi Eksekutif dan Legislatif pada pembahasan APBD Kabupaten Buru Selatan Tahun 2015. Untuk menjawab permasalahan tersebut maka harus dilakukan analisis secara komprehensif untuk menemukan fakta-fakta yang terjadi di lapangan. Sehingga metode yang digunakan dalam penelitian ini adalah Deskriptif kualitatif. Dalam menentukan hasil penelitian tentang pola relasi yang terjadi maka menggunakan teori pola interkasi dalam kekuasaan model stone yang yaitu Model interaksi Decisional, model interkasi Anticipated Reaction, Interaksi Nondecisional Making, Interaksi Sytemic. Dan teori model ROCCIPI (Rule, Capacity, Comunication, interest, process, ideologi). Berdasarkan Deskripsi temuan hasil penelitian dan hasil analisis dapat disimpulkan bahwa pola relasi Eksekutif dan Legislatif pada Pembahasan APBD Tahun 2015 sebagai berikut: Pertama, ditemukan tiga pola interaksi eksekutif dan legislatif yaitu akomondasi, dominasi, dan kompromi namun di antara ketiga pola interaksi dari keseluruhan pembahasan kebijakan anggaran ditemukan adanya proses pola yang lebih mendominasi. Kedua, Pola Interaksi Decesional Yaitu Pola pertentangan yang berlangsung pada perumusan (KUA) dan (PPAS) sehingga mengakibatkan keterlamabatan penetapan APBD, pola interakasi kekuasaan yang terjadi tawar menawar (barganing) untuk melakukan pertukaran kepentingan legislatif kepada Eksekutif yang tidak diakomodir Pada (RKA) SKPD.Ketiga, pola interkasi Anticipated Reaction yaitu Pemerintah Kabupaten Buru Selatan menerima kepentingan DPRD yang mejadi rekomendasi Reses untuk menjaga kestabilan pembahasan APBD Tahun 2015
DINAMIKA PERENCANAAN ANGGARAN PADA ANGGARAN PENDAPATAN BELANJA DAERAH (APBD) BURU SELATAN
Abstrak. Penelitian ini bertujuan untuk mengetahui dinamika perumusan APBD Buru Selatan. Rencana anggaran merupakan cara untuk memperdiksi perencanaan pembangunan satu tahun ke depan yang mencakup pendapatan, pengeluaran serta pembiayaan. Perencanaan anggaran merupakan tahapan yang sangat penting karena anggaran yang tepat sasaran akan berpengaruh pada indeks pembangunan daerah. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan menggunakan instrument wawancara serta dokumentasi. Pendekatan yang digunakan langsung dari responden atau objek yang diteliti, sedangkan sumber data adalah sumber data yang diperoleh melalui dokumen-dokumen tertulis yaitu Kebijakan Umum Anggaran-Platfom Prioritas Anggaran Sementara (KUA-PPAS), Rencana Kebijakan Anggaran-Satuan Kerja Perangkat Daerah (RKA-SKPD), Anggaran Pendapatan Belanja Daerah (APBD) Buru Selatan, dokumen pandangan fraksi Dewan Perwakilan Rakyat Daerah mapun instansi atau lembaga yang berhubungan dengan penelitian. Analisis permasalahan pada penelitian ini menggunakan konsep proses legislasi daerah, konsep perencanaan anggaran serta konsep tahapan-tahapan anggaran. Pendekatan penelitian menggunakan teori model ROCCIPI (Rule, Capacity, Comunication, Interest, Ideologi).Kata kunci: dinamika anggaran; perumusan, APBD Buru Selatan

The Effectiveness of Employee Service Effectiveness of PT ASDP Ferry Bastiong Ternate in 2017 is still inadequate. This is because there is still a lack of technical apparatus in field apparatus in providing an understanding of the effective model of accountable and prompt servants in responding to problems occurring at the port of PT ASDP Bastion Ternate . Therefore, innovation has been done by P.T ASDP Ferry Bastion in Ternate in striving for the achievement of service success on the aspect of public port governance. One of them establishes cooperation with several agencies and to address the passenger safety issues that continue to be experienced by other transport models at the crash point in the town ofTernate. To answer these problems it must be analyzed comprehensively to find facts that occur in the field. So the method used in this study is descriptive qualitative. This qualitative descriptive study serves to explain and read the model of effective service on the port of PT ASDP Bastiong. Data collection techniques used there are some of the observations, interviews, documentation and use of related materials. The approach used is primary and secondary data Primary data source is a source of data obtained directly from the respondent or object studied, while the secondary data source is the source of data obtained through written documents, archives and others at the agency or institution related to the research. In determining the results of research on the pattern of relationships that occur then the theory used is a model of effectiveness measurement using Open Systems Perspective approach presented by Richard M. Steers which is divided into indicators of organizational management, environmental characteristics, characteristics of workers and management practices
Model Penyaluran Bantuan Langsung Tunai Pada Masa Covid-19 Melalui Dana Desa Waeheru Kota Ambon
Covid-19 yang mewabah dapat menyebabkan hilangnya pekerjaan dan sumber ekonomi masyarakat menjadi terburuk dan membutuhkan intervensi dalam bentuk bantuan social kepada masyarakat terdampak Covid-19. Permasalahan tersebut sehingga tujuan dilakukan penelitian adalah mengetahui model penyeluran bantuan sosial kepada masyarakat pada masa Covid-19. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan melakukan wawancara secara langsung dengan Pemerintah Desa, masyarakat penerima bantuan sosial dan melakukan analisis data sekunder. Adapun hasil temuan penelitian adalah prosedur penyaluran bantuan sosial kepada masyarakat adalah (1). Pemerintah desa berdasarkan data kependudukan masyarakat waeheru sebagai data awal kemudian pemerintah desa melakukan validasi data penerima bantuan. (2). Bagi masyarat yang menerima bantuan sosial melalui skema Dana Desa (DD) untuk dapat membukan rekening Bank Rakyat Indonesia untuk dapat diterima. Peran Ombudsman Sebagai Lembaga Pengawasan Pelayanan Publik Di Kabupaten Halmahera Selatan Provinsi Maluku Utara
This research was conducted by looking at the condition of public service in South Halmahera Regency which always expands various problems both public services, public goods and public administration, besides that the role of the ombudsman as an oversight agency for public services is also still weak. Therefore, the task and authority of the Ombudsman in South Halmahera Regency is a study in order to address the existing maladministration issues. This study aims to determine the North Maluku Ombudsman in carrying out its role as a public service supervision institution in South Halmahera Regency, then to examine what are the determinant factors of the North Maluku Ombudsman in carrying out its role as a supervisor in South Halmahera Regency. This research uses a qualitative approach to the type of case study (case study). Data used through observation, interviews and documentation. The results showed that the role of ombudsmna in South Halmahera Regency was not maximal, as seen from the process and stages of receiving reports, clarification, infestigation, mediation and recommendations, then the low level of innovation carried out, both socialization, cooperation, then its human resources, supporting facilities, budget and knowledge Public
THE SCHEME OF CASH TRANSFER DISTRIBUTION DURING THE COVID-19 PERIOD THROUGH THE WAEHERU VILLAGE FUND, CITY OF AMBON
The Covid-19 outbreak has caused the loss of jobs and sources of income for the community to become the worst so that intervention is needed in the form of social aid to communities affected by Covid-19. Because of these problems, the purpose of this research is to find out the scheme for distributing social aid in the form of cash transfer to the community during the Covid-19 period. The research method used is descriptive qualitative by conducting direct interviews with the village government, the community receiving cash transfer, and conducting secondary data analysis. The research findings reveal that the procedure for distributing cash transfer to the community are (1) the village government records the residents of the Waeheru community as initial data then validates the recipient data (2) for those who receive cash transfer through the Village Fund (DD) scheme, they must have Bank Rakyat Indonesia account to be able to receive the funds, (3) The process of receiving cash transfer is through the stages of planning, implementation, administration, reporting to the level of accountability in a transparent manner to the village government, community, and Village Consultative Board (Badan Permusyawaratan Desa ―BPD)

PERFORMANCE OF INSPECTORATE IN SUPERVISION OF GOVERNMENT ADMINISTRATION IN BURU SELATAN REGENCY
This article investigated Performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. The type of study used was descriptive research. This would provide a factual depiction regarding the application of Inspectorate function of Buru Selatan Regency. This study aimed to analyze the performance of the Inspectorate in Supervision of Government Administration in Buru Selatan Regency. This study suggested that the application of supervision either perceived from the inspection, examination to investigation, in fact it had not been effectively worked due to the fact that inaccuracy in supervising and inaccurate aberration data were discovered for apparatus inspector in the office of Inspectorate. The factors affecting the performance of inspection function for government administration in Buru Selatan regency included the skilled apparatus officers having knowledge in the field of work of which they should tackle and facilities and infrastructure assisting the performance of inspection performed by the Inspectorate Office in Buru Selatan regency. The result suggested that the knowledge in the field of work was still low. It was suggested to implement the inspection planning functions for the purpose of supporting the speed in collecting data and accurate data/information presentation to date will support the reporting of any aberration arising in regional government administration, engage the officers in Human Resources development and the fulfillment of supporting facilitates and infrastructure
