Short-Time Compensation and Establishment Exit: An Empirical Analysis with French Data
No full textAccording to the French law, the short-time compensation (STC) program aims at avoiding redundancies during short-term downturns. Even if it does not shield establishments from redundancies (Calavrezo, Duhautois and Walkowiak, 2009a), STC can preserve an establishment's survival. This paper studies the relationship between STC and establishment exit over the period 2000-2005. We merge six data sets and we test the relationship between STC and establishment exit with propensity score matching techniques. Our results show that, on average, the year after establishments implement STC, they exit the market more intensely than establishments that do not use the program.short-time compensation, establishment exit, selection bias, propensity score matching

Studies in the field of economics have suggested that the organisation of work is changing as greater use is being made of technologies and human capital. Here we show how these concurrent developments involve all categories of workers. As increasing use is being made of the latest technologies and human capital, the methods of work used by the various categories of workers are tending to become more uniform. On the other hand, relational skills are more closely correlated with the modern forms of organisation than technical skills. It was therefore proposed to analyse how work is organised, focusing on changes in the firms' social capital rather than on technological change. The tests used for this purpose were based on the "employees" part of the survey carried out in France by the Dares (The French directorate for decision-makingLes recherches économiques suggèrent que l'organisation du travail évolue avec l'usage des technologies et le capital humain. Nous montrons comment cette coévolution concerne toutes les catégories de salariés. Ainsi, avec l'essor de l'usage des technologies et du capital humain, les méthodes de travail des différentes catégories de salariés tendent à s'uniformiser. Par ailleurs, les compétences relationnelles apparaissent plus liées que les compétences techniques aux formes modernes d'organisation. Nous proposons alors d'analyser l'organisation du travail en privilégiant les changements dans le capital social de l'entreprise plutôt que les transformations technologiques. Nos tests s'appuient sur le volet « salariés » de l'enquête menée en 1 997 sur les Changements organisationnels et l'informatisation, par la Dares (Direction de l'animation de la recherche et de la statistique).Walkowiak Emmanuelle.
