When development meets culture : the contribution of Celso Furtado in the 1970s
Get PDFThe article assesses the work of Celso Furtado (1920-2004) in the 1970s, when the author promotes an ambitious attempt to redefine the field of development economics. Furtado's works have recently been revisited by several authors, including in the field of history of economic thought. The text is devoted to explore how the author challenges development theory’s perceived failure to explain the reality of underdeveloped nations in the late 1970s by expanding the scope of analysis and giving culture a pivotal role in the dynamics of development and underdevelopment. This theoretical movement happens at the time in which development economics begins to drift out of the mainstream of economic theory. Hence, unlike the concept of underdevelopment introduced in the 1950s, the discussion of creativity and dependence encounters an adverse intellectual landscape, even though it represents one of the author’s most original contributions.Celso Furtado, development, underdevelopment, creativity, culture.

No full textBorn in 1920, Celso Furtado is certainly among the main Brazilian social thinkers and his relevance goes beyond national borders. For over 50 years he has written on various subjects; addressed the political, economic, cultural, bureaucratic, etc. dimensions of Brazilian society and state; he´s participated in important political events in the country's history and has notable participation in international organizations. Author of a vast and profound work, Furtado left a relevant legacy to Brazilian social and political thought, as well as leaving open paths for further investigations on Brazil. The wealth of enterprises like these, of joining several articles about an author and his work, is precisely in the possibility of expanding the range of views and perspectives on the themes, objects and problems treated by a great thinker like Celso Furtado.

Ao longo de mais de 50 anos escreveu sobre temas variados; abordou as dimensões políticas, econômicas, culturais, burocráticas etc., da sociedade e do Estado brasileiro; participou de eventos políticos importantes da história do país e teve destacadas participações em organizações internacionais. Autor de obra vasta e profunda, Furtado deixou um legado relevante para o pensamento social e político brasileiro, assim como deixou pistas abertas para o prosseguimento de investigações sobre o Brasil. A riqueza de empreendimentos como esses, de junção de diversos artigos sobre um autor e sua obra está, justamente, na possibilidade de ampliar o leque de olhares e perspectivas sobre os temas, objetos e problemas tratados por um pensador de grande envergadura como Celso Furtado.

No full textA Economia Política de Celso Furtado prima pelo exame sistemático e pela crítica implacável dos problemas concretos enfrentados pelas sociedades na periferia do sistema capitalista mundial. À luz da História, que localiza no espaço e no tempo as especificidades das formações sócio-econômicas, e de uma perspectiva de estrutura, que proporciona a apreensão do todo, Furtado compreende o desenvolvimento econômico como parte de um processo de transformações qualitativas que harmonizam as necessidades do conjunto da população às possibilidades materiais nacionais. Posta a problemática do desenvolvimento e seus dilemas, Furtado vai ampliar os horizontes de reflexão ao associar o subdesenvolvimento ao sistema de valores culturais que orientam a conduta dos homens frente ao leque de opções determinado pelo contexto histórico. Este estudo objetivou problematizar a dimensão cultural como um determinante direto do subdesenvolvimento, tendo como pilar teórico as reflexões de Celso Furtado. Além da leitura rigorosa dos textos fundamentais do autor, foi selecionada uma literatura de apoio sobre sua economia política como procedimento metodológico. Concluiu-se que o estudo do pensamento de Furtado sob o prisma da cultura, pode revelar-se profícuo à compreensão e à superação de problemas fundamentais da sociedade brasileiraCelso Furtado\u27s Political Economy distinguishes itself by the systematic examination and relentless criticism of the concrete issues faced by the societies in the periphery of the global capitalism. In light of history that places in space and time the specifications of the socioeconomic formations and from a structural perspective, which provides an complete apprehension, Furtado understands the economic development as part of a process of qualitative transformations that harmonizes the needs of the entire population to the national material possibilities. Putting the problem of underdevelopment and its dilemma, Furtado will broaden the horizons of reflection by associating the underdevelopment to the system of cultural values that guide men\u27s conducts in face of the range of options determined by the historical context. This study aimed to problematize the cultural dimension as a direct determinant of underdevelopment, using as theoretical pillar the reflections of Celso Furtado. In addition to the vigorous reading of the essential texts of the author, it was selected a support literature about Political Economy as the methodological procedure. No full textThis research addresses a series of projects built by the engineering company "AFA Consult" through the testimony of one of its engineers, Rui Furtado, who is also a professor of structures at the Universidade Lusófona do Porto, where the author was a student of his. The chosen projects follow the storyline of being built using a mixed structure of steel and concrete. The research presents, first, a series of case studies with mixed structural solutions for different architectural spaces. The article then focuses on the testimony of Rui Furtado through an interview that delves into the figure of Paulo Mendes da Rocha, following the thread of the Car Museum in Lisbon, one of the case studies with a mixed structure chosen. In addition, the professional relationship between Paulo and Rui is explored through the exhibition currently on view at Casa da Arquitectura (Porto), "Paulo, beyond drawing", of which Rui Furtado is the curator. Thus, the path is traced towards reconciling conclusions between the worlds of architecture and engineering, with humanism as the protagonist.La presente investigación aborda una serie de proyectos construidos por la empresa de ingeniería “AFA Consult” a través del testimonio de uno de sus ingenieros, Rui Furtado, que además es profesor de estructuras en la Universidade Lusófona do Porto, donde el autor fue alumno suyo. Los proyectos escogidos siguien la linea argumental de estar construidos mediante una estructura mixta de acero y hormigón. La investigación presenta, primeramente, una serie de casos de estudio con soluciones estructurales mixtas para diferentes espacios arquitectónicos. El artículo, posteriormente, se centra en el testimonio de Rui Furtado mediante una entrevista que profundiza en la figura de Paulo Mendes da Rocha, siguiendo el hilo del Museo de los Coches en Lisboa, uno de los casos de estudio con estructura mixta escogidos. Además, se explora la relación profesional entre Paulo y Rui mediante la exposición que actualmente puede verse en Casa da Arquitectura (Oporto), “Paulo, más allá del dibujo”, de la que Rui Furtado es comisario. Celso Furtado, the Coup of 1964 and the Military Dictatorship
No full textO artigo discute a interpretação de Celso Furtado sobre o Golpe Civil-militar de 1964 e os reflexos dos governos militares para a sociedade brasileira. Por meio de recursos filológicos, o trabalho analisa um conjunto de textos produzidos entre 1962 e 2004, a partir de três perspectivas: (a) a ruptura política como um desdobramento do subdesenvolvimento; (b) as implicações do processo de globalização e a influência da hegemonia externa na política do Brasil e seus desdobramentos; e (c) os desajustes estruturais entre o Centro-Sul e o Nordeste. Por fim, o artigo insere Furtado como um autor importante para o debate historiográfico relacionado à Ditadura Civil-militar.T his paper addresses the Celso Furtado’s interpretation of the 1964 Brazilian Coup and the effects related to military governments in Brazil. Using philological methods, this study discusses the work of Furtado, written between 1962 and 2004, considering three approaches: (a) the political rupture as an outgrowth of under deve lopment ; (b) the effect s of the globalization processes and t he role of a hegemonic external government for the Brazilian policy; and (c) the structural maladjustments among the Brazilian Center-South and Northeast. At the end, this paper also proposes that Furtado is an important author to be considered for the historiographic debate related to Militar y Dictatorship
O pensamento político na obra de Celso Furtado
No full textO objetivo desta Dissertação de Mestrado é estudar a relação entre a trajetória intelectual e a
prática política de Celso Furtado e sua influência no âmbito político brasileiro. O estudo
buscou responder a dois problemas centrais de pesquisa: 1) Poder-se-ia incluir a obra literária
de Furtado nos estudos de Ciência Política e o seu conseqüente poder indutivo de produzir
efeitos transformadores na história política brasileira? 2) Quais os conflitos e contradições
entre o âmbito teórico do historiador, economista e acadêmico e o prático político de Celso
Furtado? Quanto à abordagem na análise e interpretação dos dados, esta pesquisa é
considerada do tipo qualitativa, tratando-se de um estudo de natureza teórico e empírico.
Conclui-se que se pode incluir a obra literária de Celso Furtado nos estudos de Ciência
Política e que ela produziu efeitos transformadores na história política brasileira,
principalmente na ação planejadora do Estado, no aperfeiçoamento das instituições
democráticas, na defesa do Estado-Nação e do mercado interno brasileiro e na necessidade de
uma distribuição de renda mais igualitária. Verificaram-se vários conflitos e contradições
entre o intelectual e o prático político de Celso Furtado. Mas todas as contradições de Celso
Furtado podem ser qualificadas em instâncias puramente intelectuais, pois o autor acreditava
na possibilidade de uma ação intelectual que levasse em conta a ruptura epistemológica entre
conhecimento científico e conhecimento ideológico . Por outro lado, tornou-se difícil, senão
impossível, enquadrar o posicionamento político de Furtado dentro dos requisitos
estabelecidos por Sartre, Bobbio, Gramsci e Said, sem que isso resultasse num reducionismo,
podendo, inclusive, essa atitude ser considerada uma falta de respeito à trajetória intelectual e
política do autor estudadoThe objective of this Dissertation of Master's degree is to study the relationship between the
intellectual path and Celso Furtado political practice and his influence in the Brazilian
political extent. The study looked for to answer to two central problems of research: 1) could
Furtado's literary work be included in the studies of Political Science and his/her consequent
one to can inductive of producing effects transformers in the Brazilian political history? 2)
which the conflicts and contradictions among the historian's theoretical extent, economist and
academic and Celso Furtado practical politician? As for the approach in the analysis and
interpretation of the data, this research is considered of the type qualitative, being treated of a
theoretical and empiric nature study. It is ended that can include Celso Furtado literary work
in the studies of Political Science and that she produced effects transformers in the Brazilian
political history, mainly in the action planner of the State, in the improvement of the
democratic institutions, in the defense of the State-nation and of the Brazilian internal market
and in the need of a distribution of more equalitarian income. Several conflicts and
contradictions were verified between the intellectual and Celso Furtado practical politician.
But all of Celso Furtado contradictions can be qualified in instances purely intellectuals,
because the author believed in the possibility of an intellectual action that took into account
the "rupture epistemological between scientific knowledge and ideological knowledge". on
the other hand, he became difficult, or else impossible, to frame Furtado's political positioning
inside of the established requirements for Sartre, Bobbio, Gramsci and Said, without that
resulted in a reductionism, being able to, besides, that attitude to be considered a respect lack
to the studied author's intellectual and political pat
O enfoque transdisciplinar de Celso Furtado acerca do desenvolvimento econômico
Get PDFThe main objective of this work is to bring a different perspective from thatpresented in previous works on the “development process” in Furtado’s thought. In line withhis methodological writings, we argue that Furtado extrapolated, in his formulation of the“development process”, the limits of economic science, thus diverging from conventionaleconomic growth models. Furthermore, we emphasize that the referred author managed tocombine, in a creative manner, different aspects of the previous formulations on economicdevelopment.
JEL Classification: B30; O10.O objetivo principal deste trabalho é trazer uma visão diferente da exposta emtrabalhos anteriores que abordaram o “processo de desenvolvimento” na obra de Furtado.Em consonância com seus escritos metodológicos, argumentamos que Furtado extrapolou,em sua formulação do “processo de desenvolvimento”, os limites da ciência econômica,divergindo, desse modo, dos modelos de crescimento econômico convencionais. Alémdisso, destacamos que o referido autor conseguiu combinar, de maneira criativa, diferentesaspectos das formulações precedentes sobre o desenvolvimento econômico.
