    Renewing Local Planning to Face Climate Change in the Tropics

    This book aims to inspire decision makers and practitioners to change their approach to climate planning in the tropics through the application of modern technologies for characterizing local climate and tracking vulnerability and risk, and using decision-making tools. Drawing on 16 case studies conducted mainly in the Caribbean, Central America, Western and Eastern Africa, and South East Asia it is shown how successful integration of traditional and modern knowledge can enhance disaster risk reduction and adaptation to climate change in the tropics. The case studies encompass both rural and urban settings and cover different scales: rural communities, cities, and regions. In addition, the book looks to the future of planning by addressing topics of major importance, including residual risk integration in local development plans, damage insurance and the potential role of climate vulnerability reduction credits. In many regions of the tropics, climate planning is growing but has still very low quality. This book identifies the weaknesses and proposes effective solutions

    Risk-Informed Sustainable Development in the Rural Tropics

    Many people live in rural areas in tropical regions. Rural development is not merely a contribution to the growth of individual countries. It can be a way to reduce poverty and to increase access to water, health care, and education. Sustainable rural development can also help stop deforestation and reduce live-stock, which generate most of the greenhouse gas emissions. However, eorts to achieve a sustainable rural development are often thwarted by oods, drought, heat waves, and hurricanes, which local communities are not very prepared to tackle. Agricultural practices and local planning are still not very risk-informed. These deciencies are particularly acute in tropical regions, where many Least Developed Countries are located and where there is, however, great potential for rural development. This Special Issue contains 22 studies on best practices for risk awareness; on local risk reduction; on several cases of soil depletion, water pollution, and sustainable access to safe water; and on agronomy, earth sciences, ecology, economy, environmental engineering, geomatics, materials science, and spatial and regional planning in 12 tropical countries

    Renewing climate planning locally in the tropics: Conclusions

    In the Tropics, a significant increase in the number of cities provided with climate plans by 2020, as announced in the 11th Sustainable development goalof the United Nations, requires an unprecedented effort. To achieve it, we have to simplify the planning process and improve the quality of the plans. The aim of this book was to collect methods and experiences to inspire the simplification of the planning process and increase the quality of climate planning. We focused attention on the three critical phases of the planning process: analysis, decision making in planning, climate measures. Sixteen case studies from Ethiopia, Haiti, Malawi, Mexico, Niger, Senegal, Tanzania and Thailand cover automatic weather stations in remote areas, rainfall estimation gridded datasets, open data for vulnerability index to climate change, early warning systems, quality of climate plans index, multi-risk local assessment, flooding risk evaluation method, backcasting, spatial dimension in disaster risk reduction and resilience, gasification stoves, index-based insurance and vulnerability risk credit. After indicating the possible analyses, 19 recommendations were supplied to the United Nations SDGs monitoring system, the national weather services and those responsible for natural risks, to the Development banks, Official development aid and the research institutions

    The added value of the process in climate services co-production: Lessons from Niger

    Climate services are recognized as an essential tool for sustainable development in strategic and climate-sensitive sectors. In developing countries, particularly in Africa, the literature offers successful examples of application, especially in the agricultural sector, which is dramatically sensitive to climate variability and change. While, initially, particular emphasis was placed on the outcomes of these services and the benefits they provide to users, several authors, more recently, have focused their attention on the process. A climate service is understood as a cyclical process in which the different actors interact, exchange knowledge, and establish relationships and mutual trust. This co-production process serves primarily to bridge the gap between science and society and is particularly appropriate for developing countries. Several authors claim the benefit of the co-production process improving the service usability, but rarely the intrinsic value of the process is recognized. This study aims to describe the process and document its added value using the example of Niger as a case study, where two services addressing drought and floods have recently been developed, tested, and operationalized. This experience allows for inferring lessons that can be useful for researchers and practitioners in developed and developing contexts. The value of the collaboration between different disciplines (transdisciplinarity) and roles (complementarity), and the iterative and interactive learning process emerge as key elements allowing a continuous improvement of the services and the strengthened relationship among actors. The results of this process, albeit qualitatively described in the paper, could guide researchers and practitioners in adopting such an approach and could represent a tangible example for funders and policymakers of the process’s added value. Nevertheless, the article recognizes the need to develop a methodological framework for quali/quantitatively assessing the added value of the co-production process and suggests four dimensions to be considered in further research. Finally, the paper recommends the capitalization of pilot experiences through the national and global frameworks for climate services

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Tracking climate change vulnerability at municipal level in rural Haiti using open data

    In least developed tropical countries, vulnerability to climate change (CC) at local scale follows an indicator-based approach and uses information gathered mainly through household surveys or focus groups. Conceived in this way, the vulnerability assessment is rarely repeatable in time, cannot be compared with those carried out in other contexts and usually has low spatial coverage. The growing availability of open source information at municipal level, routinely col-lected, now allows us to switch to vulnerability tracking (continuous, low cost, consistent with global monitoring systems). The aim of this chapter is to propose and verify the applicability of a VICC-Vulnerability Index to Climate Change on a municipal scale for Haiti. The chapter identifies open source information on na-tional, departmental and municipal scale, selects the information on a municipal scale on the basis of quality, identifies the indicators, evaluates the robustness of the index and measures it. The index consists of 10 indicators created using infor-mation relating to monthly precipitations, population density, flood prone areas, crop deficit, farmers for self-consumption, rural accessibility, local plans for CC adaptation, irrigated agriculture and cholera incidence. This information is gath-ered for the 125 mainly rural municipalities of Haiti.
