"Empieza esta Biblioteca con tres piezas inéditas de bastante importancia. Las dos primeras se hallaban por ahí en poder de particulares y vinieron, hace poco tiempo, á dar á nuestras manos ; la última estaba en la Biblioteca Nacional, olvidada y desconocida. Bajo el título común de Patria Boba hemos comprendido los tres códices, bien que el primero sea en algo anterior á la época que se conoce con tal nombre y que no aceptemos como enteramente justo ese epíteto aplicado á los primeros días de la independencia. Quizás, en puridad de justicia, tal mote pudiera darse con mayor propiedad á los días coloniales que á los momentos de ese grandiosa aurora. Patria Boba llamaron nuestros historiadores á los días que siguieron al 20 de julio. Cierto es que los padres de nuestra independencia procedieron en muchos asuntos con demasiada candidez, que se pusieron á discutir rivalidades parroquiales, asuntos de heráldica, títulos y detalles gubernamentales, antes que tratar de defender y conservar, con toda actividad y energía, esa libertad que acababan de conquistar en un ímpetu de dignidad y valor... El primer trabajo, el diario de Vargas Jurado, se advierte la obra de un hombre sencillo, de bello carácter, bueno y sincero. Nos relata él, día por día, esos últimos años del siglo XVIII, en que el virreinato llegó á su apogeo... Algo semejante podemos decir del memorial de José María Caballero, que forma la segunda parte de este libro. La epopeya de nuestra independencia, los días pavorosos de Morillo, figuran en todos nuestros manuales de historia, pero quizás en ningún escrito se les ve con mayor claridad y con tánta riqueza de detalles, como en este memorándum, donde el patriota santafereño anota los cotidianos sucesos. El es testigo presencial y actor de muchos de ellos... El poema de Torres y Peña es de un sabor opuesto al diario de que acabamos de hablar. Torres y Peña, si bien no improbó la revolución en los primeros días, una vez que formó en el colegio electoral del año once, se opuso luégo á la declaratoria de independencia absoluta y se declaró defensor fervoroso de Fernando VII y enemigo implacable de Nariño, de Bolívar y de Santander. Gender and generation in native title
While gender and age are often noted as being important dimensions of Indigenous leadership and governance, they have rarely been examined in detail. This paper focuses specifically on the gender and age of directors on the boards of prescribed bodies corporate (PBCs), the corporations established to hold and/or manage native title rights and interests.
A predominant view persists of Aboriginal and Torres Strait Islander women as excluded or marginalised in native title. Statistical data for the year 2011–12 reveals, however, that women’s representation on PBC boards is higher than that found in mainstream sectors, while the literature reveals a complex picture of cultural, historical, demographic, institutional and intercultural factors that influence men’s and women’s participation and power in the native title arena.
A key generational concern is the relatively low number of older people and the growing number of young people in the Aboriginal and Torres Strait Islander population. Viewed in relation to the Aboriginal and Torres Strait Islander population and projected changes, the pool of potential PBC directors looks likely to grow in coming years. This paper argues that, as an increasingly significant sector, PBCs have the potential to both contribute to and benefit from the strengthening of community capacity but this potential will not be realised until the constraints on the capacity of PBCs to meet their statutory obligations and pursue native title holder aspirations are addressed.

Building audiences: Aboriginal and Torres Strait Islander arts
Building Audiences examines the barriers to and the strategies for increasing audiences in the Aboriginal and Torres Strait Islander arts sector. This research investigates the attitudes, beliefs and behaviours of current and potential audiences.
What is in the report?
The findings reveal the key barriers facing audience attendance include:
uncertainty about how to behave at cultural events and fear of offending
lack of awareness with audiences not actively seeking information about Indigenous arts
and outdated perceptions of the sector – that it is only perceived as ‘serious or educational’.
Building Audiences also considered several strategies to build audiences for Indigenous arts:
providing skills development, advice and resourcing to Indigenous practitioners within the arts sector;
increasing representation of Indigenous artists in the main programing of arts companies by including more Indigenous people in decision making roles;
promoting relationships between Indigenous arts and non-Indigenous companies to present their work to wider audiences;
introducing children and young people to Indigenous arts through schools and extracurricular activities;
allowing audiences to feel comfortable engaging by creating accessible experiences;
implementing long-term strategies to change negative perceptions of Indigenous arts.

Modelo de gestión para la administración de la Universidad Luis Vargas Torres de Esmeraldas, Ecuador
The demands of globalization differentiated by a permanent and unthinkable change for higher
education institutions (IES), promotes the search for new management strategies; hence the classic
model of a normal and almost impassible university is not very convenient for HEIs apathetic to the
constant changes in social and scientific demands, some research agrees to assert that "no current
society is superior to its universities"; so it is clear that an important tool of the development and
progress of a society, is the university. From this perspective, it is considered that the success of
institutions is in their ability to discover new opportunities for development, so this research seeks a
first approximation to the possible challenges facing the Ecuadorian university facing the challenges
of today's society and the framework of constitutional rights in force, analyzes the different structural
changes that the Technical University Luis Vargas Torres de Esmeraldas (UTE-LVT) is immersed in, and it bases the same in the application of the Ecuadorian Constitution and the Organic Law of Higher
Education (LOES), using as methodology the tools and instruments applied in a management of
management by competences.As exigências da globalização diferenciada para uma mudança permanente e impensável para as
instituições de ensino superior (IES), promovem a busca de novas estratégias de gestão; daí o modelo
clássico de uma universidade típica e quase impassível não é muito conveniente para as IES serem
apáticas às constantes mudanças nas demandas sociais e científicas; algumas pesquisas concordam
em afirmar que "nenhuma sociedade atual é superior às suas universidades"; por isso é claro que uma
ferramenta importante do desenvolvimento e progresso de uma sociedade é a universidade. Nesta
perspectiva, considera-se que o sucesso das instituições está em sua capacidade de descobrir novas
oportunidades para o desenvolvimento, por isso esta pesquisa busca uma primeira aproximação aos
possíveis desafios que a universidade equatoriana enfrenta os desafios da sociedade de hoje e o quadro
dos direitos constitucionais em vigor, analisa os diferentes mudanças estruturais que a Universidade
Técnica Luis Vargas Torres de Esmeraldas (UTE-LVT) está imerso, e baseia-se na aplicação da
Constituição do Equador e da Lei Orgânica da Educação Superior (LOES) , utilizando como
metodologia as ferramentas e instrumentos aplicados em uma gestão de gestão por competências.Las exigencias de la globalización diferenciado por un cambio permanente e impensado para las instituciones de educación superior (IES), promueve la búsqueda de nuevas estrategias de administrar; de ahí que el modelo clásico de una universidad habitual y casi impasible no resulta muy conveniente para que las IES estén apáticas ante los cambios constantes de las demandas sociales y científicas; algunas investigaciones coinciden en aseverar que “ninguna sociedad actual es superior a sus universidades”; por lo que es evidente que una herramienta importante del desarrollo y el progreso de una sociedad, es la universidad. Desde esta perspectiva, se considera que el éxito de las instituciones está en su capacidad para descubrir nuevas oportunidades de desarrollo, por lo que esta investigación busca una primera aproximación a los posibles retos que enfrenta la universidad ecuatoriana frente a los desafíos de la sociedad actual y el marco de derechos constitucionales vigente, analiza los diferentes cambios estructurales que está inmersa la Universidad Técnica Luis Vargas Torres de Esmeraldas (UTE-LVT), y fundamenta la misma en la aplicación de la Constitución ecuatoriana y la Ley Orgánica de Educación Superior (LOES), utilizando como metodología las herramientas e instrumentos aplicados en una administración de gestión por competencias.
Análisis de la influencia del mindfulness en el estrés académico de estudiantes de la Carrera de Trabajo Social de La Universidad Técnica Luis Vargas Torres de Esmeraldas (UTLVTE) -Ecuador: un estudio Cuasi experimental
El estrés académico representa una problemática significativa en la educación superior en la actualidad. La presente investigación tuvo como objetivo evaluar la efectividad de un programa de Mindfulness en la reducción del estrés académico en estudiantes de la Escuela de Trabajo Social de la Universidad Técnica Luis Vargas Torres de Esmeraldas, a través de un diseño cuasi experimental con mediciones pre y post intervención. Se realizó bajo el paradigma cuantitativo con diseño cuasi experimental, la población estuvo conformada por los estudiantes del contexto mencionado y la muestra por 46 estudiantes que se dividieron en dos grupos de 23 cada uno (grupo control y cuasi experimental). La intervención consistió en un programa de 16 sesiones de Mindfulness adaptado al contexto universitario mencionado. Se realizaron mediciones pre y post intervención utilizando el Inventario de Estrés Académico (SISCO SV-21) y la Escala de Estresores Académicos (ECEA). Los resultados mostraron una reducción estadísticamente significativa en los niveles de estrés académico en el grupo experimental (p < 0.0001), con una disminución en la media de 63.52 (DT=11.587) en el pretest a 37.71 (DT=23.402) en el postest. A critical assessment of the theology of Camilo Torres in the light of Latin American theology : a theological paradigm for peace with justice for Colombia
The thesis aims to provide a critical assessment of Camilo Torres’ concept of efficacious love in the light of a hermeneutics and ethics of liberation, to contribute theoretically to theological reflection upon the mission of the Protestant and Roman Catholic churches in Colombia, and generally in Latin America. It proposes the thesis that the theology of Camilo Torres, viewed from the perspective of a hermeneutics and an ethics of liberation, can be foundational for seeking, constructing, and sustaining peace with justice in a context of oppression and violence.
Based on the theological analysis, the academic and spiritual motivation should respond to two fundamental questions in our academic inquiry: what foundation exists in Camilo Torres’ theology for the construction of a just, peaceful, liberative society and to enable proximity to the excluded, victimized, and poor population in Colombia to be achieved? And how can we as Christians respond to the grace of God in living efficaciously the values of the Kingdom of God, in order to bring structural changes in Colombia? The implications of the answers to those questions would result in the possibility to execute an integrating theological proposal for peace with justice for the church in Colombia.
In an interpretative mode, we consider critically the multidisciplinary interaction of some of the theological foundations of liberation theology. Our task consists in clarifying and constructing theological presuppositions for a dialectical examination of the historical and current situation in Colombia, viewed in the light of the internal problems and realities. Thus, it is our intention in order to attempt a significant interdisciplinary juncture, to examine and interpret such relevant concepts as efficacious love, faith with works, kenosis, hypostatic union, hermeneutics and ethics of liberation, social justice, personal and collective socio-political conversion, and a praxis of faith as the church’s mission in response to the Colombian context of poverty and violence
Reliability Analysis for Overturning and Sliding of Lacustrine Dikes: The Nezahualcoyotl's Dike Case
Before the year 1519, the Valley of Mexico was a closed basin and at the bottom of the valley, an extensive system of shallow lakes was formed. Within this lacustrine system, the capital of the Aztec empire, Tenochtitlan, was built. The Aztecs were known for their impressive constructions and complex hydraulic structures, of which the most impressive structure was the Nezahualcoyotl dike. This structure was constructed across Lake Texcoco. Its principal function was to protect the city of Tenochtitlan from high water levels at the lake. However, there is not enough information about the reliability of this dike. Mainly due to two reasons, today there are no remains left of the dike and most of the lacustrine system is drained. In this paper, we present a method to study the reliability of the Nezahualcoyotl dike under two failure modes, overturning and sliding. This is done by following up on the work presented by Torres-Alves & Morales-Nápoles (2020) where they developed a hydrological characterization of the lacustrine system and studied the dike under one failure mode, overflow.
