L\u27Affaire des Foulards--Discrimination, or the Price of a Secular Public Education System?
This Note examines the recent controversy over France\u27s ban against ostentatious religious symbols in public schools. The only ostentatious symbol targeted by the French government, however, has been the head scarves worn by Muslim schoolgirls. The author explores the roots of the current ban by examining France\u27s tradition of assimilation of immigrants and its constitutionally mandated secular public education system. The author also compares France\u27s interests in prohibiting head scarves with the Muslim students\u27 interests in practicing their religion. Finally, the author concludes that the French policy of banning head scarves from school is not only impractical, but likely a violation of both French and International law
Measurement of the branching fractions for B--> D(*)+pi(-)l(-)(nu)over-bar(l) and (B)over-bar(0)-> D-(*)0 pi(+)l(-)(nu)over-bar(l)
We report on a measurement of the branching fractions for B- --> D(*)+ pi(-)l(-)(nu) over bar (l) and (B) over bar (0) --> D-(*)0 pi(+)l(-)(nu) over bar (l) with 275 x 10(6) B (B) over bar events collected at the Y(4S) resonance with the Belle detector at KEKB. Events are tagged by fully reconstructing one of the B mesons in hadronic modes. We obtain B(B- --> D(+)pi(-)l(-)(nu) over bar (l)) = (0.54 +/- 0.07 (stat) +/- 0.07(syst) +/- 0.06(BR)) x 10(-2), B(B- --> D*+pi(-) l(-) (nu) over bar (l)) (0.67 +/- 0.11 (stat) +/- 0.09(syst) +/- 0.03(BR)) x 10(-2), B((B) over bar (0) --> D(0)pi(+)l(-) (nu) over bar (l)) = (0.33 +/- 0.06(stat) +/- 0.06(syst) +/- 0.03(BR)) x 10(-2), B((B) over bar (0) -->D(*0)pi(+)l(-)(nu) over bar (l)) = (0.65 +/- 0.12(stat) +/- 0.08(syst) +/- 0.05(BR)) x 10(-2), where the third error comes from the error on (B) over bar --> D((*))l(-)(nu) over bar (l) decays. A Multivariate Surface-Based Analysis of the Putamen in Premature Newborns: Regional Differences within the Ventral Striatum
Many children born preterm exhibit frontal executive dysfunction, behavioral problems including attentional deficit/hyperactivity disorder and attention related learning disabilities. Anomalies in regional specificity of cortico-striato-thalamo-cortical circuits may underlie deficits in these disorders. Nonspecific volumetric deficits of striatal structures have been documented in these subjects, but little is known about surface deformation in these structures. For the first time, here we found regional surface morphological differences in the preterm neonatal ventral striatum. We performed regional group comparisons of the surface anatomy of the striatum (putamen and globus pallidus) between 17 preterm and 19 term-born neonates at term-equivalent age. We reconstructed striatal surfaces from manually segmented brain magnetic resonance images and analyzed them using our in-house conformal mapping program. All surfaces were registered to a template with a new surface fluid registration method. Vertex-based statistical comparisons between the two groups were performed via four methods: univariate and multivariate tensor-based morphometry, the commonly used medial axis distance, and a combination of the last two statistics. We found statistically significant differences in regional morphology between the two groups that are consistent across statistics, but more extensive for multivariate measures. Differences were localized to the ventral aspect of the striatum. In particular, we found abnormalities in the preterm anterior/inferior putamen, which is interconnected with the medial orbital/prefrontal cortex and the midline thalamic nuclei including the medial dorsal nucleus and pulvinar. These findings support the hypothesis that the ventral striatum is vulnerable, within the cortico-stiato-thalamo-cortical neural circuitry, which may underlie the risk for long-term development of frontal executive dysfunction, attention deficit hyperactivity disorder and attention-related learning disabilities in preterm neonates. © 2013 Shi et al

Maximally-localized Wannier functions for disordered systems: application to amorphous silicon.
We use the maximally-localized Wannier function method to study bonding properties in amorphous silicon. This study represents, to our knowledge, the first application of the Wannier-function analysis to a disordered system. Our results show that, in the presence of disorder, this method is extremely helpful in providing an unambiguous picture of the bond distribution. In particular, defect configurations can be studied and characterized with a novel degree of accuracy that was not available before

The Tennessee Water Quality Control Act of 1971
The text of the Act and commentary that follows is the product of a larger study undertaken by Professor Maloney at the request of the 87th General Assembly of the State of Tennessee. This study was the subject of a seminar on environmental protection at the Vanderbilt University School of Law. Four of the participating students--Elbert E. Edwards, III, Thomas H. Graham, Robert D. McCutcheon, and Paul L. Sloan--drafted the proposed statute and commentary under Professor Maloney\u27s supervision with the research assistance of the other members of the class. For many sections of the statute, the drafters drew heavily from the Suggested State Water Pollution Control Act\u27 and the prior Tennessee Stream Pollution Control Law. With the exception of two controversial features that were eliminated by amendments--a user-surveillance fee to provide additional operating funds for the Water Quality Control Board and a provision for initial review of Board action by an appellate court-- the proposed law was enacted by the 87th General Assembly without significant change. The substantive provisions of the Act are reprinted here with bracketed references to comparative legislation from which some of these provisions were derived, and selected portions of the original commentary are included in order to provide a legislative history and further explanation for those sections most likely to require judicial interpretation
