Spatial Composite and Disaggregate Indicators: Chow-Lin Methods and Applications

    No full text
The present paper aims to verify a statistical procedure that allows for the transition from aggregate indicators to disaggregate indicators, whereas in this case, the terms aggregate/disaggregate refer to territorial areas and not to categories. More specifically, an attempt was made to reconstruct the indicators of the infrastructural endowment at the provincial level (in Italy) on the basis of analogous indicators that are available at the regional level. For such purposes, Chow-Lin’s approach was followed, and some regressors representing the territorial demand for infrastructure, related to productive, demographic and tourist aspects were used. The comparison between the results obtained through the application of the mentioned approach and the “real” data (available at the provincial level) in effect allows for the verification of the coherence among factors of demand and the real distribution of the infrastructure in Italy

Sustainable budgeting and financial balance: Which lever will you pull?

During the past few decades, countries have experienced a remarkable increase in local expenditure levels to address rising local needs. However, the limited availability of financial resources, exacerbated first by the 2008 financial crisis and then by Covid19 crisis, has called for budget restrictions usually imposed by higher levels of government. In this paper, we evaluate the impact of a balance budget rule enforcement, exploring its effect on the local government cost efficiency and, in particular, considering the complex trade-off between efficiency and equity. Specifically, our identification strategy considers the exogenous introduction of a new budget balance rule that requires local governments to respect both an annual and a longer-term equilibrium criterion. The difference-in-differences analysis builds on a rich panel dataset covering all the public functions. We find that, on average, the budget rule enforcement exerted a positive effect on local government efficiency

A comprehensive model for the evaluation of standard expenditure needs and standard level of local services

This paper addresses the problem of the simultaneous evaluation of local governments’ standard expenditure needs together with the related level of standard public services proposing a new approach to fiscal equalisation based on quantitative methods. Standard expenditure needs are estimated using quantile regression, moreover robust non-parametric methods are employed for the computation of composite indicators of demand and supply factors. Data from English local authorities over the period 1997–2006 have been used to test the internal and external validity of the model

Spatial heterogeneity in non-parametric efficiency: An application to Italian hospitals

    No full text
This paper introduces a new empirical procedure for the estimation of hospitals' technical efficiency in presence of spatial heterogeneity. We propose a methodology that allows treating spatial heterogeneity independently of a predetermined reference to administrative borders. We define geographical spatial regimes, characterised by spatial proximity and homogeneity of relevant demand characteristics, within which to assess the efficiency of hospitals. The methodology has then been tested on a large sample of Italian hospitals, for which their production efficiency has been assessed within homogeneous demand areas
