    Investigation of forest ecosystem services and payments for ecosystem services in Turkish forestry sector plans

    Forest ecosystems provide a variety of environmental, economic, social and cultural goods and services crucial to sustaining human societies such as food, raw material, carbon sequestration, water purification, soil formation and habitat for millions of species. Due to excessive demand stemming from economic growth, demographic changes and individual choices, ecosystem services are under pressure and they are degraded. That is why it becomes more crucial to prevent these ecosystems and ecosystem services. In this study it is aimed to review the relationship between forest resources and ecosystem services for the Turkish forestry sector. Within this scope, after a brief examination of forest ecosystem services and the current situation of payment for ecosystem services (PES) mechanisms in Turkey, the forestry sector plans and documents are analyzed and how ecosystem services and PES mechanisms are handled in these plans and programs are evaluated. It is determined that there is no detailed purposes or actions on forest ecosystem services, their importance and PES in forestry sector plans in Turkey. Although emerging mechanisms such as PES offer good alternatives for financing forestry sector projects, Turkish forestry sector does not benefit from these resources yet already

    Günümüzde küresel bir felaket olarak değerlendirilen iklim değişikliğinin önlenmesi amacıyla uluslararası ölçekte çalışmalar ve işbirlikleri gerçekleştirilmiştir. Bu kapsamda Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi ve Kyoto Protokolü gibi uluslararası sözleşmeler imzalanmış ve bunların neticesinde iklim değişikliği ile mücadelede kullanılmak üzere, maliyet etkin bir yöntem olarak küresel bir karbon piyasası ortaya çıkmıştır. Karbon piyasaları sayesinde sera gazı azaltımına yönelik projeler geliştirebilmekte ve elde edilen azaltım sertifikaları satılabilmektedir. Birçok sektör de bu piyasalardan finansal destek alabilmektedirler. Türkiye de, iklim değişikliği mücadele sürecinde sahip olduğu ayrıcalıklı konumu nedeniyle bu piyasalara erişememekte, gelecekte bu piyasalardan çeşitli sektörler için finansal destek sağlamak amacıyla müzakerelere devam etmektedir. Ormancılık sektörü de bunlardan biridir. Bu çalışmada, tamamına yakını devlet mülkiyetinde olan ve yönetilmesi için gerekli finansal kaynağın devlet bütçesinden sağlandığı ülkemiz ormancılık sektörü için, karbon piyasalarından yararlanma imkânları irdelenmiştir. Bu kapsamda öncelikle dünyada karbon piyasalarında ormancılık sektörünün mevcut durumu ve gelecek eğilimleri araştırılmıştır. Daha sonra Türkiye'nin, iklim değişikliği rejimi kapsamında sahip olduğu ayrıcalıklı konumu nedeniyle halen belirsizliğini koruyan karbon piyasalarından ormancılık sektörünün finansal kaynak olarak yararlanabilme imkânları üzerinde değerlendirmeler yapılmıştır. Bunun neticesinde ormancılık sektörünün mevcut durumda sadece gönüllü karbon piyasalarından yararlanabildiği, müzakere neticelerine bağlı olarak, REDD, NAMA ve esneklik mekanizmalarının da gelecekte sektör için çok cazip fırsatlar sunabileceği tespit edilmiştir.There have been many international studies and cooperations to avoid climate change as being a global disaster. In this context, international agreements such as United Nations Framework Convention on Climate Change and Kyoto Protocol have been signed and as a result of these agreements a global carbon market has emerged as a cost-effective method to combat climate change. Thanks to carbon markets, projects aiming to reduce greenhouse gas emissions can be developed and abatement certificates obtained in these projects can be sold there. In addition, a great deal of sectors gets financial support from these markets. Turkey cannot take part in these markets because of its unique position in climate change mitigation process and negotiations are proceeding to get financial support for different sectors from these markets. Forestry sector is one of these sectors. This study analyzes utilization possibilities of Turkey?s forestry sector, which is a state-owned and a government-financed sector, in carbon markets. Within this scope, it primarily focuses on the current situation and future trends of forestry sector in carbon markets around the world. Then, it assesses the utilization potential of forestry sector in Turkey, as having a unique position in climate change regime, from carbon markets. As a result, it is determined that in the current situation, forestry sector can benefit from voluntary carbon markets and based on negotiation results, REDD, NAMA and flexible mechanisms give charming opportunities for forestry sector in the future

    Estimation of total economic value of forest resources: A case study of Camili biosphere reserve area

    YÖK Tez No: 483545Orman kaynaklarının sağlamakta olduğu ürün ve hizmetlerin büyük bir kısmı doğrudan pazara sahip olmasa da, aslında önemli ekonomik değere sahiptirler. Bu ürün ve hizmetlerin ekonomik değeri ortaya konularak, sürdürülebilir orman kaynakları yönetimi sağlanabilir, daha etkin bir işlevsel planlama yapılabilir, ormanların ulusal ekonomiye olan katkısı daha gerçekçi bir şekilde ortaya konabilir. Bu çalışmada Türkiye'de orman kaynaklarının sahip olduğu pazarı olan ve olmayan ürün ve hizmetler ile bunların ekonomik değerini belirlemede kullanılan değer belirleme yöntemleri hakkında kavramsal çerçeveyi oluşturmak ve ülkemizin ilk ve tek biyosfer rezerv alanı olan Camili Biyosfer Rezerv Alanı örneğinden hareketle, orman kaynaklarının toplam ekonomik değerini mümkün olduğunca fazla bileşenle ortaya koymak amaçlanmıştır. Çalışmada odun kökenli ürünlerin, odun dışı bitkisel ürünlerin, bal üretiminin, otlatmanın ve karbon tutmanın ekonomik değerleri pazar fiyatlarına göre; toprak ve su havzası koruma ile tıbbi bitkiler için seçenek değerinin ekonomik değerleri fayda transfer yöntemi göre, rekreasyon işlevinin değeri seyahat maliyeti ve koşullu değer belirleme yöntemlerine göre ve kullanım dışı değerlerin ekonomik değeri ise koşullu değer belirleme yöntemine göre tahmin edilmeye çalışılmıştır. Çalışmanın neticesinde alt sınır değerlerine göre kullanım değerlerinde öne çıkan işlevlerin arıcılık ve bal üretimi (%51,89), karbon tutma (%21,48) ve rekreasyon (%16,93) olduğu belirlenmiştir. Ayrıca işlevsel orman kaynakları yönetiminin sağlanması için ekosistem hizmetlerinin değerinin belirlenmesi, ilgili planlarda ve yönetmelikte bu hususlara yer verilmesi ve değer belirlemede karşılaşılan veri eksikliği sorununun ortadan kaldırılması gerektiği tespit edilmiştir.Although most of the products and services provided by forest resources do not have markets directly, they have important economic values. By estimating the economic value of these products and services, sustainable forest resources management can be ensured, better functional planning can be made and contribution of forests to national economy can be presented more accurately. This study aims to construct a conceptual framework about market and non-market products and services of forest resources in Turkey and valuation methods used in economic valuation of these products and services and also to estimate total economic value of forest resources with maximum number of value components in the example of Camili Biosphere Reserve Area which is the first and only biosphere reserve area of Turkey. The economic values of wood based forest products, non-wood forest products, honey production, grazing and carbon sequestration are estimated by market prices; the economic values of soil protection, watershed protection and option value of pharmaceuticals are estimated by benefit transfer method, the economic value of recreation is estimated by travel cost method and contingent valuation method and the economic value of non-use values are estimated by contingent valuation method. As a result of study, based on minimum values it is determined that outstanding functions in total use values are apiculture and honey production (51,89%), carbon sequestration (21,48%) and recreation (16,93 %). Also it is revealed that in order to sustain functional forest resources management, it is necessary to estimate economic value of ecosystem services, include these subjects in related plans and regulations and eliminate lack of data problem encountered in economic valuation

    Water is a valuable and limited resource with indispensable importance for all creatures and especially humans to be able to maintain their lives. To obtain intended quantity and quality of water in a sustainable way, watersheds need to be protected. Watersheds are protected through legislative regulations, protection programs and financial incentives. In this study, it is aimed to determine and evaluate opportunities provided by payments for ecosystem services (PES) mechanisms, which is one of these financial instruments. Within this scope, PES initiatives samples aiming to protect and enhance watersheds around the world is analyzed and applicability potential of these mechanisms in Turkey is evaluated.     Carbon markets as a financial instrument in the forestry sector in Turkey

    Forests play a crucial role in mitigating climate change, and carbon markets offer a good alternative for financing forestry sector projects. However, the forestry sector in Turkey has not attempted to benefit from these markets yet. This paper presents the current situation of the Turkish forestry sector in carbon markets and evaluates the viability of these markets for financing forestry projects. This paper argues that under current international restrictions, the Turkish forestry sector can benefit only from voluntary carbon markets through afforestation, reforestation, improved forest management, and agro-forestry activities. To do this, Turkey will have to establish an institutional framework and estimate the national carbon sequestration potential for the forestry sector. If forestry activities were financed through compliance and voluntary carbon markets, it is possible that substantial funds could be raised through these markets. Carbon markets thus offer viable options for financing forestry projects in Turkey now as well as in the future

    Effect of Production Year on Log Sale Prices: Example in Artvin, Turkey

    Aim of study: In this study, effect of production year on sales price of logs which are sold at auctions in Turkey, was determined. Area of study: This study was carried out in Artvin Regional Directorate of Forestry, Turkey. Material and method: Data of 83 third class normal length log parties (spruce, fir and yellow pine) which were produced in 2008 and 2009 by state forest enterprises in Artvin and sold in 2009 auctions, were used. Main results: It was determined that there was a statistical difference between average sales prices of third class normal length log parties produced in different years (2008 and 2009) by Mann-Whitney U test and this difference was in favor of parties produced in 2009. As sales price of products produced in previous year is lower, it causes revenue loss. Hence there is 20% sales revenue loss in third class normal length log. Research highlights: In order to eliminate this revenue loss, it is necessary to evaluate the market situation and prepare production and sales programs/plans by considering market demand and expectationÇalışmanın amacı: Bu çalışmada, Türkiye’de açık artırmalı satışlara konu edilen tomrukların satış fiyatları üzerinde üretim yılının etkisi belirlenmiştir. Çalışma alanı: Çalışma Artvin Orman Bölge Müdürlüğü’nde gerçekleştirilmiştir. Materyal ve yöntem: Artvin Orman Bölge Müdürlüğü’ne bağlı devlet orman işletmeleri tarafından 2008 ve 2009 yıllarında üretilen ve 2009 yılındaki açık artırmalı satışlarda satılan toplam 83 adet üçüncü sınıf normal boy tomruk (ladin, göknar ve sarıçam) partisine ait verilerden istifade edilmiştir. Temel sonuçlar: Mann-Whitney U Testi sonuçlarına göre farklı yıllarda (2008 ve 2009) üretilen tomruk partilerinin ortalama satış fiyatları arasında 2009 yılı lehine istatistiksel açıdan anlamlı bir fark olduğu anlaşılmıştır. Bu şekilde satıldığı yıldan önceki yıl içinde üretilen ürünlerin fiyat seviyelerinin düşük gerçekleşmesi, devlet orman işletmeleri için gelir kaybı potansiyeli oluşturmaktadır. Nitekim bu kayıp üçüncü sınıf normal boy tomruk partileri için satış gelirlerinin %20’sine karşılık gelmektedir. Araştırma vurguları: Söz konusu satış geliri kaybını ortadan kaldırmak için devlet orman işletmeleri düzeyinde piyasanın mevcut durumunun çok yönlü olarak değerlendirilmesine, üretim ve satış programlarının / planlarının piyasa talep ve beklentileri dikkate alınarak hazırlanmasına ihtiyaç vardır

    Günümüzde küresel bir felaket olarak değerlendirilen iklim değişikliğinin önlenmesinin yine küresel çapta gerçekleştirilecek eylemlerle mümkün olabileceği görüşü, iklim değişikliği ile mücadelede uluslararası ölçekte çalışmalar ve işbirliği yapılması ihtiyacını ortaya çıkarmıştır. Bu kapsamda, ülkelere özelliklerine bağlı olarak değişik yükümlülükler getiren Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi ve Kyoto Protokolü gibi uluslararası sözleşmeler imzalanmış ve bu sözleşmelerle iklim değişikliği ile mücadelede kullanılmak üzere, maliyet etkin bir yöntem olarak küresel bir karbon piyasası ortaya çıkmıştır. Esneklik mekanizmaları gibi zorunlu araçlar ve gönüllülük esasına dayanan gönüllü karbon piyasası sayesinde ülkeler ve firmalar sera gazı azaltımına yönelik projeler geliştirebilmekte ve bu projeler neticesinde elde ettikleri sera gazı azaltım sertifikalarını karbon piyasalarında satabilmektedirler.     Serbest ormancılık bürosu sahiplerinin 5531 sayılı yetki yasası ve uygulanma sürecine ilişkin görüşleri

    Bu araştırma ile serbest ormancılık bürosu sahiplerinin bazı özellikleri ile 5531 sayılı Yetki Yasası ve bu yasanın hazırlanmasından uygulanmasına kadarki süreçte etkili olanormancılıkeğitim kurumları, Orman Mühendisleri Odası ve devlet ormancılık teşkilatına (örgütüne) ilişkin görüşlerinin belirlenmesi amaçlanmıştır. Bu amaçla, ülke genelindeki serbest ormancılık bürosu (yazıhanesi) sahiplerine anket uygulanmıştır. Araştırma sonucunda, serbest ormancılık bürosu sahipleri için; genellikle erkek, 40 yaş üzeri, bürolarını 2006-2011 yılları arasında kurmuşve 10 yıldan fazla devlet ormancılık teşkilatı deneyimi olan girişimci profili öne çıkmıştır. Büro sahipleri, Yetki Yasasını bazı eksiklere rağmen yeterli görürken, orman fakültelerinde verilen eğitimin büro faaliyetleri açısından yeterli olmadığını düşünmektedir. Yetki Yasasının uygulanması sürecinde Orman Mühendisleri Odasıyla ilgili kısmen de olsa olumlu görüş beyan eden büro sahipleri, ormancılık teşkilatında çalışan orman mühendislerinin teşkilattan ayrılma ya da emekli olma sonucu büro kurmalarına karşı ağırlıklı olarak olumsuz bir tutum içindedirler. Yetki Yasası faaliyet alanlarını ve talepleri de dikkate alacak şekilde ormancılık eğitiminde özellikle uygulamaya yönelik derslerin ağırlığının artırılması ve stajların daha verimli hale getirilmesi önem arz etmektedir.In this study, it was aimed to determine the some characteristics of private forestry consulting firm owners and their opinions about forestry educational institutions, chamber of forest engineers and state forestry organizations which are effective in the process of preparation and enforcement of Law No. 5531. For this purpose, surveys with the owners of private forestry consulting firms operating in countrywide were carried out. As a result of research, common profile of private forestry consulting firm owners was developed as that they are male, over 40 years old, established their firms between 2006- 2011, entrepreneurs having more than 10 year’s experience in state forestry organizations. Despite some deficiencies, firm owners find this law sufficient and they think that education in faculties of forestry is inadequate in terms of firm activities. While firm owners express positive opinion about chamber of forest engineers in the enforcement process of Law No. 5531, they have negative attitude towards forest engineers who establish firms after resignation from state forestry organizations or retirement. In this context, it is important to enhance practical lectures by considering forestry activity areas defined in the law and make internships more productive

    There have been many international studies and cooperations to avoid global warming and climate change as being global disasters. As a result of these studies, to avoid these problems, bilateral, regional and multilateral cooperations, legal instruments, incentive mechanisms and international funds are developed. One of these instruments is global carbon market as a cost-effective method to combat climate change. Thanks to carbon markets, projects in renewable energy, energy efficiency, waste management and forestry sectors aiming to reduce greenhouse gas emissions can be developed at. As forests are the most important terrestrial carbon sinks and deforestation and forest degradation are the third-largest source of carbon emissions, forestry sector is one of the crucial sectors in this process. In this context, Turkish forestry sector should benefit from international markets for protection, improvement and sustainable management of forest resources. Currently, Turkish forestry sector has not taken any financial support from these markets.
