Lapland in Transformation:Impacts on the Cultural Well-Being of the Older Population, with Special Reference to Indigenous Residents
Protecting and promoting culture in Lapland are important for sustaining the cultural well-being of the region’s older people. This population includes many Sámi, members of an Indigenous people living throughout northern Finland, Sweden, Norway, and Russia. The people have a distinctive culture and traditional way of life that have sprung from their natural surroundings and together form a unique cultural identity. Today, Lapland is in the midst of a sweeping transformation, sparked by climate change, increased mining activities, changes in sources of livelihood, the advance of digitalization, and shifts in demography. This chapter analyzes the impact of these developments on the cultural well-being of older people in the region, with a special focus on older Sámi. The study draws on interviews conducted by the author in Finnish and Swedish Lapland in 2011 and 2017. Complementing these observations are publications and media reports on Indigenous issues, as well as references to acts, conventions, policies, laws, and regulations related to the protection of Sámi culture. The challenges to traditional life in the region posed by the ongoing transformation threaten the culture and cultural identity of the individuals who call it home. The physical and mental well-being of older persons in Lapland is highly dependent on their culture and surroundings, the sustainability of which relies on the recently elaborated concept of the age-friendly environment. The results of this study will promote the well-being of aging Indigenous and other older people in Lapland
Views from the Village: Photonovella with Women in Rural China
In this article the authors provide an overview of the situation of women in rural China as a backdrop for the photonovella process and inquiry activities conducted by the first author in three rural sites in China. They describe the key themes identified through analysis of the narrative accounts and photographs presented by groups of rural women. The photonovella enabled rural women to select from their pictures several photos of significance to them to show and describe these to women from other villages and to the researcher. Concerns, interests, hardships, and achievements of the women related to their work, families, and communities were voiced as they showed their photos. This method, used in conjunction with other qualitative methods—including focus group interviews, village visits, and survey data—provided information that complemented and enriched our understanding of rural women's lives in China

Kotosa-hanke 2003–2005 : Kotona asumisen tukeminen osaamista levittämällä
Kotosa-hanke oli vastaus Vantaan kaupungin kotihoidon tarpeeseen kehittää kotihoitoa paremmin vastaamaan tulevaisuuden haasteisiin ja looginen jatkumon vaihe pitkään kestäneessä yhteistyössä Laurean kanssa. Hanke onkin ollut Tikkurilan Laurean ja Vantaan sosiaali- ja terveystoimen pitkän yhteistyön mittavin yhteishanke. Koskettaessaan suoraan koko kotihoidon henkilöstöä ja välillisesti monia yhteistyökumppaneita, voidaan sanoa, että hankkeen piirissä on ollut noin 550 työntekijää ja opiskelijaa. Jälkikäteen arvioiden organisaation rakentamisessa onnistuttiin ja viiden osaprojektin puitteissa tehtiin monipuolista kotihoidon kehittämistyötä. Alueprojekteissa kehitettiin mm. kuntouttavaa työtapaa, ikääntyvien päivätoimintaa, suunnitelmallisuutta ja dokementointia sekä moniammatillista työtapaa.
Kotihoidon kehittäminen on valtakunnallisestikin sosiaali- ja terveystoimen keskeisiä kehittämiskohteita myös jatkossa. Ikääntyvien toivotaan asuvan omissa kodeissaan mahdollisimman pitkään kotihoidon ja erilaisten tukipalveluiden tuella. Tämän hankkeen vahvuutena on koko kotihoidon ja sen keskeisten yhteistyökumppanaiden sitoutuminen kehittämiseen sekä luontevat suhteet alueen koulutustahoihin; Laureaan ja Variaan. Kotosa -hankkeen aikana Laureassa on kehitetty LbD-mallia (Learning by Developing) ja tulevaisuuden hankkeissa ammattikorkeakoululla on entistä paremmat mahdollisuudet olla kehittämässä oman alueensa kunnallisia ja yksityisiä palveluja
Land for Exchange and Land Banking in Land Development Projects
The goal of the study is to find out if the utilisation of land for exchange and so called land banks is a possible way to implement the acquisition of land for public land development projects. Highway and nature conservation projects are examined as examples of these land development projects. The German environment and land banking system has been chosen as a reference for the Finnish environment.
The study is based on comparisons between the domestic and German experiences. The empirical observations of the exchange land acquisition and possibilities to use it are collected through the "Motti" -piloting project (land acquisition for Highway 3). The analyses of the German Landgesellschaft system and the principle of "the mildest means" are giving answers to the questions like why the land banking system is used and on which common requirements of the environment the performance of it is based.
The need for the land exchange and land banks in Germany is concluded to be in the first place a result from the strong position of the principle of 'the mildest means'. The performance of the land banking system is based on the will of society; the demand, profitability and competitiveness of the model; the know-how of the organization; and the long-term and stabilized operations of the organization. The study defines and describes also the principle of a well functioning land bank.
The prospects of implementing the land banking model in Finland are seen to be limited. A separate and independent land banking organization has little chance of success in present circumstances in Finland. The land banking procedure in itself is usable and it can be put into practice for example by a joint land banking function of the Metsähallitus and TE-centres and by an authority and interest group-network supporting the preparation of the wider public land development projects.Tutkimuksen tehtävänä on selvittää, voidaanko yhteiskunnan maankäyttöhankkeiden maanhankintaa Suomessa toteuttaa käyttämällä vastikemaita ja ns. maapankkeja. Maankäyttöhanke-esimerkkeinä tarkastellaan tie- ja luonnonsuojeluhankkeita. Suomalaisen toimintaympäristön vertailukohdaksi on valittu Saksa ja siellä käytössä oleva maapankkijärjestelmä.
Tutkimus perustuu kotimaisten ja saksalaisten kokemusten sekä toimintaympäristöjen erojen tarkasteluun. "Motti"-pilottiprojektin kautta (maanhankinta Valtatie 3:a varten) kerätään empiirisiä havaintoja vastikemaan hankinnasta ja käyttömahdollisuuksista Suomessa. Saksalaisen Landgesellschaft -järjestelmän ja saksalaisen "lievemmän keinon" periaatteen analyysit antavat vastauksia kysymyksiin, miksi Saksassa käytetään maapankkijärjestelmää ja mihin toimintaympäristön yleisiin edellytyksiin sen toimintakyky perustuu.
Vastikemaiden ja maapankkien tarpeen päätellään Saksassa olevan ennen kaikkea seurausta lievemmän keinon periaatteen vahvasta asemasta. Maapankkijärjestelmän toimivuus perustuu tutkimuksen mukaan yhteiskunnan tahtotilaan, toimintamallin kysyntään ja kilpailukykyyn, taloudelliseen kannattavuuteen, maapankkiorganisaation osaamiseen sekä pitkäjänteiseen ja vakiintuneeseen toimintaan. Tutkimus kuvaa myös, millainen on maankäyttöhankkeiden maanhankintaa hyvin tukevan vastikemaapankin toimintaperiaate.
Toimintamallin toteuttamismahdollisuuksista Suomessa todetaan, että erillisellä ja itsenäisellä maapankkiorganisaatiolla ei nykyisissä olosuhteissa ole menestymismahdollisuuksia. Toimintamalli sinänsä on käyttökelpoinen ja toteutettavissa esimerkiksi Metsähallituksen ja TE-keskusten yhteisen maapankkitoiminnon sekä laajempien maankäyttöhankkeiden valmistelua tukevan viranomais- ja sidosryhmäverkoston avulla.reviewe
Social capital: a good concept gone bad?
As a result of increased interest in the benefit of ties with others, researchers have been exploring the idea of social capital with increasing frequency over the past two decades (Portes, 1998). Although the volume of literature has accumulated and its application expanded, there has been a proliferation of misguided or poorly conceptualized social capital research (Portes, 2000; Furstenberg, 2005). This has not only affected its vigour (Portes, 1998), but has problematized its measurement. Although conceptualizing and defining have been heavily debated through the years, the issue of its measurement has received little more than casual scholarly recognition. Drawing on the works of Charles Lachenmeyer, this thesis offers a unique approach that merges dimensions of social capital measurement with aspects of “good” scientific practices to systematically review a sample of academic articles. Results suggest that assessments of the concept are problematized by article crafting and research-based problems.February 201
