Demanding Democracy in the Time of Information and Communication Technologies
Pričujoče delo izhaja iz teze, da se liberalni politični model nahaja v nepovratni krizi predstavništva in participacije. Politično organiziranje šibijo nizke volilne udeležbe in val populizma. Z namenom razumevanja obstoječe družbene formacije in njenega trenutnega stanja, želi magisterij preučiti razloge za nastalo stanje in ponuditi dodatno pomoč pri razumevanju razvoja demokracije. Za dosego cilja, delo razmišljanje začne z zgodovinskim opisom najpomembnejših demokratskih družbenih prelomov. Zgodovinske temelje dopolni s koncepti postdemokracije, ki potrjujejo tezo o izpraznjenih demokratičnih strukturah. Postdemokratsko stanje zaokrožijo koncepti monitorne demokracije, ki za svoj obstoj potrebuje veliko mero predstavništva in jezdi val digitalizacije. V končnem delu se magisterij fokusira na nove tehnološke inovacije in internet ter premišlja ali so one lahko odgovor na obstoječa politična vprašanja.The present work stems from the thesis that the liberal political model is in the irreversible crisis of representation and participation. Political organization is weakened by low electoral participation and the wave of populism. In order to understand the existing social formation and its current state, this Master\u27s degree aims to examine the reasons for the situation and offer further assistance in understanding the development of democracy. In order to achieve its goal, the work begins its thinking process with a historical description of the most important democratic social turns. It complements the historical foundations with the concepts of postdemocracy, which confirm the thesis about the emptied democratic structures. The postdemocratic situation is rounded up by the concepts of the monitory democracy, which for its existence needs a great deal of representation and benefits greatly from digitization. In the final part, the master\u27s degree focuses on new technological innovations and the Internet, considering whether they can introduce an answer to existing political issues
50 years of construction informatics at IKPIR
Njegovo jedro tvorijo posamezniki, ki so konec šestdesetih in v začetku sedemdesetih let razumeli potencial računalnikov v gradbeništvu in ki so skozi desetletja razvoja medse pritegnili vedno nove in nove generacije, ki so v digitalni tehnologiji videle pomemben vzvod za napredek. IKPIR ima korenine v Računskem centru takratne Fakultete za arhitekturo, gradbeništvo in geodezijo, ki je bil ustanovljen leta 1971 in v katerem se je zbralo jedro ekipe IKPIR Janez Reflak, Peter Fajfar in Janez Duhovnik. Do leta 1981 je center kot podporna enota fakultete za računalniške zadeve postal pretesen za svoje bogato raziskovalno, strokovno in pedagoško strokovno delo in se je preimenoval v Inštitut za konstrukcije, potresno inženirstvo in računalništvo. Potem ko se svetovni razvoj v devetdesetih pokazal, da je gradbena informatika samostojno raziskovalno in pedagoško področje znotraj gradbeništva, sta se znotraj IKPIR oblikovali dve katedri: Katedra za konstrukcije in potresno inženirstvo ter Katedra za gradbeno informatiko. Jedro slednje so tvorili Iztok Kovačič, Vid Marolt, Žiga Turk, Matevž Dolenc, Tomo Cerovšek, Vlado Stankovski, Robert Klinc in Andreja Istenič Starčič, ki so tudi jedro raziskovalne skupine eGradbeništvo. Ti organizacijski mejniki tudi vsebinsko členijo delo na področju gradbene informatike. V prvem obdobju, ki se začne še s paketnimi obdelavami, je bil računalnik orodje, ki je omogočalo hitrejšo analizo konstrukcij in podporo reševanju drugih vrst problemov predvsem analitičnih. V začetku osemdesetih s pojavom interaktivne opreme, osebnih računalnikov se analizi pridruži sinteza, torej konstruiranje, risanje in modeliranje. Računalnik postane orodje, s katerim inženir projektira in dokumentira načrte. S pojavom omrežij, predvsem interneta, dobi digitalna tehnologija tudi vlogo medija, prek katerega ljudje in računalniški programi sodelujejo in izmenjujejo informacije, gradbena informatika pa postane samostojna disciplina s svojimi predmetniki, študiji, konferencami in znanstvenimi revijami. Sodelavci IKPIR so bili v vseh obdobjih v stiku s svetovnim vrhom in so ga tudi sooblikovali.Institute of Structural Engineering, Earthquake Engineering and Construction IT (IKPIR) is closely connected to the introduction of computing in Slovenian construction. Its core is made up of individuals who recognised the potential of computers in construction in the late 1960s and early 1970s and who, through decades of development, attracted many generations who saw digital technology as an important lever for progress. IKPIR has its roots in the Computing Center of the then Faculty of Architecture, Civil Engineering and Geodesy, founded in 1971, where the core of the IKPIR team - Janez Reflak, Peter Fajfar and Janez Duhovnik - came together. By 1981, the center, as a Support Unit of the Faculty for Computing, had become too narrow for its rich research, professional and educational work, and was renamed the Institute of Structural Engineering, Earthquake Engineering, and Construction IT. After the global development in the 1990s showed that construction informatics was an independent research and educational field within construction, two chairs were established within IKPIR: the Chair of Structural and Earthquake Engineering and the Chair of Construction Informatics. The core of the latter consisted of Iztok Kovačič, Vid Marolt, Žiga Turk, Matevž Dolenc, Tomo Cerovšek, Vlado Stankovski, Robert Klinc and Andreja Istenič Starčič, who are also the core of the eGradbeništvo research group. These organizational milestones also divide the work in the field of construction informatics in Ljubljana. In the first period, which began with batch processing, the computer was a tool that enabled faster analysis of structures and support in solving other types of problems - especially analytical ones. In the early 1980s with the advent of interactive equipment and personal computers, synthesis was added to analysis, i.e. construction, drawing and modeling. The computer becomes a tool with which the engineer designs and documents designs. With the advent of networks, especially the Internet, digital technology also takes on the role of a medium through which people and computer programs collaborate and exchange information, and construction informatics becomes an independent discipline with its own curricula, studies, conferences and scientific journals. Chemotaxic response of the parasitic nematode (Phasmarhabditis papiollosa) to the mucus of economically important species of slugs in Slovenia
V laboratorijski raziskavi smo preučevali kemično komunikacijo med parazitsko ogorčico polžev (Phasmarhabditis papillosa) in gospodarsko pomembnimi vrstami polžev v Sloveniji. Zanimalo nas je, kako se parazitska ogorčica P. papillosa odziva na dražljaje, ki izvirajo iz sluzi španskega lazarja (Arion vulgaris), velikega slinarja
(Limax maximus), mrežastega slinarja (Deroceras reticulatum) in velikega vrtnega polža (Helix pomatia). Predvidevali smo, da pri različni temperaturi ogorčice različno intenzivno zaznavajo kemične snovi, ki jih izloča polžja sluz ter da različne vrste polžev z izločanjem sluzi različno intenzivno privabljajo ogorčice. Gibanje P. papillosa je bilo neodvisno od vrste polžje sluzi močneje izraženo pri višji temperaturi (20 °C), kot pri nižji (15 °C). Neodvisno od temperature je bilo gibanje ogorčic najintenzivnejše pri obravnavanju, kjer smo uporabili sluz velikega slinarja, ki je pri 20 °C na usmerjeno gibanje P. papillosa delovala kot atraktant. Pri
primerjavi med različnimi vrstami polžje sluzi nobena sluz pri nižji temperaturi (15 °C) ni imela vpliva na usmerjeno gibanje P. papillosa. Pri 20 °C smo ugotovili, da sluz velikega slinarja in velikega vrtnega polža bolj privlači ogorčico P. papillosa kot sluz španskega lazarja in mrežastega slinarja.We have studied the chemical communication between the slug-parasitic nematode(Phasmarhabditis papillosa) and economically important species of slugs in Slovenia. We were interested in how the parasitic nematode P. papillosa responds to the stimuli, caused by the mucus of the following slug species: Arion vulgaris, Limax maximus, Deroceras reticulatum and Helix pomatia. We assumed that at different temperatures the nematodes sense the chemical stimuli, emanating from slug mucus, with varying degrees of intensity. We also assumed that different slug species attract the nematodes by eliminating mucus with varying degrees of intensity. Independent of the treatment, the movement of P. papillosa was more strongly expressed at a
higher temperature (20 °C) than at a lower (15 °C). Independent of the temperature, the movement of nematodes was most intense in the treatment where we used the
mucus of Limax maximus, which acted as an attractant on a directed movement at 20 °C. When comparing mucus of different slug species, none of them had an effect on
the directed movement of P. papillosa at a lower temperature (15 °C). At 20 °C, however, the treatments have shown that the mucus of Limax maximus and Helix pomatia was more attractive to the nematodes than the mucus of Arion vulgaris or Deroceras reticulatum

This paper analyses issues of licensing and transfer of trademark and license in contemporary Croatian law. The author frst discusses contemporary trends of trademark and license transfer and then analyses international aspects of this issue with special attention being paid to European countries, especially Germany, Switzerland, Great Britain, France, Italy and United States. Autor najpre govori o savremenim trendovima prenosa žiga i licence uopšte, a zatim i o odgovarajućim međunarodnopravnim aspektima, sa posebnim osvrtom na evropsko pravo, odnosno pojedine zemlje, kao što su Nemačka, Švajcarska, V.Britanija, Francuska, Italija, SAD. Johann Siegmund Valentin Popowitsch (Janez Žiga Valentin Popovič), Vocabula Austriaca et Stiriaca 1-2 (Frankfurt am Main 2004)
The Austrian dictionary composed by the Slovenian scho-lar Janez Žiga Valentin Popovič (1705-1774) in the third quarter of the 18th century was only published in 2004, and edited by Richard Reutner, who wrote an extensive introduction to it. The dictionary comprises many language-geographical data for the German language, excellent explanations and many comparisons with much information provided regarding Popovic's mother tongue. The author broad horizon is admirable, especially with regard to the German language area and the linguistic literature of that time.Avstrijski slovar, ki ga je v tretji četrtini 18. stoletja sestavil slovenski učenjak Janez Žiga Valentin Popovič (1705-1774), je izšel šele leta 2004 v uredništvu Richarda Reutnerja, kije k njemu napisal obsežen uvod. Slovar vsebuje mnogo jezikovnogeografskih podatkov za nemščino, odlične razlage in marsikaj primerjalnega, veliko pa se najde tudi v zvezi s Popovičevo materinščino. Občudovanja vredna je avtorjeva razgledanost predvsem po nemškem jezikoslovnem prostoru in po takratni jezikoslovni literaturi
Reflections on three decades of building information modeling
In 1994, the first European Conference on Product and Process Modelling took place in Dresden, Germany. The entire field of construction information technology research has enthusiastically embraced building information modeling (BIM) as a method for creating an ever more detailed and ever more complex model of the product, which is produced through an increasingly complex process. During this successful evolution, some of the fundamental principles of design, design collaboration, and design representation have been sidelined and may not have been sufficiently addressed by the standards and even less so by the software. The symptoms of this are coordination and productivity problems that persist in the construction industry as well as an increasing amount of planning, organizational, and legal paperwork that is needed to support BIM-based processes. This paper analyzes the gap between foundational theory and practice, and it argues that BIM-related research and development should find a better balance between product and process modeling, semantics and pragmatics, modeling and informing, form and function and behavior, as well as computer-integrated construction and productivity. The latter element in the listed pairs is the one that, if better addressed, would lead to even more useful tools and better building
Use of ICT tools for preparing LEED documentation
Pri nas in po svetu v zadnjem času opazujemo porast ozaveščenosti investitorjev o tako imenovani »zeleni gradnji«. S časom so se razvila merila zelene gradnje, največkrat v obliki certifikatov. Enega izmed teh obravnavamo v nalogi, in sicer certifikat LEED - Leadership in Energy and Environmental
Design. Da objekt pridobi omenjeni certifikat, moramo izpolniti določene zahteve v času projektiranja in v času gradnje. Naša raziskava je temeljila na gradnji konkretnega objekta, kjer smo se osredotočili na ukrepe, ki jih mora upoštevati glavni izvajalec del v času gradnje.
Cilj naloge je, da ugotovimo, na kakšen način lahko dostopno informacijsko komunikacijsko tehnologijo uporabimo v procesu pridobivanja certifikata in ali nam le-ta na kakršen koli način olajša delo v primerjavi z običajnimi postopki dela.
Magistrsko nalogo torej začrtata dve prevladujoči temi: certificiranje LEED in IKT. Za izpolnitev cilja naloge smo preučili obe temi. Zanimale so nas zahteve in ukrepi, ki jih moramo upoštevati za pridobitev certifikata LEED. Dodobra smo se morali seznaniti s prednostmi in slabostmi, ki jih predstavljajo sodobna BIM in komunikacijska orodja, spoznali smo zmožnosti in omejitve pri njihovi uporabi za dosego certifikata LEED.
Ugotovili smo, da nam lahko IKT v veliki meri pomaga pri validaciji zahtev LEED. Uporaba sodobnih komunikacijskih orodij nam omogoča kvaliteten in hiter pretok informacij med sodelujočimi na projektu. V veliko pomoč so nam tudi orodja za 3D modeliranje, katera smo v nalogi uporabili za organizacijo gradbišča v skladu s smernicami LEED. Za zelo koristna pa se izkažejo tudi orodja BIM. Ustvarili smo delotok, ki povezuje informacijski model s končnimi poročili LEED. Na ta novi način je načrtovanje in spremljanje gradnje v skladu z zahtevami v primerjavi z običajnim postopkom dela hitrejše, enostavnejše in omogoča manj prostora za napake.Lately, we have seen an increase in investors’ awareness of the so-called "green construction". Over time, criteria for green construction have been developed, most often in the form of certificates. One of these is discussed in the thesis, namely LEED - Leadership in Energy and Environmental Design. In order to obtain the above certificate, the building must meet certain requirements during the design as well as the construction phase. at the time of design and during construction. Our research was based on the construction of an actual building, where we focused on the measures to be taken into consideration by the General contractor during construction.
The goal of the thesis is to find out how the available information communication technology can be used in the process of obtaining a certificate and, whether it can in any way ease the work compared to the standard working procedures.
Therefore, the master\u27s thesis outlines two main topics: LEED certification and ICT. In order to fulfill the objective of the research, we examined both topics. We were interested in requirements and measures that we must take into account to obtain the LEED certificate. We had to get acquainted with the advantages and disadvantages of modern BIM and communication tools. We had to familiarize ourselves with the possibilities and limitations in their use for obtaining the LEED certificate.
The research has shown that ICT can greatly assist us in the validation of LEED requirements. Modern communication tools provide a high quality and quick flow of information among the project participants. We can also greatly rely on the 3D modeling tools, which we used in the task to organize the construction site in accordance with the LEED guidelines. BIM tools are also very helpful. We have created a workflow linking the information model with the LEED final reports. In this new way, the planning and monitoring of construction in accordance with the requirements compared to the standard working procedure is faster, easier and offers less room for errors
