Reflexões sobre a interferência do Presidente da República nas instituições democráticas
Get PDFAs instituições democráticas desempenham um papel fundamental no funcionamento da democracia brasileira, sendo essenciais para garantir a estabilidade e o desenvolvimento econômico e social do país. O objetivo deste trabalho é apresentar reflexões sobre a interferência do Presidente da República nestas instituições, analisando a legislação, doutrina, artigos científicos e notícias pertinentes. Observa-se que as ações do presidente podem ter impactos econômicos negativos, especialmente quando envolvem a nomeação de pessoas para cargos em instituições como agências reguladoras e empresas estatais. Tal interferência pode comprometer a independência e eficiência destas instituições, afetando a confiança dos investidores e a estabilidade do mercado. Diante disto, conclui-se que é necessário promover um debate amplo sobre possíveis reformas no processo de nomeação para cargos públicos, visando garantir a independência e a imparcialidade das instituições democráticas, destacando a importância do sistema de freios e contrapesos como mecanismo de controle e equilíbrio entre os poderes, contribuindo para a preservação da democracia e do Estado de Direito.

Abstract
Democratic institutions are of critical importance to the functioning of Brazilian democracy. They are indispensable for maintaining the country\u27s economic and social stability and for fostering its development. The objective of this paper is to present a critical analysis of the role of the President of the Republic in influencing the functioning of these institutions. To this end, the paper will examine a range of sources, including legislation, doctrine, scientific articles, and relevant news items. It is evident that the actions of the President can have adverse economic consequences, particularly when it comes to the appointment of individuals to roles within institutions such as regulatory agencies and state-owned enterprises. Such interference can compromise the independence and efficiency of these institutions, affecting investor confidence and market stability. In light of this, it is concluded that a broad debate on possible reforms in the appointment process for public positions is necessary to ensure the independence and impartiality of democratic institutions. The importance of the system of checks and balances is highlighted as a mechanism for control and balance among powers, contributing to the preservation of democracy and the rule of law.

Resumen
Las instituciones democráticas ejercen un papel fundamental en el funcionamiento de la democracia brasileña, siendo esenciales para garantizar la estabilidad y el desarrollo económico y social del país. El objetivo de este trabajo es presentar reflexiones sobre la interferencia del Presidente de la República en esas instituciones, analizando la legislación, doctrina, artículos científicos y noticias pertinentes. Se observa que las acciones del presidente pueden tener impactos económicos negativos, especialmente cuando involucrados al nombramiento de personas para cargos en instituciones como agencia reguladora y empresas estatales. Tal interferencia puede comprometer la independencia y eficiencia de esas instituciones, afectando la confianza de los inversores y la estabilidad del mercado. Por ello, se concluye que es necesario promover un amplio debate sobre posibles reformas en el proceso de nombramiento para cargos públicos, con el fin de garantizar la independencia y la imparcialidad de las instituciones democráticas, destacando la importancia del sistema de frenos y contrapesos como mecanismos de control y equilibrio entre los poderes, contribuyendo para la preservación de la democracia y del Estado de Derecho.

Get PDFOs jogos eletrônicos são obras produzidas pela criatividade humana, portanto, necessitam de proteção jurídica por meio do Direito Autoral. Apesar disto, questiona-se qual o regime jurídico dos jogos eletrônicos perante o ordenamento jurídico brasileiro. Indaga-se, também, se há uma proteção dos direitos e quem detém a titularidade de um jogo eletrônico. Objetiva-se, assim, identificar o regime jurídico dos jogos eletrônicos, sua classificação e, principalmente, os direitos de quem é considerado autor. Para tanto, procede-se à análise da legislação, doutrina e jurisprudência brasileira, além de entendimentos e ordenamentos jurídicos estrangeiros. Deste modo, observa-se que os jogos eletrônicos são considerados programas de computador no Brasil. Esse fato acarreta divergências e não há consenso na comunidade internacional. Sendo assim, conclui-se que um jogo eletrônico possui um regime jurídico capaz de proteger a obra. Esse regime garante os Direitos Moral e Patrimonial dos autores, que geralmente são pessoas jurídicas. Essas pessoas organizam e publicam os games usando suas respectivas marcas, além de creditar os profissionais envolvidos no desenvolvimento do jogo eletrônico
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
