No full text• Il lavoro esplora le relazioni tra i mutamenti demografici, la spesa sanitaria e le politiche per la salute, guardando all’anziano nella sua veste di fruitore dei servizi, elettore, contribuente.
• Mentre è incontestabile - sulla base dei dati - che all’aumentare dell’età aumentano anche i rischi per la salute e la necessità di fruire di servizi sanitari, la rassegna della letteratura sull’impatto dell’invecchiamento sulla spesa sanitaria mostra risultati contrastanti. I nostri esercizi su dati regionali italiani mostrano che – nel lungo periodo – c’è un effetto positivo statisticamente significativo della quota degli over 65 sulla spesa sanitaria pubblica pro-capite, che scompare quando si analizzano periodi di tempo brevi. Non ci sono effetti per la quota di “grandi anziani”.
• Sul fronte politico, gli anziani sembrano privilegiare partiti politici con piattaforme orientate ad un ampliamento della spesa sociale. Se si guarda alle attuali fonti di finanziamento del SSN, i comportamenti di consumo degli anziani possono influenzare lungo diversi canali le entrate e la capacità di finanziamento del SSN

and mergers and acquisitions (M&As) in banking, Regional Studies. The paper focuses on all mergers and acquisitions
(M&As) transactions of regional relevance that occurred in the Italian banking sector between 1995 and 2006. A strong direct
effect of regional economic and social characteristics on the concentration of the banking industry in Italy is found, as well as
on the agglomeration of acquiring banks in well-developed regions. This effect survives to a number of robustness checks, including
controls for banks’ profitability and efficiency, and for their institutional characteristics, indicated by the banking literature as
the key factors driving concentration in banking. Possible theoretical explanations supporting the empirical findings are also investigated,
and their policy implications are discussed
SPARE MAC Enhanced: A Dynamic TDMA Protocol for Wireless Sensor Networks
No full textWireless Sensor Networks may support heterogeneous applications ranging from classical environmental monitoring, to more demanding integrated surveillance systems based on multimedia traffic. To this extent, we argue that the specific MAC layer solutions must be flexible enough to provide differentiated services based on the context of the specific WSN. In this work, we leverage the SPARE MAC protocol for WSN based on a receiver-oriented TDMA protocol, and we propose adaptive techniques to dynamically adjust the resource (slots) assignment which are able to track the changes in the network status (traffic increase/decrease, contention increase/decrease). We comment on the trade-off between performance gain and increased signalling complexity, by resorting to numerical results derived through simulation

No full textA partire dai primi anni Novanta, l industria bancaria europea ha
conosciuto un marcato processo di
consolidamento, tuttora in atto, che ha condotto
ad un significativo aumento della
concentrazione dell industria. Il capitolo discute le implicazioni
di tale processo di consolidamento sull assetto
concorrenziale dell industria bancaria di cinque
dei maggiori paesi europei: Francia, Germania,
Italia, Regno Unito e Spagna. Il nesso tra
concentrazione e concorrenza è rilevante almeno
sotto due distinti profili: da un lato, perché
consente di meglio comprendere l evoluzione e
la natura dello stesso processo di
consolidamento; dall altro, perché influisce in
misura non trascurabile sul comportamento delle
imprese, con conseguenze rilevanti per la società
nel suo complesso.
Nonostante l apparente semplicità della nozione
di concorrenza, non ne esiste alcuna definizione
che consenta di coglierne esaustivamente tutti
gli aspetti rilevanti. Ciò ha determinato
l emergere di una pluralità di misure parziali ,
fondate sulla considerazione di un unica
variabile (tipicamente il livello di concentrazione del mercato, o l andamento dei
prezzi), che spesso conducono a risultati in
qualche misura contraddittori. Le difficoltà
interpretative dei risultati ottenibili utilizzando
gli indicatori tradizionali di concorrenza
suggeriscono il ricorso a misure in grado di
legare direttamente il livello di concorrenza
nell industria bancaria all efficienza e
profittabilità delle banche che vi operano. Un
primo esercizio in questa direzione, dal quale
sembra emergere un deficit concorrenziale, è

No full textAn assessment of the impact of possible CAP reform scenarios on Romanian agriculture
No full textUsing a simplified model, with key-variable the prices of two different possible scenarios of CAP reform after 2013 (moderate and radical), this paper present a comparison between the price effects of implementation of each reform scenario at 2015 horizon on Romanian agriculture. This short analysis shows that, under the presented hypotheses, the net welfare effect, due to the price changes, for the selected products, is positive in both reform scenarios, yet greater in the case of the radical reform. Integrated in the large context of Romanian development, it seems that the influence of CAP reform upon agriculture and rural areas will be most likely a gradual one: an interpenetration between the two scenarios is foreseeable, starting with the moderate reform that will dominate the period around 2013, the reform measures acquiring a more radical character afterwards.CAP reform, Romania, welfare effects, Agricultural and Food Policy,
Rich, Sturmian, and trapezoidal words
No full textIn this paper we explore various interconnections between rich words, Sturmian words, and trapezoidal words. Rich words, first introduced by the second and third authors together with J. Justin and S. Widmer, constitute a new class of finite and infinite words characterized by having the maximal number of palindromic factors. Every finite Sturmian word is rich, but not conversely. Trapezoidal words were first introduced by the first author in studying the behavior of the subword complexity of finite Sturmian words. Unfortunately this property does not characterize finite Sturmian words. In this note we show that the only trapezoidal palindromes are Sturmian. More generally we show that Sturmian palindromes can be characterized either in terms of their subword complexity (the trapezoidal property) or in terms of their palindromic complexity. We also obtain a similar characterization of rich palindromes in terms of a relation between palindromic complexity and subword complexity
Regulating European grant-making foundations. Lessons from the USA experience?
No full textGrant-making foundations are private institutions that distribute their income to deserving organisations.In the USA, they enjoy fiscal incentives, but have to comply with complex rules securing that incentivesare well deserved. In contrast, European countries have an embryonic legislation. This paper investigateswhether the different tax rules adopted in the USA for independent and community foundations influencethe grant-making behaviour of these organisations. Our econometric investigation underlines the existenceof a large heterogeneity in the activities of both types, suggesting that the introduction of new regulationscould benefit from a careful analysis of the nature and the features of these organisations
La misurazione del grado di concorrenza nell'industria bancaria: una applicazione all'industria bancaria italiana
No full textLa valutazione del grado di concorrenzialità di un industria presenta difficoltà concettuali non trascurabili, sia per ciò che attiene la definizione delle metodologie di misura, sia per le implicazioni che essa comporta per la politica economica, ed in modo particolare per la politica antitrust. Questo lavoro, dopo aver discusso le principali metodologie di misurazione del grado di concorrenza proposte dalla letteratura applicata, affronta il problema della valutazione della concorrenzialità dell industria bancaria italiana concentrandosi sui mercati regionali, un ambito di indagine spesso trascurato dalla letteratura che si è concentrata sul mercato bancario nel suo complesso. In questo contesto, si utilizzano misure tradizionali nella valutazione del grado di concorrenza dell industria bancaria a livello regionale e si propone un test alternativo, fondato sulle relazioni intercorrenti tra concentrazione, efficienza e redditività
The impact of fiscal rules on the grant-making behavior of American foundations
No full textPrivate and community foundations in the USA benefit from a favorable tax treatment, at the same time being subjected to specific forms of regulation aimed at guaranteeing that they operate in the public interest. This paper investigates to what extent the different fiscal rules applying to community and private foundations – the ‘public support test’ and the ‘minimum payout requirement’, respectively – influence their behavior. Using tax return data for the USA in the period 2000-2006, we show that the grant-making activities of the two types of foundations do not appear to be systematically influenced by the tax-regulation. Nonetheless, the amount of grants paid by the largest among the community foundations is strongly correlated to the donations received (consistently with the design of the ‘public support test’), while the amount of grants paid by the largest private foundations is correlated to their endowments (consistently with the
design of the ‘minimum payout requirement’). More generally, our
results point to the existence of a large heterogeneity in the grantmaking
behavior of both community and private foundations, suggesting that an effective regulatory approach could benefit from a careful analysis of the nature and of the institutional features of the foundations under scrutiny
