Evolution of Administrative Systems in Myanmar (Organization and Management Perspectives) (Tun Aung, 2004)
Various aspects of the administration in Myanmar have been studied by scholars maninly
with the historical perspective. Very few have touched upon the management and organizational
point of view. Hence, the major objective of this study is to filI this gap by examining the
administrative systems in Myanmar from the standpoint of established organization concepts and
theories.
The study fbcused on:
(i) identification of the different patterns of administration in Myanmar during 1752-
1 988.
(ii) examination of the various forms of administrative machinery from the
standpoint of modern administrative approaches such as centralization and integration,
admini strative effi ciency and participation in administration.
The study used the descriptive research method basing on information and data from both
primary and secondary sources and interviewed with focal groups consisting of former senior
government officials.
The different administrative systems in Myanmar during the relevant period were
examined in terms of the administrative design factors and administrative process factors. The
s)'sterxs were presented chronologically as those under the Myanmar Kings, the British Rule and
the post-irrdependent Myanmar.
The study found that administration under the Myanmar Kings was a highly centralized
::rachinery headed by the King. The Hluttaw composed of civil, judicial, and military functions
'.i as the supreme authority under the direct control and supervision of the King. The ranks and
srarus of the subjects, defined by customs and traditions were further refined by the King. Noupper middle class existed between the ruler and the ruled in traditional lv{yanmar.
The administrative system introduced by the British during the colonial period was
basically very different from the traditional administrative system at the time of Myanmar Kings.
A highly centralized t1,pe of administrative machinery or bureaucracy was set up with the purpose
to promote the economic progress of the country in order to fulfill the requirements of their
developing commerce and industry. The administrative machinery under the colonial period was
essentially composed of bureaucratic elements. Consequently, a class of Myanmar official
(Bureaucrats) emerged during the British Rule.
After the attainment of national independence the explicit formal goals of the government
changed from that of laissez-faire policy to that of a social welfare state. However, due to the
continued presence of previous bureaucrats in the civil service, problems such as the conflicts
between the bureaucratic norms and values internalized by the civil servants and the ideals of the
new government emerged.
The study presented the administrative design factors and administrative process factors,
and attempted to develop an effective and efficient administrative system for Myanmar in the
future

The structured questionnaires are used to collect the primary data. The primary data are collected by personal interview method. From descriptive analysis, it is found that most of the managerial staff have team oriented attitude, they are implementing the government projects under the team leadership through sound communication among team members. During the project implementation period, team members used to monitor the work accomplishment and work quality each other for not making wastes, and provide constructive feedback, suggestions and required aids (e.g. techniques) for accomplishment of tasks without delays and over-budget. Moreover, they are collaborating for a good performance of the team. Thus, their team performance by both project completion and project quality is significantly high. The multiple regression analysis shows that the task interdependence and team orientation are influencing a team communication, which has positive effect on team monitoring, feedback and backup. This means the flawless communication among team members let them to provide effective support and constructive suggestions each other. However, only giving feedback and providing resources can support significantly to team coordination. Monitoring each other is not effective for greater coordination. Relationship between organizational justice and citizenship behavior: The mediating effect of organizational commitment. (Tun Aung, 2018)
Today, changes in organizational environments call for voluntary behavior from members of an organization. Employees react and elicit different behaviors depending on different external and internal stimuli. Employees exhibit two types of behaviors: in-role and extra-role behavior, which is also known as the organizational citizenship behaviors (OCB). OCB can be classified into two_ citizenship behaviors towards individuals and citizenship behaviors towards the organization. This study tries to find the relationship between organizational justice (OJ) and citizenship behaviors (OCB) of both of OCBI and OCBO among employees, using affective commitment as a mediator, a proxy to social identification. A total of 96 employees from seven hotels in Yangon and Mandalay were collected as sample. With the permission of their supervisors, each employee received a structured questionnaire, with five-point Likert scales for each question. Multiple regression analysis was used to explore the relationship between OJ, OCBs and commitment, using SPSS 22. Baron and Kenny approach was used to determine the mediation role of commitment and it was found that OJ has positive significant relationship both on commitment and OCB. Commitment was found to have a partial mediating effect on OJ and OCB relationship
A Study on The Socio-Economic Conditions of Hinthada Township in Ayeyarwady Region (Thike Tun Aung, 2025)
This study examines the socio-economic conditions of Hinthada Township in
Ayeyarwady Region, Myanmar, through a comprehensive analysis of demographic,
educational, health, and infrastructural dimensions. Using a structured household
survey covering 400 households, 126 from urban wards and 274 from rural villages,
the study captures a representative picture of livelihoods and access to services. The
results reveal that agriculture remains the primary occupation, with household income
levels varying significantly. Educational attainment is moderate, though enrollment
among children is relatively high, with financial constraints and transportation as key
barriers. Health and sanitation access is limited by distance and transport options, with
significant reliance on out-of-pocket expenditures. Most residents live in semi-
permanent housing, and while electricity access is improving, water and road
infrastructure remain inadequate. The findings highlight disparities between urban and
rural populations and underscore the need for targeted development interventions,
especially in health, education, and infrastructure. By identifying key challenges and
priorities, this study contributes to local development planning and policy formulation
aimed at improving the quality of life in Hinthada Township
