World War Three?
When starting to write this article wars, political and social
instability in many countries and particularly in the Middle East was
mounting. Not so frozen conflict in Ukraine and rivalry in South China sea
were escalating. In the meantime,Donald Trump won the elections in USA,
and everything points to that, started relaxing the relations between Russia
and USA. Still potentiality of Third World War should be examined, to see
whether humanity was on a verge of something like that and if truly
catastrophe is faraway. Author first analyses characteristics of two world
wars, defines world war and research the eventuality of the new global
armed conflict. Author questions current world trends in international
politics and economy relevant for the possibility of new world war, and
predicts short term trends in international order
Freedom, global governance and loss of national sovereignty
Globalisation is just one of terms for the process of networking and centralisation
of political and economic power with the increased importance of transnational
bodies and corporations. Reaching the world peace is one of the oldest arguments
employed by proponents of the political globalization. The issue of freedom, as
one of the central philosophical and political concepts in history is mostly missing
in debates on globalisation. Author discuses various facets and usual
interpretations of globalizations, explains wider context and then proceeds with
opposing freedom to globalization. Leading researchers of globalisation noticed
rising inequality and pointed that one of the global processes is the globalisation
of poverty. Those who advocate the globalisation of political power (global
governance) are opponents of the national state or simply tend to qualify it as
obsolete. Author argues that personal and collective freedom may be better
safeguarded in the order of national states than in the world order with global
political and financial authority
Free-Trade Agreement Negotiations: Trans-Pacific Partnership and Transatlantic Trade and Investment Partnership
Negotiations are currently underway on the creation of two regional free-trade
agreements. First agreementTheTrans-Pacific Partnership (TPP) is negotiating between
United States and 11 countries throughout the Asia-Pacific region including Japan.
Second one is an agreement between the United States and European Union also called
Transatlantic Trade and Investment Partnership (TTIP) orsometimes Transatlantic Free
Trade Area (TAFTA). The both negotiations initiated by the United States are very
ambitious, comprehensive and should provide new market access.
When these negotiations are finalized the emerging agreements will have a major impact
on international trade. This impact will be felt not only in the member countries of free
trade agreements, but will also have an indirect impact on the countries that are outside
of the newly formed regional agreements
Blue Helmets as Sexual Predators: The Unspoken Security Threat?
The paper analyses how the United Nations peace operations
become new source of insecurity in conflict-ridden circumstances by
contributing additionally to the ongoing sexual victimisation of local women
and children. The author argues that the UNʼs legitimacy—based on its
collective power to act and to affect the world by its performance—is being
eroded gradually by persistent but unsanctioned misbehaviour of
peacekeepers. While research on peace operations has largely demonstrated
the success of the broadened mandate of peacekeeping in preventing the
recurrence of conflict, few studies seek to understand how sexual predation
undermines the peacekeeping goals of establishment peace and security for
the local population. The analysis focuses on how the gender dimension of
power dynamics constitute the peacekeepersʼ behaviour additional security
threat for local communities in the host country. Since the protection of
civilians in war-affected situations from violence is now at the forefront of
the UNʼs responsibilities, a consistent leaning on human security and gender
equality as cornerstones of serving the victimised population has to be
among critical criteria for evaluating UN peacekeeping missions. The author
concludes that the issue of sexual predator culture transcends the “logistical”
downsides of UN peacekeeping in terms of legal loopholes and operational
management and it leaps into the realm of moral sensitivity—the first
requirement for true moral behaviour
Reinterpretation of Japan’s Constitution
Since its enacting, in 1947, efforts for reinterpreting Japan’s pacifist Constitution
occasionally were seen. Almost after 70 years, Cabinet of Prime Minister Shinzo Abe
realized that intention.
Amending theArticle 9 of Japan’s Constitution extends the scope of right to self-defense
to include the defense of an ally under attack.
Authors will give their opinion on possible implications of this reinterpretation
The East-West Division in Europe as a Challenge to Global Security
The East-West division in Europe is a very old phenomenon. In contemporary international
relations it is manifested as geopolitical trench between the Euro-Atlantic community (led
by the United States) and Russia – the only remaining traditional European great power.
The aim of this presentation is to explain sources of this division, and to point to its
consequences for wider global security. The essence of this division is in post-Cold War
U.S. efforts to achieve European (and later global) hegemony, and Russia’s resolve to resist
this and defend its independence and great power status. There are multiple causes of such
U.S. expansionist policy: overall distribution of power in the international system, American
national identity and interest, and prevailing ideas of Washington’s ruling elite. The crisis in
Ukraine deepened this division, pushing the world close to another global conflict. The only
long-lasting solution to this problem could be basic transformation of U.S. foreign policy,
in the direction of abandoning the strategic goal of ruling the world
Transformation of the Middle East after the Arab Spring
Middle East and North Africa are for the long time mostly objects of international
politics of outside powers. World reordering reflects on the local turbulences. Prospects
for the consolidation of regional countries not dominated by the West were shattered in
the Arab Spring and in its aftermath. IN short period of turbulences several changes are
transforming the communities and international relations from Morocco to Iran. Deep
crisis of governance and instability of borders, dying Peace process, the birth of the
‘Islamic State’ and general chaos are spreading through the region. They are both shaped
by the conflicts initiated mostly by the USA, but also by their rising inadequacy and
impossibility to control and calm the anarchy
Globalisation and the new world order
In this study, authors attach great importance to the theoretical examination of the
relationship between the concepts of globalisation and “the New World Order”.
Efforts to democratise international relations after the Second World War led to the
intensified determination of the international community to resolve in a new
manner the question of progress of mankind, which is connected to the solution of
the crucial problems in the sphere of international politics, economics, social and
humanitarian relations. Because of the inherited global problems, reflected in the
irreconcilable aspirations of developed and developing countries, unadjusted
interests of North and South, relations between large and small states, in general
because of the immaturity of political and social conditions, the influence of political
opportunism in international relations was strongly felt so that the world reached
now the crossroads where it should decide, whether it will go through the
development of democracy and the rule of law or it will stop at the “relativism” of
the international legal order. With regard to the continuity of international relations,
one can only assume that the international community, through the process of
globalization, can succeed in upgrading the existing international system by
achieving universal social progress and improving general living conditions
Challanges to Ensure that the Regulatory Framework Keeps Up with Changes in the Global Trade
The World is rapidly changing. Globaltrade after the 2008 global
financial crisis is entering into an era of new challenges and opportunities.
Globalization, structural changes, emerging markets, regional blocs new
patterns ofinternationaltrade emerge and shiftin trade are some of newer
developments. All new developments are raising questions about the
appropriateness and resilience of existing policy frameworks in the field
of international trade. Especially deadlock in negotiating the World Trade
Organization (WTO) Doha Development Agenda has brought many
suspicions about the trade system’s ability to respond to these challenges.
In this paper we willtackle major changes in globaltrade, examine today’s
WTO and try to answer the dilemma will this world trade system survive,
become stronger and overcome all the changes, adapt to modern
conditions and establish new priorities and rules in international trade
Ukranian Crisis as a Security Challenge of the Contemporary World
Ukrainian crisis, which began as mass anti-government
demonstrations, turned into the overall destabilization of the country
thanks to the Russian annexation of Crimea and support to the rebels in
eastern Ukraine. This is the most serious security challenge in Europe
since the end of the Cold War that has dramatically worsened relations
between Russia on the one hand and the West on the other hand, and
left far-reaching negative consequences for international relations as a
whole. The attitudes of key international actors, as well the formulation
of appropriate policies towards Ukraine are the most demanding tasks
and a test of the capabilities and limitations of a common approach and
cooperation of the international community in resolving the security
challenges in the post-Soviet space
