    Trade policies and trade mis-reporting in Myanmar

    While the trade statistics of Myanmar show surpluses for 2007 through 2010, the corresponding statistics of trade partner countries indicate deficits. Such discrepancies in mirror trade statistics are analyzed in connection with the ‘export-first and import-second’ policy provisioning import permissions on permission applicants possessing a sufficient amount of the export-tax-deducted export earnings. Under this policy, the recorded imports and exports of the private sector have been maintaining equilibrium, whereas discrepancies in the mirror statistics have fluctuated.     Evolving Asian Power Balances and Alternate Conceptions for Building Regional Institutions

    The paper aims to examine economic interdependence and balancing power politics, and their mixed implications for regional institution building in East Asia based on the concept of common security. By pointing out the gap between the violent conflict prediction and the stability and prosperity reality following the end of the Cold War, the paper gives analysis to the factors affecting the security relations in the region, including (i) the role of the US, (ii) the rise of the PRC, (iii) ASEAN's efforts at regional cooperation, the (iv) the PRC–Japan rivalry. The author concludes that economic interdependence and regional cooperation in Asia have constrained a power struggle from spiraling out of control, while open regionalism has become a reasonable approach to regional institution building.     We give a new proof of the Baum–Connes conjecture with coefficients for any second countable, locally compact topological group that acts properly and cocompactly on a finite-dimensional CAT(0)-cubical space with bounded geometry. The proof uses the Julg–Valette complex of a CAT(0)-cubical space introduced by the 1st three authors and the direct splitting method in Kasparov theory developed by the last author

    Deep-seated Landslides Induced by the Heavy Rain Event of July 2020 in South Kumamoto

    This report shows the characteristics of deep-seated landslides induced by the heavy rain event of July 2020 in south Kumamoto, from geological and geomorphological viewpoints. The author investigated on-site and analyzed pre-topography of 5 landslide areas with high resolution 1 m-digital elevation models (DEM) acquired by airborne LiDAR technology. Faults and fracture zones in the slope of accretionary prism area, penetrating water focusing in the slope of cap rock structure of volcanic rock area, and stream erosion or road construction at the lower sides of slope with gravitational deformation provided formative condition of deep-seated landslides. The high resolution 1 m-DEM topographic maps showed some pre-deformation of unstable slopes

    A small Tangut Buddhist fragment Or. 12380/3495 is preserved at the British Library, London, UK. A remarkable feature of this material is that in three out of the total five columns the Tangut characters are provided with phonetic transcriptions in Tibetan script. In this paper a brief description of the morphological features of the manuscript is followed by the edition of the Tangut text with comments discussing the readings of characters and other linguistic problems. The phonetic transcriptions in Tibetan scripts are also discussed from the viewpoint of Tangut phonology; in particular initial consonants, rhymes, and tones are compared with the forms reconstructed in previous studies including that of the present author. Some transcriptions betray intriguing features which have not been observed in the other materials

    Curcumin ameliorates skeletal muscle atrophy in type 1 diabetic mice by inhibiting protein ubiquitination

    New Findings: "What is the central question of this study?: We sought to examine whether curcumin could ameliorate skeletal muscle atrophy in diabetic mice by inhibiting protein ubiquitination, inflammatory cytokines and oxidative stress. What is the main finding and its importance?: We found that curcumin ameliorated skeletal muscle atrophy in streptozotocin-induced diabetic mice by inhibiting protein ubiquitination without affecting protein synthesis. This favourable effect of curcumin was possibly due to the inhibition of inflammatory cytokines and oxidative stress. Curcumin may be beneficial for the treatment of muscle atrophy in type 1 diabetes mellitus."Skeletal muscle atrophy develops in patients with diabetes mellitus (DM), especially in type 1 DM, which is associated with chronic inflammation. Curcumin, the active ingredient of turmeric, has various biological actions, including anti-inflammatory and antioxidant properties. We hypothesized that curcumin could ameliorate skeletal muscle atrophy in mice with streptozotocin-induced type 1 DM. C57BL/6 J mice were injected with streptozotocin (200 mg kg^-1 i.p.; DM group) or vehicle (control group). Each group of mice was randomly subdivided into two groups of 10 mice each and fed a diet with or without curcumin (1500 mg kg^-1 day^-1) for 2 weeks. There were significant decreases in body weight, skeletal muscle weight and cellular cross-sectional area of the skeletal muscle in DM mice compared with control mice, and these changes were significantly attenuated in DM+Curcumin mice without affecting plasma glucose and insulin concentrations. Ubiquitination of protein was increased in skeletal muscle from DM mice and decreased in DM+Curcumin mice. Gene expressions of muscle-specific ubiquitin E3 ligase atrogin-1/MAFbx and MuRF1 were increased in DM and inhibited in DM+Curcumin mice. Moreover, nuclear factor-κB activation, concentrations of the inflammatory cytokines tumour necrosis factor-α and interleukin-1β and oxidative stress were increased in the skeletal muscle from DM mice and inhibited in DM+Curcumin mice. Curcumin ameliorated skeletal muscle atrophy in DM mice by inhibiting protein ubiquitination, inflammatory cytokines and oxidative stress.     Uncertainty quantification of neutron multiplication factors of light water reactor fuels during depletion

    Nuclear data-induced uncertainties of infinite neutron multiplication factors (k) during fuel depletion are quantified in a single cell and a 3x3 multi-cell including burnable absorbers. Uncertainties of reaction cross sections, fission yields, decay half-lives and decay branching ratios provided in the JENDL libraries are taken into account. Hundred percent uncertainties are assumed to nuclear data to which uncertainty information are not provided in JENDL. Uncertainties propagation calculations are carried out with the adjoint-based procedure, and required sensitivity profiles of k with respect to these nuclear data are efficiently calculated by the depletion perturbation theory. Covariance matrices for fission yields and decay data in a simplified burnup chain are successfully generated by the stochastic-based procedure. k uncertainties of about 0.6% during fuel depletion are obtained, and it is shown that actinoids reaction cross sections are dominant contributors. Nuclide-wise decomposition of the uncertainties and observation of component-wise sensitivity profiles provide physical interpretations. By virtue of the adjoint-based procedure, several parametric surveys are also conducted. Contributions of uncertainties in fission products (FPs) nuclides are quantified, and important nuclides and energy ranges are identified for further evaluation of nuclear data of FP nuclides.
