Layout Optimisation of Wave Energy Converter Arrays
This paper proposes an optimisation strategy for the layout design of wave energy converter (WEC) arrays. Optimal layouts are sought so as to maximise the absorbed power given a minimum q-factor, the minimum distance between WECs, and an area of deployment. To guarantee an efficient optimisation, a four-parameter layout description is proposed. Three different optimisation algorithms are further compared in terms of performance and computational cost. These are the covariance matrix adaptation evolution strategy (CMA), a genetic algorithm (GA) and the glowworm swarm optimisation (GSO) algorithm. The results show slightly higher performances for the latter two algorithms; however, the first turns out to be significantly less computationally demanding

BUDGETTICKS A MUST FOR THE GOVERNMENT
SYNOPSIS The D.Litt Thesis herewith submitted, namely 'Budgetticks - A must for the Government'. This nature of research comes under the purview of the subject Public Administrations, which happens to be mine own discovery. Presently, there are huge problems in chalking out the yearly budget of the different countries in the present day world. Moreover, the countries which are in the arena of third world and underneath nations, this problem of framing of yearly budget has become a misnomer. The different Governments pertaining to such third world and underneath arena find the same, quite difficult in order to present their budget in thier respective Parliaments, or, before the Assemblies. In fact, there are no relevancies observed to-day, in between the different budgetary provisions (i.e. monetary provisions) and the resultant effects. Here, the Governments are meeting with their drastic failures in providing the people, which are very akin to maintain their lives and livelihoods towards, achieving a conducive sustenance. Here, Budget and its effects make no systematic impact in providing the people, their day to day necessities. Presently, most of the 3rd world and underneath nations are adopting the type of budget which are basically borrowed from the Britishers. During the colonial rule of the Britishers, they have imposed their ideas, their authority, responsibility, accountability, in the shape of forming the Governments, up to their own tastes. Unfortunately such Governments are not finding an outlet to be away from such unsuitable procedural ways as set up towards framing of the budget as made by the Britishers. Of course, partly the British system may have, some help to the capitalistic nations like U.S.A., U.K. and other European countries, but for the people of 3rd world and the underneath nations, this system only provides a distorted, hazy as well as quite an unsuitable order, in consideration to their geographical, social, political and anthropological behavioural orders.

This measurement uses a narrow-band neutrino beam with an average neutrino energy of 2.7\,GeV, which is of interest to ongoing and future long-baseline neutrino oscillation experiments. Genetic risk and a primary role for cell-mediated immune mechanisms in multiple sclerosis
Multiple sclerosis is a common disease of the central nervous system in which the interplay between inflammatory and neurodegenerative processes typically results in intermittent neurological disturbance followed by progressive accumulation of disability. Epidemiological studies have shown that genetic factors are primarily responsible for the substantially increased frequency of the disease seen in the relatives of affected individuals, and systematic attempts to identify linkage in multiplex families have confirmed that variation within the major histocompatibility complex (MHC) exerts the greatest individual effect on risk. Modestly powered genome-wide association studies (GWAS) have enabled more than 20 additional risk loci to be identified and have shown that multiple variants exerting modest individual effects have a key role in disease susceptibility. Most of the genetic architecture underlying susceptibility to the disease remains to be defined and is anticipated to require the analysis of sample sizes that are beyond the numbers currently available to individual research groups. In a collaborative GWAS involving 9,772 cases of European descent collected by 23 research groups working in 15 different countries, we have replicated almost all of the previously suggested associations and identified at least a further 29 novel susceptibility loci. Within the MHC we have refined the identity of the HLA-DRB1 risk alleles and confirmed that variation in the HLA-A gene underlies the independent protective effect attributable to the class I region. Immunologically relevant genes are significantly overrepresented among those mapping close to the identified loci and particularly implicate T-helper-cell differentiation in the pathogenesis of multiple sclerosis
When do special interests run rampant ? disentangling the role in banking crises of elections, incomplete information, and checks and balances
The author investigates the political determinants of government decisions that benefit special interest groups - especially government decisions to deal with banking crises. He finds that the better informed the voters, the more proximate elections, and the larger the number of political veto players ( conditional on the costs to voters of relevant policy decision), the smaller the government's fiscal transfer are to the financial sector and the less likely the government is to exercise forbearance in dealing with insolvent financial institutions. The results suggest that policies thatmight be appropriate for mitigating banking crises in the United States might be less effective in settings where voters are less informed, where elections are less competitive, and where there are fewer veto players, because in these settings checks and balances are missing. These policies include: a) Disseminating information about the costs of inefficient government decisions. b) Improving the structure of legislative regulatory oversight. c) Intervening early in insolvent banks. The author concludes that the more veto players there are, the less likely policies are to favor special interest groups (contrary to previous views). Moreover, the closer the elections, the less likely policies are to favor special interest groups.
New constraints on oscillation parameters from appearance and disappearance in the NOvA experiment

The results utilize significant improvements in both the simulations and analysis of the data. Techno-Economic Modelling of Tidal Energy Converter Arrays in the Tacoma Narrows
Hydrokinetic tidal energy converter (TEC) technology is yet to become cost competitive with other renewable energy sources. Understanding the interaction between energy production and the costs incurred harvesting that energy may unlock the economic potential of this technology. Although hydrodynamic simulation of TEC arrays has matured over time, including demonstration of how small and large arrays affect the resource, integration of cost modelling is often limited. The advanced ocean energy array techno-economic modelling tool ‘DTOcean’ enables designers to calculate and improve the levelised cost of energy (LCOE) of an array through parametric simulation of the energy extraction, design of the electrical network, moorings and foundations, and simulation of the installation and lifetime operations and maintenance of the array. This work presents a verification of DTOcean’s ability to simulate the techno-economic performance of TEC arrays by reproducing the hypothetical RM1 reference model, a semi-analytical model of a TEC array based in the Tacoma Narrows of Washington state, U.S.A. It is demonstrated that DTOcean can produce a reasonable estimate to the LCOE predicted by the reference model, giving (in Euro cents per kiloWatt hour) 36.69 ¢/kWh against the reference model’s 34.612 ¢/kWh for 10 TECs, while for 50 TECs, DTOcean calculated 20.34 ¢/kWh compared to 17.34 ¢/kWh for the reference model
Genome-wide association study identifies a variant in HDAC9 associated with large vessel ischemic stroke
Genetic factors have been implicated in stroke risk, but few replicated associations have been reported. We conducted a genome-wide association study (GWAS) for ischemic stroke and its subtypes in 3,548 affected individuals and 5,972 controls, all of European ancestry. Replication of potential signals was performed in 5,859 affected individuals and 6,281 controls. We replicated previous associations for cardioembolic stroke near PITX2 and ZFHX3 and for large vessel stroke at a 9p21 locus. We identified a new association for large vessel stroke within HDAC9 (encoding histone deacetylase 9) on chromosome 7p21.1 (including further replication in an additional 735 affected individuals and 28,583 controls) (rs11984041; combined P = 1.87 × 10<sup>−11</sup>; odds ratio (OR) = 1.42, 95% confidence interval (CI) = 1.28–1.57). All four loci exhibited evidence for heterogeneity of effect across the stroke subtypes, with some and possibly all affecting risk for only one subtype. This suggests distinct genetic architectures for different stroke subtypes
