    Regenerating with the green: a proposal for the coastal landscape of Senigallia

    La rigenerazione urbana e ambientale di un territorio costiero deve leggere il paesaggio litoraneo come un elemento cardine per lo sviluppo dell’intera fascia costiera. Da ciò consegue il forte accento sulla componente paesaggistica posto dal progetto di riqualificazione della fascia costiera del comune di Senigallia, che permette di leggere in maniera unitaria il complesso sistema naturale e antropico del litorale, assunto a nuova “infrastruttura” cittadina, su cui imperniare processi di riqualificazione dell’intero territorio. Senigallia deve la sua fama alla presenza della spiaggia, che rappresenta il fulcro dell’attrattiva turistica e il luogo d’incontro per eccellenza delle attività estive, nonostante la sua estensione limitata, la sua frammentazione ed il diffuso degrado urbano. Il turismo rappresenta anche un generatore di forti pressioni, soprattutto su quelle porzioni di litorale ancora scarsamente antropizzate che hanno visto la progressiva riduzione di elementi distintivi del paesaggio. Pertanto, la valorizzazione degli ambiti naturalistici ed il miglioramento della qualità urbana vengono assunti a obiettivi fondanti il progetto di riqualificazione del sistema litoraneo di Senigallia. Essa si basa sul potenziamento dell’infrastruttura verde lungo il litorale che ha lo scopo di migliorare la qualità dell’ambiente urbano e naturale grazie al potenziamento di reti continue di percorsi in grado di ricucire luoghi prettamente naturalistici fra loro e con il tessuto urbano.Urban regeneration of a coastal territory should consider the local coastal landscape as a key element for boosting local sustainable growth. Starting from this assumption the regeneration proposal for the coastal belt of Senigallia (Italy) puts a strong emphasis on landscape, which allows to understand the complexity of the coastline’s natural and anthropic system in a holistic way. Senigallia owes its touristic attractiveness to the beach, which is the main touristic reference for local, national and international tourism and the most important meeting place for summer activities and events. At the same time, it shows critical issues such asthe limited extension in relation with the touristic arrivals, paths fragmentation along the coast and episodes of urban decay. Tourism generates high pressures not only on the beach portions with high concentration of resorts and facilities, but also on those parts that are still predominately wild and less anthropized, undermining the distinctive elements of local landscape. In this framework, natural areas valorisation and urban quality improvement are assumed as main objectives of the regeneration of the entire Senigallia’s coastal strip. The proposal is based on strengthening the green infrastructure along the coast, allowing to improve the quality of the natural and the urban environments by giving continuity to the existing paths along the coast and by connecting the urbanized areas with the local natural system

    Le aree rurali europee rappresentano esempi eccezionali di patrimonio culturale e naturale che necessita non solo di essere salvaguardato, ma anche promosso come motore di competitività, crescita e sviluppo sostenibile e inclusivo. Il contributo che segue illustra alcune buone pratiche di resilienza rurale nell’ambito del progetto europeo H2020 RURITAGE, basato sull’attivazione del potenziale del patrimonio culturale e naturale locale come catalizzatore per la resilienza, la competitività economica e la crescita sostenibile e inclusiva delle aree rurali.European rural areas represent outstanding examples of cultural and natural heritage that need not only to be protected, but also to be promoted as driver for sustainable, growth and inclusive development.     Escape to the country: A reaction-driven rural renaissance on a Swedish island post COVID-19

    The COVID-19 pandemic could be driving more households to migrate out of cities and to the countryside, but this might result in an increased demand for access to green space which, in the long run, may cause a widening of social inequalities in rural areas. On the contrary, if planned for, it could provide an opportunity for repopulation and regeneration. This article explores the underlying causes and impacts of current rural in-migration, and further, it touches on how planning can balance development while supporting communities for a rural renaissance. By using a case study area in Sweden, it examines evidence of amenity-driven in-migration flows before and during the pandemic. The findings show an increased usage of part-time housing as a result of demand for space and nature; however, this was made possible through already well functioning infrastructures. Acknowledging that it is crucial to maintain and enhance natural capital, this study suggests that the supply of services and infrastructure is essential to achieve a rural renaissance beyond temporary tourism. As people are increasingly dividing their time between their urban permanent home and their rural second home, this may further suggest that there is a need to improve the connections between urban and rural areas

    Nature based solutions impact assessment: a methodological framework to assess quality, functions and uses in urban areas

    Urban Green Areas quality assessment has been at centre of the discussion in planning disciplines for decades already but has rarely been effectively and efficaciously integrated into planning tools and strategies. Building on several methodologies to evaluate public space quality (Mehta, 2013), on the millennium ecosystem assessment (MEA, 2005) and on the expert groups report of the EKLISPE framework on the impact evaluation on NBS (Reynolds et al. 2016), in this paper we propose a comprehensive methodological framework to evaluate Urban Green Areas (UGAs) quality and performance aiming at integrating the ecosystem services they provide as parameters able to guide urban planning strategies and choices, thus boosting both the implementation of high quality and performant green urban areas and enhancing the overall city quality and liveability.     Assessing distributional justice around Cultural Ecosystem Services (CES) provided by urban green areas: The case of Bologna

    Cultural Ecosystem Services (CES) and related flows of benefits – heavily influencing societal and individual health and wellbeing - are usually ascribed non-consumptive values. However, despite the increasing recognition of their contribution to citizens’ quality of life, the intangible nature of CES makes it difficult to quantify them and hard to be integrated in decision making and planning processes. Nevertheless, the assessment of the societal relevance of CES would largely help to improve people wellbeing and quality of life. CES depend not only on the characteristics and features of urban green areas, but also on preferences and needs of the users that interact with them and that contribute to co-produce ES related benefits and values. These diverse needs, coupled with the uneven distribution of urban green area and diverse ways of managing them in the city, could affect the way ES are produced and further exacerbate existing inequalities and disparities. This contribution investigates the case study of the city of Bologna, introducing a spatial approach based on a new and pluralistic notion of urban green area that consider sport facilities and Green Stewards activities, to assess the related CES co-production paths and distributional dimension of justice in the city. Results show a good accessibility to urban green area throughout the city of Bologna (around .70 %). Nevertheless, CES co-production paths are limited in those areas of the city with higher population vulnerability index, due to lower urban green area facilities and green stewards activities, thus highlighting areas with higher distributional and procedural injustice path

    La questione abitativa nella sua configurazione odierna presenta caratteri di discontinuità rispetto al passato. Da un lato assistiamo ad un progressivo ridimensionamento del ruolo svolto per decenni dal soggetto pubblico nelle politiche abitative, dall’altro la crisi economica globale ha contribuito a paralizzare le poche iniziative volte a sperimentare nuove soluzioni alla questione abitativa. In particolare, il contributo intende mettere a confronto la necessità di riformulare le politiche per l’edilizia residenziale sociale in una logica di sussidiarietà e cooperazione, concentrandosi sulla relazione tra social housing e rigenerazione urbana per dare risposta a bisogni complessi che vanno oltre rispetto alla necessità di un alloggio sociale. Oggetto dello studio sono i modelli di governance che nascono da un approccio integrato tra nuove relazioni pubblico-privato e modelli insediativi che coinvolgono, oltre all’alloggio, un sistema integrato di funzioni e servizi. In Italia la mancanza di una visione strategica che coniughi rigenerazione urbana a housing sociale è evidente. Il lavoro proposto parte da un’analisi di alcune tra le più significative politiche ed esperienze europee per determinare quali fattori possono essere considerati determinanti per sancire un’inversione di rotta nell’attuazione delle politiche abitative nel contesto bolognese. L’analisi, inoltre, si pone l’obiettivo di investigare le prospettive di un rinnovato protagonismo del soggetto pubblico nell’assumere una posizione di controllo delle iniziative private e di promozione di un nuovo settore privato con caratteristiche sociali

    Circular economy is seen as an opportunity of overcoming the traditional linear model of consumption and production based on the “take-make-dispose” model, in favour of a more sustainable use of resources. It is acknowledged that the city scale is relevant in this transition towards circularity, even if there is a lack of implementation of the circular city through plans and policies. A higher understanding of the interrelations between circular economy and urban planning is therefore needed. This study, through a scoping review and a bibliometric analysis, allowed to systematize and analyse the knowledge about the existing trends in planning circular cities and to identify gaps for future research. What emerged is that a methodology to integrate circular economy principles into urban planning tools and procedures still does not exist in literature, even though some recurrent decision-making framework are frequently used and the topic is currently under debate

    Eco-social urban regeneration of residential areas in South East Europe regions – BUILD SEE project results

    Despite EU indications and policies, South East Europe regions are far from the implementation of transnational policies for a sustainable urban development. In particular, the path that public administrations, enterprises and citizens are expected to take in order to bridge the gap between policies and practices and to achieve low environmental impact in urban planning of residential areas is still open. Starting from the experience and results of BUILD SEE project – South East Europe Programme – this paper aims to analyse the ongoing situation in nine countries from the SEE area, taking into account three main issues – public administration issue, social issue and building innovation issue. Moreover, the paper discusses to what extent SEE regions can meet the EU requirements, given the wide dissimilarity of SEE countries’ practices
