Just Development: Beyond Adjustment with a Human Face
Tariq Banuri, Shahrukh Rafi Khan and Moazam Mahmood (ed.), Just Development: Beyond Adjustment with a Human Face, Karachi, Oxford University Press, 1997. Pp. 207. Price not mentioned. The Oxford series of books published on the occasion of the golden jubilee of Pakistan’s independence constitute a welcome and high quality addition to material on various facets of life in the country. “Just Development” reviews Pakistan’s development from the human angle and looks at the structural adjustment programme, debating whether it is possible to have “adjustment with a human face”. Perhaps the most enduring element of our development strategies has been the relegation of social objectives to low priority and the consequent neglect of social sectors. This has been as true of decades of high growth – 1960s and 1980s – as of those of low growth – 1950s, 1970s and 1990s. Why
Antifungal and Antibacterial Activity of Acrophialophora levis Samson and Tariq Mahmood
In studies conducted to gain information on the antagonistic potential of Acrophialophora levis, an isolate obtained from the rhizosphere of olive trees in Aegean Region (Turkey) was assayed in vitro for its antibiotic activity against 16 important soil-borne plant pathogenic fungi belonging to Mastigomycotina, Ascomycotina, Basidiomycotina and Deuteromycotina, and six bacteria by using the streak method. The results of this study clearly demonstrated that A levis exhibited an antagonistic activity against all of the test fungi and three of the test bacteria through antibiosis. As evidenced by the respective zones of inhibition, Botrytis cinerea and Sclerotinia sclerotiorum proved to be extremely susceptible; Pythium debaryanum, Rhizoctonia solani and Phytophthora capsici appeared to be the most resistant among the fungi tested. Among the test bacteria, Cory neb acterium michiganense pv. michiganense, Bacillus subtilis and Xanthomonas campestris pv. vesicatoria showed some sensitivity to the antibiotic effect of this antagonist. 1989 Paul Parey Scientific Publishers, Berlin and Hambur
A thematic and intellectual review of the stories of Tariq Mahmood\u27s fictional collection "Sah Hada"
Tariq Mehmood has presented Western civilization as well as Eastern civilization and culture in his fiction. In the context of Pakistan, he made the rural society and its problems, the confusion of urban life, economic, psychological and emotional conflict the subject of his fiction. Like a sensitive artist, he portrayed themes like judicial system malfunctions, trials and disputes in his stories. Tariq Mehmood being a senior administrative official has a deep understanding of how poor farmers and cultivators are sucked and exploited by officers, landlords and government functionaries Patwari etc. in the name of development in the village. As social values change, human relations and problems of human life aso change. Where scientific facilities have made life easy, they have also made man meaningless. No matter how outdated the feudal system is, it has deep roots and these roots cannot be cut easily. Despite the lack of machinery and equipment, laborers, cultivators and farmers are still needed by landlords
Algebraic Representation of Social Capital Matrix
This paper proposes a mathematical model based on a Boolean algebra involving a 44 social capital matrix [Shah (2008)], that emerges through interaction within and across individuals, communities, institutions and state. The framework provides a coding system for the existence or otherwise of various categories of social interaction. The model illustrates that social interaction can be neatly described in a format that facilitates the interpretation of social intra- and interactions among the four types of players in generating economic activity.Social Capital (Matrix), Linear Space, Interactive Systems, Boolean Algebra

The Stock Market and the Economy in Pakistan
This paper re-examines the causal relationship between stock prices and macro variables like consumption expenditure, investment spending, and economic activity (measured by GDP) in Pakistan. Using annual data from 1959-60 to 1998-99 and applying cointegration and error correction analysis, the paper indicates the presence of long-run relationship between stock prices and macro variables. Regarding the cause and effect relationship, the analysis indicates a one-way causation from macro variables to stock prices, implying that in Pakistan fluctuations in macro variables cause changes in stock prices. The findings suggest that the stock market in Pakistan is not that developed to play its due role in influencing aggregate demand. A disturbing feature of the stock market in Pakistan is that it cannot be characterised as the leading indicator of economic activity. In the absence of other strong indicators, shooting up of stock prices may indicate a speculative bubble. I. INTRODUCTION The stock market plays an important role in the economy by mobilising domestic resources and channelling them to productive investment. This implies that it must have a significant relationship with the economy. The relationship can be seen, in general, in two ways. The first relationship views the stock market as the leading indicator of the economic activity in the country, whereas the second focuses on the possible impact the stock market may have on aggregate demand, particularly through aggregate consumption and investment. In other words, whether changes in stock market cause fluctuations in macroeconomic variables, like Consumption Expenditures, Investment Spending, Gross Domestic Product (GDP), Index of Industrial Production (IIP), etc., or are caused by these variables is an interesting issue to be examined. The former case implies that stock market leads economic activity, whereas the latter suggests that it lags economic activity. The knowledge of the relationship between stock prices and macro variables is now becoming more important in the case of developing countries in view of the various economic reforms taking place there. From the beginning of the 1990s, a number of Fazal Husain and Tariq Mahmood are Senior Research Economist and Research Economist, respectively, at the Pakistan Institute of Development Economics, Islamabad. Comprehensive Study on the Performance of Waste HDPE and LDPE Modified Asphalt Binders for Construction of Asphalt Pavements Application
This research is aimed at investigating the mechanical behavior of the bitumen by the addition of high-density polyethylene (HDPE) and low-density polyethylene (LDPE) obtained from waste plastic bottles and bags. Polymers (HDPE and LDPE) with percentages of 0%, 2%, 4%, and 6% in shredded form by weight of bitumen were used to evaluate the spectroscopic, structural, morphological, and rheological properties of polymer-modified binders. The rheological properties for different factors; viscosity (ἠ) from Rotational Viscometer (RV), rutting factor G*/Sin (δ), fatigue characteristics G*. Sin (δ), for the modified binder from dynamic shear rheometer (DSR), Short and long-term aging from rolling thin film oven (RTFO), and pressure aging vessel (PAV) was determined. The thermal characteristics, grain size, and texture of polymers for both LDPE and HDPE were found using bending beam rheometer (BBR) and X-ray diffraction (XRD), respectively. Fourier transform infrared (FTIR) analysis revealed the presence of polymer contents in the modified binder. Scanning electron microscopy (SEM) images revealed the presence of HDPE and LDPE particles on the surface of the binder. Creep Rate (m) and Stiffness (S) analysis in relationship with temperature showed a deduction in stress rate relaxation. Results have revealed the best rutting resistance for 6% HDPE. It also showed an improvement of 95.27% in G*/Sin (δ) which increased the performance of the bituminous mix. Similarly, the addition of 4% LDPE resulted in maximum dynamic viscosity irrespective of the temperatures. Moreover, fatigue resistance has shown a significant change with the HDPE and LDPE. The festinating features of waste plastic modified binder make it important to be used in the new construction of roads to address the high viscosity and mixing problems produced by plastic waste and to improve the performance of flexible pavements all over the world
