Confirming the Actual Energy Efficiency for Commissioned Buildings
No full textAbstractThe article provides an overview of the legislative and regulatory base used in the modern system of technical regulations in the Russian Federation in terms of improving the energy efficiency of buildings. The author shows the necessity for the experimental research to find the basis for standard regulations to implement the legislative requirements for actual confirming the building energy efficiency in practice. The results obtained provide a verification method for energy performance estimation based on calculation of the energy performance certificate with the help of factual values of the heat and power indicators

Analysis of the impact of socio-economic problems in rural area on agricultural education
No full textThe article evaluates the results of scientific research on the specific features of the formation of qualified labor resources in the agricultural sector. The results of the study conducted by a group of experts from the Ministry of Agriculture of Russia and the SRI Higher School of Economics with the participation of the author in 2017 are compared with the results of similar studies in the period 2018-2020. The article reveals the existing close relationship between social problems in rural areas and the lack of interest in graduates of specialized agricultural higher educational institutions in job placement in their specialty. The work analyzes the negative impact of short industrial practice of students on the agricultural education quality and assesses the consequences of the lack of a modern technological base for conducting practical training in many higher educational institutions, which leads to the unreadiness of graduates for independent work. The possible ways of finding a balance of interests between the regional administration, higher agricultural educational institution, students and business are considered on the example of the activities of the Omsk State Agrarian University named after P.A. Stolypin. The article also highlights the problems in the field of education and obtaining new competencies faced by representatives of peasant (farm) households. In conclusion, proposals are made to solve the urgent problems of agricultural education. Basic provisions: - the job placement of graduates of higher educational institutions in agricultural enterprises is negatively affected by the social problems of the village; - graduates of agricultural universities do not meet the expectations of employers, as educational institutions do not provide sufficient practical knowledge and skills due to the lack of orientation for the practical activities of future specialists; - for representatives of peasant (farm) households, distance education forms and the availability of highly qualified consultants in the field of digital technologies and product promotion are necessary

No full textОбъектом настоящей работы является здание каменного Дворца А. Д. Меншикова, уникальный памятник архитектуры петровского времени, расположенный на Васильевском острове Санкт-Петербурга. Целью настоящей работы является всестороннее изучение проблемы изменений архитектурного облика Дворца А. Д. Меншикова и этапов реставрации.
В процессе написания работы выполнен обзор и анализ имеющейся литературы и графических источников по памятнику, выделение отдельные этапы изменения архитектурного облика; анализ вопросов, возникавших при реставрации памятника, выделение актуальных задач реставрации на сегодняшний момент.
В работе автор не использует оригиналы архивных источников, но приводится наиболее полный список научной литературы, посвященной рассматриваемым проблемам. Обобщены проблемы реставрации, и произведена оценка актуальности данных проблем.The object of this work is the stone building of the Alexander Menshikov's Palace, an unique architectural monument of Peter the Great period, located on Vasilevsky Island in St. Petersburg. The aim of this work is a comprehensive study of the problem of changes in the architectural image of the Alexander Menshikov's Palace and stages of it's restoration.
In the process of writing the work were carried out a review and analysis of existing literature and graphic sources related to the monument, enumeration of stages of changes in it's architectural appearance, analysis of the issues that arose during the restoration of the monument; the enumeration of the current tasks of restoration at the moment.
Author does not use original archival sources, but provides complete list of scientific literature on the issues under consideration. Problems of restoration are summarized, and the relevance of these issues is rated

The author reveals the political and ideological factors which prompted liberalism theorists K.D. Kavelin, B.N. Chicherin, A.D. Gradovsky to consider national issues. There are analyzed the common and particular features in the works of publicists of public school. Special attention is paid to their attitude to the Slavic idea, the Polish issue and the Russian nationalism.В статье рассматриваются проблемы восприятия национализма в либеральной публицистике 1860-х гг. Выясняются политические и идеологические факторы, способствовавшие обращению теоретиков либерализма К.Д. Кавелина, Б.Н. Чичерина и А.Д. Градовского к национальной тематике. Прослеживаются общие и особенные черты в творчестве публицистов государственной школы. Особое внимание уделяется их отношению к славянской идее, польскому вопросу и русскому национализму
