Events of the reaction channels hc › ??' and ?? are observed with a statistical significance of 8.4? and 4.0?, respectively, for the first time. The branching fractions of hc › ??' and hc › ?? are measured to be B(hc › ??' ) = (1.52±0.27±0.29)×10-3 and B(hc › ??) = (4.7±1.5±1.4)×10-4 , respectively, where the first errors are statistical and the second are systematic uncertainties

    Who's 'free riding'? A critique of the World Bank's approach to non-concessional borrowing in low income countries

    This paper considers the current proposals by the World Bank to curb the potential for ‘free riding’ in relation to financial support and multilateral debt relief to low-income countries. Measures to address the ‘free rider’ issue will form a pivotal plank in the World Bank’s future strategy towards low-income borrowing members and will also inform some of the International Monetary Fund (IMF)’s policies in this respect. This paper analyses the proposals in light of current trends in development financing policy and practice, particularly the shifting patterns of official and private financial flows to developing countries, and demonstrates the disjuncture between the conceptual approach of the Bank and Fund to the issue of ‘free riding’ and their operational practice over the past two decades. It is argued here that the Bank proposals are less motivated by a concern over the future debt sustainability of their low-income borrowers but by the realpolitik and financial exigencies facing the Bretton Woods institutions today. Consequently, the measures proposed are not only operationally flawed but represent instead new mechanisms to continue binding IDA countries to financing flows – and thereby financial discipline – by the Bank and the Fund during a time where these institutions are struggling to maintain their operational relevance and political legitimacy

    Hybrid Concentration Based Feature Extraction Approach for Malware Detection

    In this paper, a hybrid concentration based feature extraction (HCFE) approach is proposed. The HCFE approach extracts the hybrid concentration (HC) of a sample in both the global resolution and the local resolution. The HC of a sample characterizes the sample more precisely and completely by taking the global information and local information into account at the same time. With the help of the co-operation of the global and local information, the HC discards the bias of the global concentration (GC) to the global information and the local concentration (LC) to the local information, respectively. In order to incorporate the HCFE approach into the procedure of malware detection, a HC-based malware detection (HCMD) method is proposed. Eight groups of experiments on three public malware datasets are exploited to evaluate the effectiveness of the HCMD method using cross validation. Comprehensive experimental results suggest that the HC of a sample extracted by the HCFE approach characterizes the sample more precisely and completely than the GC and LC. The proposed HCMD method outperforms the GC-based and the LC-based malware detection methods in all the experiments for about 1.05% and 0.28% on average, respectively.EICPCI-S(ISTP)[email protected]; [email protected]

    Augmented 2D-TAN: A Two-stage Approach for Human-centric Spatio-Temporal Video Grounding

    We propose an effective two-stage approach to tackle the problem of language-based Human-centric Spatio-Temporal Video Grounding (HC-STVG) task. In the first stage, we propose an Augmented 2D Temporal Adjacent Network (Augmented 2D-TAN) to temporally ground the target moment corresponding to the given description. Primarily, we improve the original 2D-TAN from two aspects: First, a temporal context-aware Bi-LSTM Aggregation Module is developed to aggregate clip-level representations, replacing the original max-pooling. Second, we propose to employ Random Concatenation Augmentation (RCA) mechanism during the training phase. In the second stage, we use pretrained MDETR model to generate per-frame bounding boxes via language query, and design a set of hand-crafted rules to select the best matching bounding box outputted by MDETR for each frame within the grounded moment.Comment: Best Paper Award at the 3rd Person in Context (PIC) Challenge CVPR Workshop 202

    Metabolic profiling and population screening of analgesic usage in nuclear magnetic resonance spectroscopy-based large-scale epidemiologic studies

    The application of a 1H nuclear magnetic resonance (NMR) spectroscopy-based screening method for determining the use of two widely available analgesics (acetaminophen and ibuprofen) in epidemiologic studies has been investigated. We used samples and data from the cross-sectional INTERMAP Study involving participants from Japan (n = 1145), China (n = 839), U.K. (n = 501), and the U.S. (n = 2195). An orthogonal projection to latent structures discriminant analysis (OPLS-DA) algorithm with an incorporated Monte Carlo resampling function was applied to the NMR data set to determine which spectra contained analgesic metabolites. OPLS-DA preprocessing parameters (normalization, bin width, scaling, and input parameters) were assessed systematically to identify an optimal acetaminophen prediction model. Subsets of INTERMAP spectra were examined to verify and validate the presence/absence of acetaminophen/ibuprofen based on known chemical shift and coupling patterns. The optimized and validated acetaminophen model correctly predicted 98.2%, and the ibuprofen model correctly predicted 99.0% of the urine specimens containing these drug metabolites. The acetaminophen and ibuprofen models were subsequently used to predict the presence/absence of these drug metabolites for the remaining INTERMAP specimens. The acetaminophen model identified 415 out of 8436 spectra as containing acetaminophen metabolite signals while the ibuprofen model identified 245 out of 8604 spectra as containing ibuprofen metabolite signals from the global data set after excluding samples used to construct the prediction models. The NMR-based metabolic screening strategy provides a new objective approach for evaluation of self-reported medication data and is extendable to other aspects of population xenometabolome profiling

Heavy chain-hyaluronic acid (HC-HA)/PTX3 purified from human amniotic membrane (AM) was previously observed to suppress inflammatory responses in vitro. We now examine whether HC-HA/PTX3 is able to exert a similar effect in vivo, using murine models for keratitis and corneal allograft rejection. METHODS. The in vitro effect of HC-HA/PTX3 was tested using OTII ovalbumin (OVA) transgenic, purified CD4 þ T cells, or IFN-c/lipopolysaccharide (LPS)-stimulated RAW264.7 cells. Cytokine production was measured by ELISA, while cell surface markers and cell proliferation were determined by flow cytometry. In vivo effects of HC-HA/PTX3 were analyzed by quantifying the recruitment of enhanced green fluorescence-labeled macrophages and by measuring the expression of arginase 1 (Arg-1), IL-10, and IL-12 in LPS-induced keratitis in the macrophage Fas-induced apoptosis (Mafia) mouse. The effect of corneal allograft survival in a complete major histocompatibility complex (MHC) mismatched mouse model was assessed by grading corneal opacification. RESULTS. In vitro studies demonstrated that HC-HA/PTX3 significantly enhanced the expansion of FOXP3 T cells and suppressed cell proliferation and protein expression of IFN-c, IL-2, CD25, and CD69 in activated CD4 þ T cells. Furthermore, immobilized HC-HA/PTX3 significantly upregulated IL-10 gene expression but downregulated that of IL-12 and IL-23 in activated RAW264.7 cells. Finally, in vivo subconjunctival injection of HC-HA/PTX3 significantly prolonged corneal allograft survival, suppressed macrophage infiltration, and promoted M2 polarization by upregulating Arg-1 and IL-10 but downregulating IL-12. CONCLUSIONS. HC-HA/PTX3 can suppress inflammatory responses in vivo by modulating both innate and adaptive immunity of macrophages and CD4 þ T cells

    The aim of this bachelor thesis is to test specific and fitness abilities of goalkeepers of HC Motor Czech Budejovice. In the theoretical part of this thesis, based on content analysis of literature research, the author presents motoric abilities, development patterns and overview of most frequently used tests. In the practical part of thesis, the author deals with creating and verifying tested battery. It was designed using the knowledge gained from books reference and self- experience of a player and a coach as well. To obtain the results of performance of particular motoric abilities the author used testing method. The outcomes were subsequently compared with the evaluation of given motoric abilities on ice. The author acquired the evaluation from goalkeeper's coaches of HC Motor Czech Budejovice. Final results are described and thereafter tabularly presented
