Data terbaru komnas perempuan empat tahun terakhir kasus kekerasan seksual cender-ung mengalami peningkatan, ini adalah bukti kurang efektifnysa suatu hukum dalam implemen-tasinya, Pada 12 mei 2022 pemerintah mengesahkan Undang-Undang No. 12 Tahun 2022 ten-tang Tindak Pidana Kekerasan Seksual, dengan harapan mampu menanggulangi kesus kekera-san seksual, namun ada celah bahwasanya dalam UU TPKS masih belum mengatur tentang Sexual consent( persetujuan perzinahan), dalam implementasinya akan sangat terbantu apabila ada tokoh masyarakat yang membantu khususnya wilayah Malang Raya Majelis Ulama Indone-sia Kota Malang, Dinas Pemberdayaan dan Perlindungan Perempuan dan Anak Kota Malang, serta Dinas Pemberdayaan dan Perlindungan Perempuan dan Anak Keluarga Berencana Kota Batu, dan undang-undang ini akan mendapatkan nilai tambah ketika dievaluasi dengan teori intelektual muslim terkemuka seperti Maqāṣid al-Sharī’ah Jasser Auda -nya.
Berdasarkan hal tersebut terdapat dua permasalahan, pertama bagaimana respon tokoh masyarakat Malang Raya pasca disahkan Undang-Undang no 12 tahun 2022 tentang tindak pi-dana kekerasan seksual? Kedua: Bagaimana Analisis Undang=undang nomer 12 tahun 2022 Tentang Tindak pidana kekerasna seksual prespektif maqāṣid al-Sharī’ah Jasser Auda? Untuk menjawab permasalahan diatas maka dilakukan penelitian empiris. Teknik pengumpulan data meliputi memeriksa, mengkasifikasi, memverifikasi, menganalisa dan menyimpulkan data, teknik tringulasi sumber.
Hasil penelitian ini, pertama: Tokoh masyarakat menyambut baik undang-undang ini, dengan, namun ada catatan tambahan bahwasanya secara khusus implementasi dalam per-nikahan islam belum bisa diterapkan berupa hak dan kewajiban suami dan istri, dan terakhir konsistensi dari penegak hukum harus diperhatikan khususnya dilapangan. kedua: Hasil analisis undang-undang no 12 tahun 2022 tentang tindak pidana kekerasan seksual prespektif Maqāṣid al-Sharī’ah Jasser Auda yakni: (1) Cognitif Nature Al Qur an tidak secara ekplisit mengatur tentang kekerasan seksual, oleh karenanya Undang-Undang Tindak Pidana kekerasan seksual merupakan ijtihad sebagai penyempurna aturan hukum dalam kekerasan seksual. (2) Wholeness pemerintah memahami keseluruhan isi dan maksud tujuan dari disahkan Undang-Undang Tin-dak Pidana Kekerasan Seksual. (3) Openess, Keterbukaan dalam dalam menerima segala aspek pemenuhan hak bagi korban kekerasan seksual. (4) Interrelated Hierarchy dalam proses perancanganya terdiri dari maqāṣid ammah (umum), khassah (khusus) dan juz-iyyah (parsial) dalam proses perlindungan kepada korban kekerasan seksual. (5) Multidimensionality, Diinter-presentasikan bahwa pemenuhan hak korban dari kekerasan seksual dapat dilihat dari multidi-mensi yaitu sesuai dengan tujuan, kepentingan dan kemaslahatan bagi korban kekerasan sek-sual.(6)Purposefullness,mengededepankan kepastian hukum serta menjunjung tinggi nilai kead-ilan berdasarkan tujuan utama kebijakan Undang-Undang Tindak Pidana Kekerasan Seksual demi kemaslahatan.
ABSTRACT
The National Commission on Violence Against Women (Komnas Perempuan) states that in the last four years, cases of sexual violence have shown an increasing trend, indicating a po-tential lack of effectiveness in its implementation. On May 12, 2022, the government ratified Law No. 12 of 2022 concerning Sexual Violence Crimes, with the hope of addressing this issue. However, it is worth noting that the law still does not explicitly regulate Sexual Consent. Its implementation would greatly benefit from the involvement of community figures, especially in the Malang Raya region, such as the Indonesian Ulema Council in the city of Malang, the Em-powerment and Protection of Women and Children Office, as well as the Family Planning and Empowerment of Women and Children Office in Batu City. Furthermore, the effectiveness of this law would receive added value when evaluated in light of prominent Muslim intellectual theory such as Jasser Auda's Maqāṣid al-Sharī’ah.
Based on this, there are two main issues to address. Firstly, how do community figures in Malang Raya respond after the enactment of Law No. 12 of 2022 concerning sexual violence crimes? Secondly, what is the analysis of Law No. 12 of 2022 concerning sexual violence crimes from the perspective of Maqāṣid al-Sharī’ah by Jasser Auda? To answer these questions, empirical research was conducted. Data collection techniques included examination, classifica-tion, verification, analysis, and conclusion drawing, as well as source triangulation.
The results of this study are twofold. Firstly, community figures have positively wel-comed this law, anticipating that it will provide a sense of protection for the community and encourage individuals to report the crimes they may have experienced. Secondly, the analysis of Law No. 12 of 2022 concerning sexual violence crimes from the perspective of Maqāṣid al-Sharī’ah by Jasser Auda reveals several key points. These include the fact that the Quran does not explicitly address sexual violence, leading the enactment of this law to be considered as ijtihad in perfecting legal regulations pertaining to sexual violence. Additionally, the govern-ment demonstrates a comprehensive understanding of the law's content and its intended objec-tives. The principle of openness is also evident in the acceptance of all aspects related to ful-filling the rights of victims of sexual violence. The law's design process incorporates a hierar-chical structure comprising maqāṣid ammah (general), khassah (specific), and juz-iyyah (par-tial) elements in the protection process for victims of sexual violence. Furthermore, the multi-dimensionality of the law highlights the fulfillment of the rights of victims from various per-spectives, aligning with the goals, interests, and welfare of victims of sexual violence. Lastly, the law emphasizes legal certainty and upholds the value of justice based on the primary objec-tive of the policy, aiming to effectively safeguard the welfare of children.

Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. Appropriate Similarity Measures for Author Cocitation Analysis

We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
