    Equità e criteri di selettività dei beneficiari di edilizia residenziale pubblica in Emilia-Romagna

    Housing public policies take the form of selective programs. Hence, accesso to the program and computation of the rents are regulated by a means test. Selectivity should be set ensuring the respect of vertical and horizontal equity trough the beneficiaries. This research analyses the system of selectivity of the beneficiaries of public houses in the region Emilia-Romagna, in order to verify the adequacy of the current rules in ensuring equity by the use of the italian means test. Empirical analysis has been carried out by using the database of beneficiaries of public houses of the Province of Parma. We find that the current rules are not able to ensure horizontal and vertical equity, therefore we propose and simulate a reform of the system of selectivity and computation of the rents

    Universal Basic Income and Negative Income Tax: Two Different Ways of Thinking Redistribution

    This article examines two redistributive programs: Negative Income Tax and Universal Basic Income. Its aim is to show that, even if the two programs – through the implementation of an appropriate tax-benefit system – can get the same distributive outcome, they are deeply different both from an economic point of view and an ethic perspective. The approach adopted integrates positive and normative analysis so that an explicit attention to ethical issues can provide a more complete descriptive economics. We show that Negative Income Tax scheme is consistent with the libertarian idea of distributive justice, while Basic Income matches with the egalitarian thought
