    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed.     Variations on the Author

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     本稿では,ふるさと納税の返礼率の決定要因について検証した.主な結論は以下のとおりである.2016年から2019年度のパネルデータによる推定では,正の有意傾向にあったものの,2019年度のクロスセクションデータによる推定では,財政力が弱い地方自治体が,ふるさと納税による寄附金の獲得で税収を拡大させる狙いや,他の自治体にふるさと納税が行われることで税額控除などによる税源の流出を防ぐといった意図で,返礼率を上げるといった現象は確認できなかった.また,実質債務比率が高いほど返礼率が高くなる傾向があったことも事実であるが,一次産業人口比率や財政力指数が高い自治体ほど,返礼率が高い傾向にあり,財政力指数が高い自治体ほど,返礼品にかける費用が高くなる可能性がある.ふるさと納税自体が逼迫する地方財政の一助となるのであれば,新しい地方税の在り方として再評価できると考えられる

    本稿では,フレキシキュリティ・アプローチの現状と問題点を整理したうえで,日本の労働市場の問題,セーフティネットと教育訓練の実態と問題点を探り,日本の労働市場における積極的労働市場政策の構築についての展望を示す.なお,フレキシキュリティ・アプローチについては,デンマークやスウェーデンにおいても,問題点が指摘されているが,日本においては,不本意型の非正規雇用の増加や,非正規雇用から正規雇用への労働移動が活発ではない点からも,“flexibility”の導入によって労働市場の二極化が進む可能性がある.日本においては,労働市場の変化に対応できる“security”の構築が必要であり,雇用保険制度や教育訓練など雇用セーフティネットの拡充が必要である.特に,雇用保険制度は「消極的労働市場政策」であると同時に「積極的労働市場政策」の基盤となり得る制度とも考えられるが,雇用保険制度に対する国庫負担は大きいとは言えない.また,受給期間の問題に加え,長期的失業者や非正規雇用,マルチジョブホルダーの制度からの排除,自己都合退職者の給付制限期間の長さなどの問題点も抱えてきた.一方で,教育訓練給付については,在職者も対象としており,能力開発の機会が乏しい非正規雇用への人的資本投資としても期待できると考えられ,ハローワークによる職業紹介や,ジョブカフェの設置など,非正規雇用の雇用の保護や正規雇用への転職を後押しする政策的なサポートも重要となる

    本稿では,非正規雇用から正規雇用への移行の要因について,パネルデータを用いた分析を行った.主な推定結果を整理すると以下のとおりである.公共の職業訓練校学校に通った経験については,30歳代において,正規雇用への移行を促進しており,雇用保険未加入・未受給である場合,20歳代において,正規雇用への移行が起こりにくくなっていた.前職の業種については,20歳代では,教育・学習支援,30歳代では,医療福祉で正規雇用への移行が起こりやすくなっていた.特に,職業訓練校学校に通った経験が非正規雇用のスキル向上に一定の意義がある可能性が示唆されたが,企業内での人的資本投資の機会が少ない非正規雇用にとっては,公共の職業訓練校での職業訓練はスキルアップの貴重な機会となる.雇用保険といったセーフティネットとともに,日本において積極的労働市場政策構築を考える上でも重要な役割が期待できる

    Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
