Τα επαπειλούμενα θεσμικά αντίβαρα του Ευρωπαϊκού Συνταγματισμού: Δόμηση, Εξελικτική Πορεία και Κρίσεις του Ευρωπαϊκού Κράτους Δικαίου
Get PDFΗ παρούσα μελέτη αποσκοπεί στην κριτική αποτίμηση των ορίων απτής κανονιστικής ισχύος του Ευρωπαϊκού Κράτους Δικαίου και αξιακού πλαισίου, έναντι πολυδιάστατων κρίσεων του ενωσιακού συστήματος. Η αρχική αναδρομή στην δόμηση και τα ειδοποιά γνωρίσματα του Ευρωπαϊκού Κράτους Δικαίου, αιτιολογούν την αναγωγή του σε δογματικό και θεσμικό επιστέγασμα της ιδιομορφίας του ενωσιακού δικαίου και της συνταγματοποίησής του, που διέπουν την ενωσιακή άσκηση δημόσιας εξουσίας και τη δημοκρατική της διάρθρωση. Ωστόσο, η ένθεση του Ευρωπαϊκού Κράτους Δικαίου στην ενωσιακή πραγματικότητα, ιδίως κατά την αντιμετώπιση της κρίσης της Ευρωζώνης, καθιστά αντιληπτή την άμβλυνση της κανονιστικής ισχύος του, λόγω αδυναμίας οριοθέτησης της ενωσιακής επιδιορθωτικής δράσης στο ενωσιακό αξιακό πλέγμα. Συγχρόνως, οι παρατηρούμενες συστημικές παθογένειες στους υφιστάμενους μηχανισμούς διασφάλισής του, καθιστούν ισχνή και ανεπαρκή την προσπάθεια αναχαίτησης της παράλληλα αναδυόμενης κρίσης του Ευρωπαϊκού Κράτους Δικαίου, που συνιστά απότοκο της συστημικής του εκτροπής σε κράτη-μέλη της Ε.Ε. Η εμβάθυνση της συγκεκριμένης κρίσης, στρέφει τους ενωσιακούς θεσμούς στη στράτευση του παραγώγου ενωσιακού δικαίου, για την δόμηση αναχωμάτων προάσπισης του Ευρωπαϊκού Κράτους Δικαίου. Εντούτοις, η πρόθεση του «νέου πλαισίου της Ε.Ε. για την ενίσχυση του Κράτους Δικαίου» να πραγματώσει την εν λόγω προοπτική, χαρακτηρίζεται από την περιορισμένη αποτελεσματικότητα του μηχανισμού που περιλαμβάνει. Ακολούθως, η θέσπιση του Κανονισμού 2092/2020 στιγματίζεται από το περιορισμένο πεδίο εφαρμογής και τα σχεδιαστικά του ελαττώματα, που περιορίζουν το εύρος δυνητικής συνεισφοράς του στην προάσπιση του Ευρωπαϊκού Κράτους Δικαίου, εγείροντας συγχρόνως προβληματισμό για την διευρυνόμενη χρήση της αιρεσιμότητας στην ενωσιακή διακυβέρνηση και την αναγκαιότητα συμβατότητάς της με το ενωσιακό αξιακό πλαίσιο.The present study aims to critically assess the limits of the tangible regulatory authority of the European Rule of Law and its value framework in the face of multidimensional crises within the Union system. The initial examination of the structure and defining characteristics of the European Rule of Law justifies its position as a doctrinal and institutional apex of the uniqueness of Union law and its constitutionalization, governing the Union's exercise of public authority and its democratic structure. However, the insertion of the European Rule of Law into the Union's reality, especially in addressing the Eurozone crisis, reveals the weakening of its regulatory authority due to the inability to delineate Union remedial action within the Union's value framework. Simultaneously, observed systemic deficiencies in existing safeguard mechanisms render the effort to curb the emerging crisis of the European Rule of Law, a consequence of its systemic deviation towards Member States of the EU, feeble and inadequate. The deepening of this particular crisis turns the Union institutions to mobilize the derivative of Union law for the construction of ramparts in defense of the European Rule of Law. However, the intention of the "new EU framework to strengthen the Rule of Law" is characterized by the limited effectiveness of the mechanism it includes. Subsequently, the introduction of Regulation 2092/2020 is marked by its limited scope and its design flaws, which restrict its potential contribution to defending the European Rule of Law, while also raising concerns about the expanding use of conditionality in Union governance and its compatibility with the Union's value framework
Going Beyond Counting First Authors in Author Co-citation Analysis

counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
Get PDFWe provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
