Why infrastructure financing facilities often fall short of their objectives
To encourage the private funding and provision of infrastructure services, governments have used specialized financing facilities to offer financial support to investors, often in the form of grants, soft loans, or guarantees. The authors present case studies of infrastructure financing facilities in various stages of development in Colombia, India, and Pakistan. They also present case studies of government-sponsored financing facilities (not of infrastructure) in Argentina, and Moldova. They find that these facilities have often fallen short of their objectives for two main reasons. First, the environment was not conducive to private participation in infrastructure because of poor sector policies, an unstable macroeconomic environment, and inadequate financial sector policies, among other reasons. The welfare effects of private sector participation in Guinea's urban water supply
In 1989 the government of Guinea enacted far-reaching reform of its water sector, which had been dominated by a poorly run public agency. The government signed a lease contract for operations and maintenance with a private operator, making a separate public enterprise responsible for ownershipof assets and investment. Although based on a successful model that had operated in Cote d'Ivoire for nearly 30 years, the reform had many highly innovative features. It is being transplanted to several other developing countries, so the authors evaluate its successes and failures in the early years of reform. They present standard performance measures and results from a cost-benefit analysis to assess reform's net effect on various stakeholders in the sector. They conclude that, compared with what might have been expected under continued public ownership, reform benefited consumers, the government, and, to a lesser extent, the foreign owners or the private operator. Most sector performance indicators improved, but some problems remain. The three most troublesome areas are water that is unaccounted for (there are many illegal connections and the quality of infrastructure is poor), poor collection rates, and high prices. The weak institutional environment makes it difficult to improve collection rates, but the government could take some steps to correct the problem. To begin with, it could pay its own bills on time. Electrical gating effects on the magnetic properties of (Ga,Mn)As diluted magnetic semiconductors
The aim of the research project presented in this thesis is to investigate the effects
of electrostatic gating on the magnetic properties of carrier-mediated ferromagnetic
Ga1−xMnxAs diluted magnetic semiconductors. (Ga,Mn)As can be regarded as a prototype material because of its strong spin-orbit coupling and its crystalline properties
which can be described within a simple band structure model. Compressively strained (Ga,Mn)As epilayer with more complex in-plane competing cubic and uniaxial
magnetic anisotropies is of particular interest since a small variation of these
competing anisotropy fields provide a means for the manipulation of its magnetization
via external electric field.
An all-semiconductor epitaxial p-n junction field-effect transistor (FET) based on low-doped Ga0.975Mn0.025As was fabricated. It has an in-built n-GaAs back-gate, which, in addition to being a normal gate, enhances the gating effects, especially in the depletion of the epilayer, by decreasing the effective channel thickness by means of a depletion region. A shift in the Curie temperature of ∼2 K and enhanced anisotropic magnetoresistance (AMR) (which at saturation reaches ∼30%) is achieved with a depletion of a few volts. Persistent magnetization switchings with short electric field pulses are also observed. The magnitude of the switching field is found to decrease with increasing depletion of the (Ga,Mn)As layer. By employing the k · p semiconductor theory approach (performed by our collaborators in Institute of Physics, ASCR, Prague), including strong spin-orbit coupling effects in the host semiconductor valence band, a change in sign of Kc at hole density of approximately 1.5×1020 cm−3 is observed. Below this density, the [110]/[1¯10] magnetization directions are favoured, consistent with experimental data.
A double-gated FET, with an ionic-gel top-gate coupled with a p-n junction
back-gate based on the same material, was also employed in an attempt to achieve
larger effects through gating. It reaffirms the results obtained and demonstrates
enhanced gating effects on the magnetic properties of (Ga,Mn)As
Microthrust Propulsion of the LISA Mission
We present the most recent propulsion requirements for the Laser Interferometer Space Antenna (LISA) Mission and describe potential microth ruster technology that can meet these requirements. LISA consists of three spacecraft in heliocentric orbits, forming a triangle with 5x l 0 (exp 6) km sides that are the arms of three Michelson-type interferometers. Reflective proof masses provide the reference surfaces at the end of the interferometer arms as part of the Gravitational Referenc e Sensor (GRS) designed to detect gravitational waves. The microthrus t propulsion system will be part of the Disturbance Reduction System (DRS), which is responsible for maintaining each spacecraft position w ithin approximately 10 nm around the proof masses. To provide the nec essary sensitivity, the GRS must not experience spurious acceleration s >15 (exp -10) m/ s(exp 2) in the 0.1 mHz to 1 Hz bandwidth, requiring precision formation flying and drag-free operation of the LISA spa cecraft. This leads to the following microthruster performance requir ements: a thrust range of 2-30 Micro N, a thrust resolution < 0.1 Mic ro N, and thrust noise <0.1 Hz(exp -1/2) over the LISA measurement bandwidth. The microthruster must provide this performance for 5 years c ontinuously, contain 10 years worth of propellant, and not disrupt th e science measurements. Potential microthruster technologies include Colloid, Field Emission Electric Propulsion (FEEP), and precision cold gas microthrusters. Each of these technologies is described in detai l with focus on the NASA microthruster development of the Busek Collo id Micro-Newton Thruster (CMNT)
A transitory regime : water supply in Conakry, Guinea
Both consumers and the government benefited from reform of the water system in Conakry, Guinea, whose deterioration since independence had become critical by the mid-1980s. Less than 40 percent of Conakry's population had access to piped water - low even by regional standards - and service was intermittent, at best, for the few who had connections. The public agency in charge of the sector was inefficient, overstaffed, and virtually insolvent. In several ways, the reform introduced to the sector in 1989 under a World Bank-led project was remarkable. It showed that even in a weak institutional environment, where contracts are hard to enforce and political interference is common, private sector participation can improve sector performance. The authors discuss the mechanismsthat made progress possible and identify factors that inhibit the positive effects of reform. Water has become very expensive, the number of connections has increased very slowly, and conflicts have developed between SEEG (the private operator) and SONEG (the state agency). Regulating Concessions of Toll Motorways, An Empirical Study on Fixed vs. Variable Term Contracts.
Recent theoretical developments on concession contracts for long term infrastructure projects under uncertain demand show the benefits of allowing for flexible term contracts rather than fixing a rigid term. This study presents a simulation to compare both alternatives by using real data from the oldest Spanish toll motorway. For this purpose, we analyze how well the flexible term would have performed instead of the fixed length actually established. Our results show a huge reduction of the term of concession that would have dramatically decreased the firm’s benefits and the user’s overpayment due to the internalization of an unexpected traffic increase.Toll motorways, privatization, concessions, regulation.
Improved elucidation of biological processes linked to diabetic nephropathy by single probe-based microarray data analysis
Background: Diabetic nephropathy (DN) is a complex and chronic metabolic disease that evolves into a progressive fibrosing renal disorder. Effective transcriptomic profiling of slowly evolving disease processes such as DN can be problematic. The changes that occur are often subtle and can escape detection by conventional oligonucleotide DNA array analyses.
Methodology/Principal Findings: We examined microdissected human renal tissue with or without DN using Affymetrix oligonucleotide microarrays (HG-U133A) by standard Robust Multi-array Analysis (RMA). Subsequent gene ontology analysis by Database for Annotation, Visualization and Integrated Discovery (DAVID) showed limited detection of biological processes previously identified as central mechanisms in the development of DN (e.g. inflammation and angiogenesis). This apparent lack of sensitivity may be associated with the gene-oriented averaging of oligonucleotide probe signals, as this includes signals from cross-hybridizing probes and gene annotation that is based on out of date genomic data. We then examined the same CEL file data using a different methodology to determine how well it could correlate transcriptomic data with observed biology. ChipInspector (CI) is based on single probe analysis and de novo gene annotation that bypasses probe set definitions. Both methods, RMA and CI, used at default settings yielded comparable numbers of differentially regulated genes. However, when verified by RT-PCR, the single probe based analysis demonstrated reduced background noise with enhanced sensitivity and fewer false positives.
Conclusions/Significance: Using a single probe based analysis approach with de novo gene annotation allowed an improved representation of the biological processes linked to the development and progression of DN. The improved analysis was exemplified by the detection of Wnt signaling pathway activation in DN, a process not previously reported to be involved in this disease
Juvenile homicide : a criminological study on the possible causes of juvenile homicidal delinquency in Jamaica
Jamaica, the so-called land of wood and water, normally is the embodiment of a dream holiday destination with white sandy beaches, tropical palm trees, dazzling sunshine and the typical Caribbean flair. Generally, murder and manslaughter are not associated with Jamaica. However, international comparisons of crime rates reveal that Jamaica has persistently had one of the highest homicide rates in the world. Jamaica has been described as the murder capital of the world in 2006 by the BBC news after more than 1’600 people were killed in the year 2005; a tally of at least five people murdered a day. The majority of the homicides are caused by young men. Despite the dimension and severity of the homicidal problem in Jamaica, it is astonishing that literature on this phenomenon in Jamaica is very sparse and the literature that is available either doesn’t conform to the current homicide situation in Jamaica anymore or is inconsistent with other studies. The aim of the present research study was thus to close this gap and to help the process of comprehending the problem of fatal juvenile delinquency by engaging empirical research in serious efforts to describe and explain the epidemic. According to the author, understanding juvenile homicidal delinquents and their actions and thus ascertaining a plausible explanation for their high homicide rate can only be achieved by going back to those whose acts are to be explained: The juvenile homicidal delinquents themselves. The findings of the present study are therefore based upon the data gathered by means of 20 face-to-face, semi-standardised interviews with young men who have committed at least one homicide during the last five years prior to the interview and were aged between 12 and 25 years at the time of the respective homicide(s). The author acts on the assumption that homicides by juveniles can be understood as a reaction that emerges situationally and is based on a complex bundle of causes which leads to an increased susceptibility to homicides. The aim of the present study was to generate a plausible and scientifically substantiated hypothesis to explain the high proportion of male juveniles responsible for the homicide rate in Jamaica. Three groupings were examined: The individual personality characteristics of the homicide delinquents, the social context influencing the individual’s thoughts and actions and the triggering factors in the homicide context.
The study comes to the conclusion that the homicides of the respondents of the present study – additionally to the basic prerequisites of the occurrence of homicides in general such as a life in deprivation and the failure of the institutions of socialisation to sufficiently socialise their members – can be explained in high gear by the widely dispread culture of violence. Within this culture, violence constitutes a part of every-day behaviour and killing is perceived as a legitimate form of dispute resolution to which one has adapted because it utterly works. This is an instrumental understanding of violent behaviour. This apparent culture of violence of the underclass society with the deeply embedded willingness to apply violence to solve even seemingly minor disputes is intensified by a high gun prevalence and easy firearm accessibility as well as the wide distribution of and attachment to gangs. Firearms as well as delinquent gangs are two powerful factors that accord power, a feeling of strength and superiority to the individual. Status, power and respect rank high within the impecunious underclass society in Jamaica. Violence is perceived as a necessary instrument to sustain the own identity, status and respect. Thus, the fight for respect in the street culture of Jamaica’s urban inner-city youth depicts an act in self-defence for the parties involved. And such an act in self-defence legitimises to kill
