    This article is a continuation of two essays by the same author on Soviet/Russian economic debates between 1987 and 2002 published in Europe-Asia Studies in 2006 and 2007, so now the series of articles covers 20 years of Soviet/Russian discussions on economic reforms. Should Russia strive to become a 'Western' country marked by democracy and a market economy serving the individual interests of its citizens, or was it more important to become a great power again? Are Western patterns of political and economic life suitable for Russia or is the attempt to import foreign institutional structures doomed for failure, making it necessary for Russia to find her own way? This type of question, going far beyond the realm of economics, was and still is at the heart of the debate among Russian economists, which shall be discussed here, on the basis of a qualitative content analysis of the most important economic journals and selected monographs. --

    Подтверждение соответствия детектируемых форм аналитов приписываемым им молекулярным структурам – одна из важнейших задач аналитической химии. Ранее в результате анализа серии лекарственных препаратов методом обращенно-фазовой ВЭЖХ было установлено, что закономерности удерживания сложных полифункциональных органических соединений, содержащих сульфонамидные группы -SO2-N 0.999. Если же наблюдаются дополнительные химические превраще­ния анали­тов, обус­ловленные вариациями содержания воды в элюенте, в том числе – об­ратимое образование гидратов (или изменение их состава), то это проявляется в отклонениях рекуррентных зависимостей (*) от линейности. Их особенности не­одинаковы для трех охарактеризо­ван­ных сульфонамидов: не­линей­но­сть во всем диапазоне Смин 0.999. Yet, if additional chemical transformations of analytes took place, na­me­ly rever­sible formation of hydrates (or variations of their composition) due to the presence of water in an eluent, it led to the deviations of recurrent dependencies (*) from linea­rity. Three sulfonamides under characterization corresponded to different kinds of such deviations: non-linearity within the whole range Сmin < С < Сmax (amide I), presence of two linear dependencies instead of one (amide II), and linearity within the whole range Сmin < С < Сmax (amide III). First two cases corres­ponded to the interconver­si­on of anhydrous forms and hydrates, or (less probable) different hydrates, while the latter meant the existence of analyte in the single form (pro­ba­b­ly hydrate). Thus, the ana­ly­sis of mo­del compounds confirmed that the presence of the polar functionality -SO2-N< was just the reason of hydrate formation in water soluti­ons.Работа выполнена с использованием оборудования Ресурсного образовательного центра по направлению «Химия» Института химии Санкт-Петербургского государственного университета.     Development of a Method of Analysis of Ofloxacin in the Complex Preparation "Ofloxazol"

    Introduction. The creation of new effective antibacterial drugs for the treatment and prevention of purulent-inflammatory diseases is an urgent task of modern pharmacy. Active use in the treatment of purulent infection is found by chemotherapeutic agents from the class of fluoroquinolones, which include ofloxacin.Aim. Development of a method for the quantitative determination of ofloxacin in the complex preparation "Ofloxazol".Materials and methods. For the analysis, the substance ofloxacin, titanium-containing gel "Tizol", solutions of ofloxacin on 95 % ethanol, hydrochloric acid 0.01 mol/l, ointment under the conditional name "Ofloxazol" containing 0.5 % of the drug in the gel "Tizol" were used. The study was carried out by near-UV spectrophotometry.Results and discussion. When studying the absorption spectra, it was found that for the quantitative spectrophotometric analysis of ofloxacin, it is rational to use the wavelength range of 275-320 nm (λmax = 294 nm). Statistical processing of the analysis results showed that the relative error of quantitative determination does not exceed ±1.66 %. The sensitivity of the determination of ofloxacin is 0.245 mcg/ml at A(min) = 0.02. The developed method is validated. Its specificity, linearity, correctness and precision are confirmed. According to the calibration schedule, the content of ofloxacin in the soft dosage form is determined, it is in the range of 0.0483-0.0562 g, which corresponds to the permissible deviations.Conclusion. The conducted studies allowed us to develop and propose a method for the quantitative determination of ofloxacin in the ointment "Ofloxazol", obtained on a titanium-containing basis. The method allows you to evaluate the quality of manufacturing the dosage form, including setting the content of the drug with an error that does not exceed the standard deviations

    The experience of recurrent hepatitis с treatment after liver transplantation

    The absolute majority of the patients have hepatitis С recurrence after liver transplantation. Combined own experience of antiviral therapy of recurrent HCV infection in post transplantation period in the patients operated for HCV-related cirrhosis presented in the article. From 2002 to 2010 overall 22 patients were treated with Peginterferon alfa-2 plus ribavirin. Sustained virological response was achieved in 23.5%. Per protocol analysis (depending on the actually time of treatment) the incidence of sustained virological response was 40%. Rather slow virological kinetics in the study group revealed in analysis. So increasing the duration of treatment longer than 48 weeks should be considered.Рецидив гепатита С после пересадки наблюдается у абсолютного большинства пациентов. В статье представлен совместный собственный опыт противовирусной терапии возвратной инфекции HCV после трансплантации печени по поводу цирроза вирусной этиологии. С 2002г. по 2010г. 22 пациента получили курс лечения пегилированными интерферонами и рибавирином. Стойкий вирусологический ответ составил 23,5%. При анализе в зависимости от фактически полученного лечения (per protocol), частота стойкого вирусологического ответа составит 40%. При анализе полученных результатов была отмечена достаточно медленная ранняя вирусная кинетика в изученной группе больных, что обосновывает увеличение продолжительности противовирусной терапии более 48 недель

    CLINICAL AND LABORATORY EVALUATION OF INTOXICATION SYNDROME IN CHILDREN WITH ACUTE RESPIRATORY VIRAL INFECTIONS

    There was performed a comparative analysis of clinical and laboratory indicators of intoxication syndrome in 70 children aged from 1 month to 16 years with acute respiratory viral infection (АRVI) of different etiology. To make an objective appraisal of the intoxication syndrome intensity the spectral characteristics of low and median molecular weight substances (LMMWS) in plasma and red blood cells with the calculation of their balance was studied, the level of exogenous pathogens was defined. The intensity of clinical symptoms was evaluated in points (from 0 to 3). It was established that total clinical manifestation of intoxication syndrome was from 3,4 ± 0,6 points in the case of respiratory syncytial viral infection to 6,2 ± 0,8 points in the case of influenza depending on the etiology. The increased level of LMMWS in red blood cells and exogenous pathogens was noticed to compare with the control values in all the groups regardless of the etiology. In the case of influenza the increase of LMMWS in plasma to 11,5 ± 0,5 c.u., and of the level of exogenous pathogens to 0,25 ± 0,04 c.u. was noted. The most expressed changes of indicators were revealed in the case of mixed viral infection when LMMWS in plasma was increased to 14,0 ± 1,6 c.u., LMMWS in red blood cells — to 27,0 ± 1,2 c.u., and exogenous pathogens amount — to 0,4 ± 0,09 c.u. A direct correlation of the average force between clinical and laboratory criteria of intoxication was revealed (r = 0,3; p &lt; 0,05)

    Russia’s Chemical and Petrochemical Industries at the Eve of WTO-Accession

    Although Russia’s WTO-accession is foreseeable, there are still deficits in the literature on its concrete effects on the sectoral and regional levels. In this paper we analyse effects on Russia’s chemical and petrochemical sectors (CPS), which are, unlike for example its oil and mineral gas industry, rarely in the focus of public attention. On the basis of an extensive examination of these sectors’ current condition, we expect serious problems for them to emerge in the nearer future, the perhaps most serious and most puzzling problem being under-investment. Our analysis is based on data provided by GOSKOM-STAT/ROSSTAT, Russia’s official statistics institute. The authors like to thank Henning P.
