    The purpose of this research is to (a) get a clear view about the effect of human resource, commitment and the supporting devices, (b) calculate the effect of human resource, commitment and the supporting devices to the success of implementation of Government Regulation No.24 year 2005, (c) give some advice which may assist the Regency Government in solving its problems especially the discussed problem, that is the success of implementation of Government Regulation No.24 year 2005 which is affected by the human resource and the supporting devices. In this research, the author use associative causal research design. Sampling method used by the author is simple random sampling. Data types used are primary and secondary data, while the data collecting technique is documentary and survey, and the data processing is done with supporting tools for SPSS program . Classic Assumption Testing used by the author including normality test, multicolinearity test, and heteroskedasticity test. While the research model used by the author is Multiple Regresion statistic analysis, and the hypothesis testing are done with simultan significance test, partial significance test, dan determinant coefficient. The result of this research show that (a) Human resources, commitment and the supporting devices describe the success of implementation of Government Regulation is 36,5%, (b) Human resources, Commitment and the supporting devices influence simultaneously to implementation of Government regulation No.24 year 2005, (c) Partially, Human resources and the supporting devices influence positively but not significantly toward implementation’s success of Government Regulation No.24 year 2005.103 HalamanSkripsi Sarjan

    The existence of small cash fund in a company can not be underestimated. Especially at PT PLN (Persero) ULP Medan Baru, where all the company’s operationals depends on small cash fund. This research is aiming to know how PT PLN (Persero) ULP Medan Baru manage small cash fund. In doing this research, author did direct interview with PT PLN (Persero) ULMP Medan Baru employees and also did observation for about 2 months during the internship. Author has summarized every informations related to small cash fund management system in this company, they are: the outline of management procedure of small cash fund is differentiated into three steps, there are disbursement, usage, and report. These series of steps is done and be held accountable by one person in responsible and watched by unit manager; PT PLN (Persero) ULP Medan Baru use fix fund system or imprest fund system as the recording system of small cash because the fund ceiling system inforced by PT (PLN) Persero head office ; in it’s management, PT PLN (Persero) ULP Medan directly responsible to PT PLN (Persero) UP 3 Medan as service implementtation unit; internal control system of small cash fund in PT PLN (Persero) ULP Medan Baru considered good because during the research period, there are no significant problems are found both in operational and monthly record.67 HalamanKertas Karya Diplom

    Authentication is an application that was created to make it easier to identify pensioners in the process of disbursing customer pension funds at Bank BTPN. This study aims to determine the effectiveness of customer authentication in increasing profits at the National Pension Savings Bank (BTPN) KC Medan. The research method used in this study is a descriptive qualitative method in which the author conducts interviews, observations and documentation with employees of the operational division of Bank BTPN KC Medan.     This study aims to provide an overview of the level of implementation of accrual-based SAP on governance, especially at the level of SKPD (SKPD) and analyze the suitability of the implementation of SAP in the preparation of financial statements conducted by SKPD, particularly in the Environment Agency of North Sumatera Province to PP 71 of 2010 concerning the Government Accounting Standards. This research uses descriptive research design in the form of case studies. The author uses the library research techniques for collecting the necessary data. The results of this study indicate that by 2015 the Environment Agency of North Sumatra province carry out the implementation of SAP in the preparation of financial statements in accordance with Regulation No. 71 of 2010 concerning the Government Accounting Standards.     The State Electricity Company in Indonesia is the authority of a State-Owned Enterprise engaged in the electricity sector. Electricity has an important role for all aspects of people's lives, therefore BUMN must provide an equal supply of electrical energy for all Indonesian people. PLN has a number of units including the Customer Service Unit (ULP) which acts as a community service in the field of electricity problems. This study aims to analyze and find solutions for companies in order to minimize arrears. Therefore, the author uses a qualitative method that explains postpaid customer electricity arrears and the application of PLN Mobile. From the research results, the authors get an overview of the problems that occur as a result of delays in electricity payments and how effective the PLN Mobile application is.     The purpose of this research was to analyze the influence of Total Quality Management, Corporate Social Responsibility, Good Corporate Governance towards Financial Performance by Company value as a Moderating Variable on PT Perkebunan Nusantara IV Medan. The populations in this research were all employees who work in PT. Perkebunan Nusantara IV Medan, and the samples in this research were 35 qualified employees that the author made. Data analysis method used is descriptive analysis, linear regression analysis method and residual test. The data used in this researchare primary data that obtained by using the method of survey, through questionnaires. Survey method has done by visiting one by one potential respondents, asking whether the candidate meets the requirements of potential respondents to fill out questionnaires. Data processing method in this researchwas using multiple linear regression test and moderating test which using residual test by doing testing of the classical assumption test in the first time. The results of this research showed simultaneous independent variables have a significant influence on financial performance. While Total Quality Management and Corporate Social Responsibility is partially positive and has significant effect on financial performance. While the Good Corporate Governance is positive and not really significant give effect on the financial performance. The test results showed moderating Company value strengthenthe relationship between Total Quality Management, Corporate Social Responsibility and Good Corporate Governance of the Financial Performance, but not significant statistically.99 HalamanSkripsi Sarjan

    Accounting is created to provide information about financial data from companies, government agencies, or any other group related to financial reports, such as investors, employees, lenders, suppliers, borrowers, and other members of the public who need information about financial reports. Accounting is a component of an information system that provides good and appropriate financial information. Knowing the importance of the information system above, it is mandatory for every institution institution or company to have a good and relevant information system to provide financial data reports. Of the several important elements of accounting, fixed assets have a sizeable part in obtaining financial reports. The accounting treatment of fixed assets must be reported clearly, consistently, and reliably so that the presentation of financial statements is in accordance with Financial Accounting Standards. If the activity is continued but in an unclear way, it will raise concerns about the possibility of depreciation. The author uses qualitative data by taking data from documents and reports on the titles studied in the form of explanatory descriptions and also presented in the form of numbers obtained from documents and reports from informants to complement the existing qualitative data. The data used in this study comes from one source, namely, secondary data which is data obtained from the company in a ready made form in the form of a balance sheet, income statement, list of fixed assets, a brief history of the company's establishment and the company's organizational structure. The results of this study show From table 4.3 it can be seen that the accumulated depreciation in 2018 amounted to IDR 72,021,228,552.00, the acquisition price of all fixed assets owned by the North Sumatra DPRD Secretariat was IDR 580,077,360,466.00 and the book value obtained was IDR 305,971,045,108.00 consisting of accumulated depreciation of Equipment and Machinery of Rp. 48,892,052,985.00, accumulated depreciation of Buildings of Rp. 194,529,545,282.00, accumulated depreciation of Roads, Irrigation and Networks of Rp. 452,543,367.00 and Accumulated depreciation Other Fixed Assets of IDR 340,729,900.00.61 HalamanKertas Karya Diplom
